You have:

  • A minimum Bachelor’s Degree in Community development, Developmental studies, Agricultural sciences or any other related field.
  • Minimum 3 years of experience in similar position.
  • Experience in partnership building and coordination with the donors, private sector, NGO and local community organizations.
  • Experience and familiarity with a number of donor requirements, e.g. WFP; FAO; UNHCR; UNICEF; DFID; EU; GF; USAID grants management.
  • Fluency in English.

  • Proven experience in proposal writing and project reporting.

  • Must be good at using statistical data to generate reports.
  • Good report writing skills.

Project Coordinator-Cash & Food Assistance-Dollow

The Role:

The Project Coordinator is responsible for timely delivery of all the Food and Cash Assistance (F&CA) Projects with the highest standards of quality and accountability in South West State of Somalia. Working Under the leadership of the Project Manager and F&CA Unit’s technical guidance, the position holder has overall responsibility to ensure that the F&CA projects meet or exceeds its targets, achieve its financial targets (burn rate) and timely reporting as per the donor(s) and WVI’s requirements. Her/his overall responsibility is to lead and coordinate high quality program implementation, provide overall supervision and leadership to the implementation and management of the projects in all their regions, including regular planning, implementation, monitoring (including burn rate), and reporting with highest quality and accountability mechanisms being maintained at all levels, and work closely with other Technical Specialists responsible for Resilience and Livelihood for proposal development. The position holder will also represent World Vision in meetings for donor(s), Local Authority, State government and other key stakeholders, and contribute to Child Well Being Overall Outcomes in the regions that S/he represents. The Project Coordinator will be accountable for delivering all project results. S/he will maintain communication with the project sub –grantees and oversee coordination of their technical activities within the project framework, work plan and budget.

Key Responsibilities:

Project Coordination;

  • Liaise with district teams (Partners) where Food Assistance is being implemented to ensure smooth flow of activities.
  • Work closely with the other Relief and Development Agencies, Local Authorities and Government stakeholder in the District in ensuring that activities reach the appropriate target population.
  • Foster relations with other World Vision Programs in the district so as promote collaboration and sharing of resources.
  • Plan, direct and co-ordinate activities of multiple food assistance projects.
  • Coordinate and manage project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
  • Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Gather and compile project reports from project officers, and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.
  • Provide to the project team with standard documents/tools to ensure standardized approach to the operations.

Capacity building for Partners and Staffs;

  • Facilitate the identification and implementing of appropriate training needs for Partner staff and to the local communities.
  • Supervise, facilitate, appraise and identify staff and partners’ training needs.
  • Induct partner project staff about the project(s) being implemented and WV policies.
  • Conduct and/or facilitate trainings to Community Implementation Committees, local community members among others about project objectives, sustainability methods etc.
  • Supervise a team of project implementation staff.
  • Ensure competent and motivated staff are hired in time and retained.
  • Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring that there is opportunity for staff feedback.
  • Ensure proper technical capacity of staff through training and performance management to project staff
  • Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
  • Manage staff performance through regular appraisals, performance reviews and clear with objectives.

Budget Management;

  • Support the project manager in ensuring that the project budgets are within approved spending levels.
  • In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to Support the project start-ups; project closing and ensured project deliverables achieved within time, cost and scope.
  • Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations…..(be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
  • Work with Project manager to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project.
  • ensure compliance with external audit.

Reporting Monitoring, Reporting, Documentation & Knowledge Management

  • Assist Project Manager and district teams to plan, implement, monitor and evaluate approved activities.
  • Compile and submit/share monitoring progress reports; including site progress reports, and other statistical/technical reports.
  • Participate in donor missions and visits by staff from the national office, Government and/or WFP.
  • Participate in periodic project reviews and reflection.
  • Initiate and /or participate in stakeholder networks and Government review meetings
  • Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
  • Work with the Project manager to develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Track project deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on progress of the project to all stakeholders
  • Working closely with the TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
  • Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning.

Essential:

Working Environment:

The position is field-based in Baidoa with frequent travel to field operation areas required.
