You have:

- Master's degree (or higher) in environmental or natural resources management, ecology, geography, geographic information systems or environmental sciences or related fields is desirable.
- Two years of professional experience in project coordination on topics including land use and/or environmental planning, ecology and landscape analysis, mapping of ecosystem services, tools for land management such as human spatial footprint, ecosystem services, main ecological structure, etc.
- Fluency in Spanish is required.
- Fluency in English will be an advantage.
Result of Service The objective of the consultancy is to provide technical expertise by means of accompaniment, follow-up and monitoring of the activities under the responsibility of UNEP and to ensure effective coordination of Activity 1.1 of the project: "Model for the acceleration and sustainable implementation of PDET initiatives in the Catatumbo subregion".
Responsibilities and activities to be performed by the consultant will include, but are not limited to:
- Generate technical and improvement support - Ensure the development of Activity 1.1 of the project "Model for the acceleration and sustainable implementation of PDET initiatives in the Catatumbo subregion", aimed at identifying the environmental supply of the territory, understood as the existing goods and services, as a basis for updating the Land Management Plans (POT), for the implementation of the initiatives of the Development Program with a Territorial Approach (PDET) included in the Action Plan for Regional Transformation (PATR), of the Catatumbo region. Activity 1.1 will be developed by a consulting team. - Lead the articulation of Activity 1.1 with the processes and activities carried out by UNDP and ART, ensuring that they are developed in a coordinated manner among the parties involved, so that the expected results correspond to the needs of the project, facilitating their subsequent integration in the development of the other project products. - Provide technical expertise in the day-to-day implementation of the UNEP component of the project and activities, in coordination with UNDP and the ART and any other required instance. - Plan the activities to be implemented during the development of the contract, including those related to the project-support staff under the responsibility of UNEP, in coordination with the project partners and parties. - Provide technical inputs on technical and financial reports submitted by the consultant developing Activity 1.1. - Serve as liaison between the consultant team that will develop Activity 1.1 and the other instances of the project, including internally at UNEP, ensuring effective communication and exchange of information and collaboration between project teams and activities. - Lead and coordinate the integration of the results and products derived from Activity 1.1 as inputs for the other products and processes of the project in close collaboration with UNDP and ART. - Coordinate and collaborate with project partners in the generation of technical and financial reports required by the donor or any other instances. - Work closely with the personnel hired by UNEP for the project and coordinate their activities including field activities as appropriate. - Provide technical inputs on technical and financial reports submitted by UNEP project staff, as appropriate. - Collaborate with the administrative processes necessary for the development of Activity 1.1, such as compilation and analysis of documents and reports, support payment procedures to the consultant, among others. - Work in coordination with the project team to achieve the strategic objectives of the project. Accompanies the project follow-up and monitoring process by: - Coordinate and ensure that the results and products derived from Activity 1.1 are inputs for the development of the other project activities, in particular Activities 1.2 and 1.3, as well as all activities under Output 2. - Provide technical follow-up and formulate recommendations aimed at achieving the project's objectives within the estimated timeframe. - Accompany the implementation of field activities as appropriate and according to budget availability and in coordination with project partners and parties. - Lead the organization of technical meetings, workshops, conferences and other UNEP Colombia office events in the context of project development. - Coordinate the preparation of reports and documents as required both for the donor and any other party, as well as internally within UNEP. - Lead the knowledge management processes in order to facilitate the exchange of information with project partners, the donor, within the organization, the United Nations System in Colombia and any external agent according to the needs and under the guidelines of the Coordinator of the office and the head of the UNEP office in Colombia.
- Identify and extract lessons learned from the project and communicate them to UNEP and project partners as appropriate.
- Such others as are in accordance with the terms of this contract and as defined by the supervisor.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
In late 2017, UNEP opened an office in Bogota, Colombia, in response to a request for support from the Government of Colombia. Through this office, UNEP participates in the United Nations Country Team (UNCT) in Colombia and coordinates technical assistance for the achievement of results related to the environmental dimension included in the Cooperation Framework for Sustainable Development 2020-2023. This office has a portfolio of 12 projects and initiatives being developed in Colombia.
Among the projects in the portfolio is the project entitled "Model for the acceleration and sustainable implementation of PDET initiatives in the Catatumbo subregion," which is being executed jointly with the United Nations Development Programme (UNDP) and the Colombian National Government's Agency for Territorial Renewal (ART).
The project, financed by the Multi-Donor Fund for Sustaining Peace in Colombia, MPTF, seeks to enable the initiatives contained in the eight pillars of the Development Program with a Territorial Approach, PDET, prioritized by the communities of the Catatumbo sub-region and that contribute to the integral transformation of the territory, the well-being of local communities and the sustainable development of the sub-region and the consolidation of peace. UNEP will implement activity 1.1, which consists of: Identify the environmental supply of the territory, understood as the existing goods and services, as a basis for updating the POTs for the implementation of the PDET initiatives included in the PATR of Catatumbo. The methodological approach to be used will be integral and participatory with a gender and ethnic-differential approach to characterize territorial problems. For this purpose, the approach will be based on the analysis of the Human Spatial Footprint (HFH) of the subregion and the main ecological structure will be identified in order to visualize the state of the natural supply, its potential for community use and service, and to evaluate the impacts of current uses, which is essential for making decisions regarding land use.
It is required, in the context provided above, to coordinate the planning, implementation and monitoring of activities under the responsibility of UNEP, support the implementation of the project in all its stages and to support the UNEP Colombia office in the context of the project.
The person selected for this position will report to the UNEP Colombia Office coordinator and will work closely with the country team and the UNEP Latin America and Caribbean Office teams, as well as with all UNEP national and international partners in the framework of the project and the activities of the UNEP office in Colombia. The incumbent will work 40 hours per week, from Monday to Friday, full time.
