**OVERVIEW** ------------ Parent Sector : Communication and Information Sector (CI) Duty Station: Paris Job Family: Communication and Information Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 21-SEP-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the authority of the Chief of Section for Media and Information Literacy and Media Development and in order to reach Outcome 2 of the Multi-donor Special Account for Freedom of Expression, the consultant shall: a) Assist in the execution and coordination of the project. Liaise with field officers to follow-up the implementation of the project. 1. Prepare the related budget breakdowns and allocations. Establish related Excel sheets. Supervise commitments and expenditures. 2. Ensure backstopping of UNESCO field offices to carry out activities regarding the 4 outputs of Outcome 2 of the Multi-Donor Special Account, i.e. community media, gender equality in media, and media and terrorism / migration / climate change and other emergency situations. Provide conceptual orientations. 3. Carry out activities that reinforce Member States practices or policies in the above-mentioned areas. Align extra-budgetary and regular programme activities towards the attainment of the upcoming 41 C/5 targets. 4. Supervise the conception and execution of workplans per country. Help field offices achieve expected results and maintain a high implementation rate. Track the progress towards the attainment of the expected results, and compliance with the countries’ calendar of activities. Keep implementation rates high every month. Help raise obligations, control expenses and ensure timely liquidation of obligations. 5. Draft briefings, documents, replies to Member States, inputs for deadlines, speeches, policy guidelines, etc. 6. Apply and help apply the Media Development Indicators and resulting work such as activities, briefings, reporting, etc. b) Develop and coordinate public visibility activities, materials and high-impact stories. Liaise with contractors for the production of videos, promotional materials, exhibits, etc. Follow up contracting process, payments, review deliverables, ensure high quality productions. 1. Coordinate the production of short video clips showing the project life-changing impact on the poor and the radio impact on preventing violence against women, portraying these activities of UNESCO’s field offices. 2. Produce innovative communication material, in English and French, for social media. Maintain webpages on the project and regularly publish news items. Conceive a social media strategy and put in place. 3. Liaise with field officers to gather relevant data and continuously add content to the related webpages. Develop human interest stories related to the project beneficiaries, resulting from UNESCO’s capacity-building of duty-bearers -with best online practices and accessibility standards. Format and edit material received from Field Offices. Include pictures, comments from workshop participants, video or audio clips. Make introduction / summary texts and translate them into French or English. Long Description ---------------- c) Coordinate the external and independent evaluation 1. Draft the Terms of Reference for external evaluations and ensure launch of the formal process of solicitation of proposals. Liaise with UNESCO specialized services, review and comment proposals. 2. Check evaluator’s references and previous work, prepare the short list of evaluators, justify order by selection criteria and prepare the documentation for contracting the evaluator. d) Build partnerships 1. Maintain action at a visible level for donors, and this across the countries. 2. Prepare the donor report. Develop the reporting template in accordance with the corresponding progress report template. Draft and submit the project’s Annual Narrative Report under Outcome 2 of the related Multi-donor Special Account. Scrutinize submissions of progress reports from field offices for the 4 outputs: edit the content, summarize the project's achievements in all countries, mainly providing data, specific country examples, and tables, and additionally narrative content/information. 3. Prepare documents and presentations for the review meetings with the donor. 4. Prepare concept notes, agreements, proposals for new project funding requests and other documents. e) Carry out any other task delegated to her/him by the Chief of Section for Media and Information Literacy and Media Development. **COMPETENCIES** ----------------- Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Masters or equivalent degree) in the field of communication, media, journalism, or areas related to communication and media. ***Work Experience*** - Track record of minimum five (5) years of progressively responsible professional experience in the field of communication, media and/or journalism, acquired at the international level -particularly in media development. - Track record of 5 years’ experience in conceiving and managing international projects throughout their cycle, monitoring implementation rates and reporting deadlines, while ensuring results are aligned to performance indicators. - Experience in UN Agencies, Funds or Programmes. - Proven experience in fundraising and resource mobilization, including researching the interests and application requirements of funding sources, identifying trends as well as opportunities and risks, drafting project documents and developing inspiring journeys for donors. ***Skills/Competencies*** - Good communications skills, including writing news items, articles, social media material and reports. Capacity to ensure accuracy of documents paying close attention to detail and through research, reference sources, quotes and evidence-based recommendations. - Good knowledge of gender equality issues and experience in gender transformative actions. - Good competences to manage social media content and platforms, as well as to track information online, including data on webcasting, live streaming connections, social media channels (downloads, hits, video and audio plays, unique page views, etc.). - Capacity to manage a heavy and varied workload effectively and manage competing demands under time pressure, maintaining high levels of accuracy while ensuring coordination of activities across diverse units and countries. ***Languages*** - Excellent knowledge of at least one of the working languages of the Secretariat \[English or French\] and very good knowledge of the other language. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Work Experience*** - Experience in developing the strategy and coordinating social campaigns held at international level that advocate a concept or value (not a product), as well as organizing global events. - Experience at the international level in conducting outreach, building partnerships and increasing revenue. - Experience in Results-Based Management of projects. ***Skills/Competencies*** - Knowledge of issues and actions in Media Development. - Knowledge of graphic design, multimedia or audio and visual productions, and competencies to assess deliverables resulting from professional recordings, Photoshop, Final Cut Pro, Fireworks, Illustrator, InDesign and/or other. ***Languages*** - Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian, Spanish). **APPLICATION PROCEDURE** ------------------------- Interested candidates should complete the on-line application: download and complete the Employment History form (Word file).
