Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System. It serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels is guided by the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains. Within the Global Polciy Network the Rule of Law Security and Human Rights (ROLSHR) Team is in charge of among other things, Human Rights and more specifically Business and Human Rights programmatic work.

UNDP has been supporting the implementation of the UN Guiding Principles on Business and Human Rights since 2016. The global initiative on Business and Human Rights is anchored in the framework of the The Global Programme for Strengthening the Rule of Law, Human Rights, Justice and Security for Sustainable Peace and Development it is aligned with UNDP Strategic Plan 2022-2025 and with corporate’s efforts to support the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs). UNDP’s Business and Human Rights work is supported by a number of development partners including the Government of Japan.

The Project: Human rights due diligence in global supply chains and a Just Recovery through the implementation of the UN Guiding Principles on Business and Human Rights is the result of a partnership between UNDP and the Government of Japan. The programmatic action has the objective to support the adoption or responsible Business Policies in 18 countries globally policy while providing support to Japanese Companies and their suppliers in the conduct of Human Rights Due Diligence.

Working in close coordination with the Program Manager of UNDP’s Global Program on Rule of Law Security and Human Rights, the Project Adviser, the Project Assistant and the Project Liaison Officer with the Government of Japan the Project Coordinator will be responsible for the overall alignment and coherence of the 18 country operations implemented by UNDP’s Country Offices. The project coordinator will also be responsible for providing periodic report on progress to UNDP’s ROLSHR Team and to the Ministry of Foreign Affairs of Japan.

Duties and Responsibilities

Scope of Work

  1. Provide overall coordination of the 18 country operations part of the project. This will include monthly interaction with the 18 UNDP Country Offices to whom project funds will be disbursed and which will be responsible for the implementation of the action at field level. Through regular dialogues with the National Specialist the Project Coordinator will provide coaching, support, and monitor coherence of field operations with the overall scope of the project.
  2. Report Periodically on progress to UNDP’s HQ and to the Government of Japan . Delivering on this task will require constant liaising with both UNDP’s global program on Rule of Law Security and Human Rights and the Ministry of Foreign Affairs of Japan. The Project coordinator will be responsible for collecting all the information relevant to the implementation at country level and make it available to the Programme Manager of the Global Programme, as well as to the donor. The Project coordinator will deliver on this task in close coordination with the Project Assistant and the Project Liaison Officer.
  3. Lead on the organization of the activities to be implemented in Japan. With support from the Liaison Officer and as advised by the Global Adviser on Business and Human Rights the Project coordinator will organize a project inception workshop and an event marking the closure of the project in Tokyo as well as all trainings for Japanese companies deemed necessary during the course of the implementation of the action.
  4. Ensure project’s operations are aligned and coordinated with those of other relevant UNDP’s projects. The Project Coordinator will liaise regularly with the Regional Focal points of the ROLSHR Team, with the Regional Governance and Peacebuilding Team Leaders and under their guidance will interact with the Resident Representatives of the Country Offices part of the initiative. The Project coordinator will ensure complementarity and avoid overlap with the work carried out by the Regional B+HR Asia Projects funded by the Government of Sweden and EU and other specific B+HR initiatives implemented at regional and country level.
  5. Ensure coordination with the work carried out in the area of Responsible Business by other UN agencies and multilateral actors. The Project coordinator will proactively seek coordination of project activities with those implemented by other UN Agencies such as ILO, OHCHR, UNEP, UNICEF and other multilateral actors such as OECD. He/she will also ensure that such coordination takes place at country level.
  6. Support recruitment of National Specialists and provide quality control of their work. The Project coordinator will support UNDP’s Country Offices in the recruitment of the personnel in charge of the implementation of the action act country level and will provide quality control of the adherence of the activities carried out by the country office to UNDP’s standard operating procedures ( POPP) and to the terms of the cost sharing agreement with the Government of Japan.

Institutional Arrangement

The Project Coordinator will report to the Business and Human Rights global lead within the ROLSHR Team and to the Programme Manager of the Global Programme on ROLSHR. They will liaise regularly and seek advice from the Regional focal points for Rule of Law and Human Rights based in the 5 UNDP regional hubs.

Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Desired additional skills and competencies

Previous experience in managing Japanese Supplementary Budget (JSB) projects, specific expertise on Business and Human rights and previous experience working with UNDP will be an advantage.

Required Language(s) (at working level)

English Proficiency in oral and written form is a requirement. Knowledge of Japanese would be an advantage.
