Org. Setting and Reporting This position is located in the United Nations Office on Drugs and Crime (UNODC), Regional Office for Peru and Ecuador (ROPER) in Lima, Peru. The incumbent will report to the Representative, ROPER, and receive overall substantive guidance from the Chief, Laboratory and Scientific Service (LSS), Division for Policy Analysis and Public Affairs (DPA), based in Vienna. The incumbent will also work in close coordination and collaboration with the Representative of the Regional Office for Central America and the Caribbean (ROPAN) and the Representative of Country Office in Colombia (COCOL) who could act as Additional Reporting Officers, if so decided. Within the duration of the assignment, the incumbent might be posted for shorter periods at UNODC Headquarters in Vienna, Austria, as required.

Responsibilities The Global Scientific and Forensic Services Support Project (GLOU54) looks to enhance scientific and forensic capacity worldwide (in selected priority regions). It builds upon past and current UNODC activities in the scientific and laboratory sector with a focus on sustainable, integrated forensic science services in support of criminal justice, the rule of law as well as the health sector. Within assigned authority and under the substantive guidance of LSS, UNODC Headquarters Vienna, the Project Coordinator will be responsible for the following specific duties:

  • Support the management, implementation, coordination and monitoring of the safe handling and disposal of precursor chemicals in the Latin America and the Caribbean (LAC) project according to the approved donor agreements and costed work plan/s.
  • Identify bottlenecks, propose and take corrective actions in consultation and coordination with the project team in the field and Headquarters.
  • Liaise with key government officials and counterparts to facilitate the provision of technical guidance and expertise to national counterparts and UNODC field offices in LAC on safe handling and chemical disposal.
  • Assist in coordinating the development and improvement of national chemical disposal work plans, including supportive legislative frameworks.
  • Foster contacts and, where appropriate, co-operation and partnerships with bodies and institutions at national, regional and international levels tasked with drug and precursor control.
  • Promote and develop public-private partnerships in the safe handling and disposal of chemicals in beneficiary countries under the project.
  • Support the conduct of and/or follow-up on technical assistance needs assessments.
  • Liaise with Government officials, donors and counterparts in the field for the implementation of the project; ensuring promotion and visibility of the project achievements to key counterparts and donors as well as to further promote DPA/LSS portfolio on safe handling and chemical disposal across the LAC region, and identify areas where new assistance is required.
  • Support the recruitment process of project staff and consultants to be based in the field of the LAC region. Guide and coordinate the work of local project staff based in the LAC field offices.
  • As required, guide and coordinate the work of other project staff members; mentor and guide consultants, interns and associate experts in their work.
  • Coordinate closely on all activities carried out under the programme with programme officers and technical experts at DPA/LSS.
  • Prepare and submit for approval narrative and financial reports, quarterly, semi-annual and annual project progress reports, and other ad hoc reports as required. Prepare and deliver regular updates and presentations on the progress of project implementation as required.
  • Contribute to resource mobilization for the programme by establishing and maintaining close liaison with donor countries and other partners in coordination with DPA/LSS, the Regional Office for Peru and Ecuador and other relevant UNODC offices in Latin America and the Caribbean, including Regional Office for Central America and the Caribbean, and the Country Office in Colombia.
  • Perform other work-related duties as required.

    Competencies PROFESSIONALISM: Has knowledge and understanding of theories, concepts and approaches relevant to drug control, with a focus on those related to the illicit manufacture, trafficking, safe handling and disposal of drugs and their precursor chemicals, as they manifest in and relate to the regional specificities in the LAC region. Has knowledge of the legislative aspects of preventing and combating drug trafficking and diversion of precursor chemicals, including their international dimensions. Has the ability to identify issues, analyze and contribute to the resolution of problems/issues. Has conceptual analytical and evaluative skills to conduct independent research and analysis. Has knowledge of the mandates of the United Nations Office on Drugs and Crime. Has the ability to apply good judgement in the context of assignments given and ability to provide effective specialized advice. Education Advanced university degree (Master's degree or equivalent) in social sciences, business administration, management, economics, chemistry, pharmacy, forensic science or a related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional work experience in project/programme management is required. Work experience within the UN system and/or in an international organization is desirable. Work experience in Latin America and Caribbean is desirable. Work experience in drug and or precursor control is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.
