Project Title

Kedu Lab for COVID-19, UNDP Philippines

Project Description

The coronavirus disease (COVID-19) was officially declared as a global pandemic by the World Health Organization (WHO) on 11 March 2020 as it affected more than 110 countries and territories. Its rapid spread is causing negative impacts on health systems and economies around the world. As of 5 July 2020, there have been more than 31,000 active cases of COVID-19 individuals in the Philippines.

COVID-19 has already shown its socio-economic impacts as the weeks under ECQ progressed, with the lockdown restricting movement, productivity, and trade. The vulnerable and marginalized sectors have suffered the most, as without a daily income for subsistence, must now rely on the social amelioration package prepared by government. While the government has taken a hard-lined stance to instill law and order, its policy decisions and response strategies will need to be supported with evidence. There is already a need to prepare for the recovery phase, which must balance the need to restart economic activity with the need to contain the rate of infection. The issue, however, is the fact that critical sources of data are still fragmented across technical solutions, databases, public and private organizations. There is no central platform that is able to capture the critical sources of data to give a holistic picture of the situation - taking into account not just health but also socioeconomic considerations - for the IATF and local governments.

With this, UNDP Philippines aims to establish a knowledge centre and platform for the COVID-19 response, through convening of a COVID-19 Pintig Lab, that will provide real time data driven policy recommendations to national and local governments. Specifically, the Pintig Lab will provide a data warehouse that will combine data sources from multiple systems, process available data, and conduct advanced qualitative and quantitative analysis to provide real time information and a comprehensive set of policy recommendations to decision-makers.

With the Pintig Lab having already established itself at the national level, there is now a need to lay the foundations for a satellite data lab of Pintig in BARMM, named the ‘COVID-19 Kedu Lab.’ In this regard, UNDP is looking for a Project Coordinator who will be based in BARMM for COVID-19 Kedu Lab who shall lead the PMO in the coordination of data-related initiatives to support the BARMM COVID-19 response and recovery strategy with the point-persons in BARMM, including government officials, UNDP staff, and other partners or stakeholders.

The Project Coordinator will ensure not only effective day-to-day operations in BARMM but also strategic leadership and innovation, s/he will also lead the project’s efforts to boost the quality, usefulness and project impact of the COVID-19 Kedu Lab and build the Regional Government agencies/units, LGUs and CSOs competencies to support e-Governance in BARMM.

S/he is expected to analyze and interpret the UNDP’s financial rules and regulations and other corporate policies and processes on project and procurement management to accelerate the delivery of outputs. S/he is expected to promote a collaborative and client-focused approach to delivering quality services and results, particularly in guiding and training BARMM point-persons in using UNDP and Partner tools, dashboards, or platforms (i.e., FASSSTER platform, KontraCOVID, etc.). S/he is expected to support the oversight, coordination, or management of systems and research implemented by the Kedu Lab in BARMM.

Timetable of Deliverables

The Consultant is expected to submit a one-time workplan and a monthly summary of activities, and accomplishment report on the technical inputs, advice and guidance and programmatic support provided. Outputs will be reviewed by the Senior Policy Advisor of the Impact and Advisory Team, Pintig Lab Project Manager, and Head of Experimentation of Accelerator Lab PH.

Each payment shall be made on monthly basis after the receipt of approved accomplishment report and daily time sheet.

Governance and Accountability

E.1. Under the direct supervision of the Pintig Lab Project Manager, and working closely with the Impact Advisory Team, the Project Coordinator is expected to coordinate with government partners, mainly the BARMM Chief Ministers Office, Ministry of the Interior and Local Government, CSOs, and other relevant offices in BARMM. He/she is also expected to coordinate with the UNDP Peacebuilding Team and Institutions and Partnerships team.

E.2. Though the Consultant’s outputs and deliverables shall be reviewed, quality assured, and accepted in consultation with the consortium or its key members, this contract is executed and managed under the operations policies and procedures of UNDP. The Pintig Lab Project Manager shall formally accept outputs and cause the processing of payments.

Expected Duration of the Contract

The consultant will be hired for an estimated 88 person-days over 4 months. Payments will be based on actual services rendered corresponding to daily fees.

Scope of Price Proposal and Schedule of Payment

1. The Consultant should send the financial proposal based on “all inclusive daily fee” (all-inclusive of communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.

2. Payment to the Individual Contractor will be made based on the actual number of days worked through submission of Time Sheet, deliverables accepted and upon certification of satisfactory completion by the Pintig Lab Project Manager.

3. Payment will be linked with the deliverables identified under Timetable of Deliverables above.

4. Twenty two (22) working days will be considered as one month.

5. Please note that Medical/Health insurance (to be purchased by the individual at his/her own expense) is mandatory for the issuance of contracts. Upon award of the contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

6. In case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

Duty Station

G.1. The Consultant shall report to the UNDP Cotabato Office at least three (3) times per week.

G.2. In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the individual consultant shall be done within the guidelines and protocols set by the local and national government.

G.3. Coordination/meetings shall be done in person, typically at the UNDP Cotabato Office or BARMM Regional Government compound in Cotabato City, providing quarantine measures allow.

Duties and Responsibilities

Ensure strategic management of the project and provide day-to-day financial and administrative management for the delivery of the project’s activities in BARMM focusing on achievement of the following results:

  • Coordinate and facilitate exploratory, consultation and technical meetings with the Lab’s partners and data scientists in BARMM;
  • Coordinate, facilitate, oversee, or manage research-related activities with the Lab’s partners, data scientists, and consultants in BARMM;
  • Contribute in the preparation and updating of the project’s annual work plan, procurement plan and M&E plan;
  • Manage project funds, maintain financial integrity, and ensure effective use of project resources;
  • Provide support in drafting terms of reference and support recruitment and management of a team of national and international consultants and subject matter experts;
  • Provide quality and timely financial reports, as per UNDP financial rules and regulations and National government requirements;
  • Operational coordination through support to existing coordination mechanisms, propose modifications of the plan to respond to changes in the project context.
  • Provide support in the preparation of detailed annual and financial plans based on the project results framework and theory of change;
  • Management and reporting on financial disbursement based on approved work plan and payment schedule;
  • Programme advocacy and visibility and coordination with relevant stakeholders in BARMM;
  • Ensuring the effective, efficient and timely implementation of activities in BARMM; and
  • Support services to the project for procurement, subcontracting, and outsourcing of services.

C.2. Develop and maintain effective working relationships and coordination with key counterparts to ensure the strategic positioning of UNDP in BARMM, focusing on achievement of the following results:

  • Build and maintain an effective relationship with key partners and stakeholders in BARMM, and keep NGAs and the UNDP CO point-persons informed as appropriate;
  • Provide support in developing and finalizing Memorandum of Agreements, Responsible Party Agreements, or other relevant legal instruments with relevant entities, such as thinks tanks and academic institutions;
  • Promote coordination, dialogue, and good practice knowledge-sharing among stakeholders in BARMM; and,
  • Ensure effective collaboration with the UN and other development partners.

C.3. Efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E) focusing on achievement of the following results:

  • Ensure the implementation of research plans and data strategies and agreements, particularly in ensuring timeliness and quality of inputs to data platforms and dashboards (i.e., FASSTER platform and KontraCOVID) and maintaining them, doing research management (including preparation of budgets, research work plans, research coordination, and report writing), and providing support in training staff and partners on research and data analysis skills (including enumeration, sampling, research methods, use of online data gathering applications and dashboards, etc);
  • Ensure the implementation of the communications and advocacy plan for the project;
  • Establish suitable monitoring mechanisms and undertake regular monitoring and reporting on project progress, risks and constraints; updates the implementation plan as required;
  • Promote accountability through effective programme results reporting (monthly, quarter, and annual progress and financial reports), to the UNDP, Regional government counterparts and the Project Board; and
  • Monitoring, reporting and evaluation of outputs and accomplishments towards the achievement of project intended outputs.

C.4. Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to project implementation related issues. Identification and synthesis of best practices and lessons learned directly linked to project goals;
  • Identification of opportunities of ensuring the sustainability of the Lab’s initiatives and regularly communicate these to the Lab and the IAT;
  • Provision of advice or insights in contextualizing results from research, monitoring and evaluation, or data-related initiatives of the Lab; and
  • Maintain effective network with development partners and Government at regional level.
