Job Description

The IRC Is a founding member of the Asia Displacement Solutions Platform (ADSP), together with the Norwegian Refugee Council (NRC) and the Danish Refugee Council (DRC), and works together to influence the programming and policy of key actors to both reduce displacement and contribute to the development of solutions for displaced people across Southeast Asia. Together with partners ADSP and the Asia Pacific Refugee Rights Network (APRRN), the IRC leads a regional advocacy program funded by ECHO titled “Advancing regional solutions to refugee displacement in Asia” implemented in Malaysia, Thailand, and India. This 12-month program with the possibility of extension will focus on displaced populations from Myanmar located across south and southeast Asia. The project aims to develop a network of refugee-focused civil society organizations, strengthen their skills to deliver effective national-level advocacy, to undertake research in the target countries, and to develop and implement evidence-based influencing strategies at both regional and global levels.

Scope of work

The Project Coordinator (Advocacy Lead) will be responsible for all implementation and management aspects of this program, including the effective coordination and implementation of all project activities in close coordination with the ADSP Manager and IRC Regional team. This position will oversee all aspects of program delivery, including direct support, management of the partner relationship with APRRN and APRRN-led activities in India, and support to IRC Thailand. In Malaysia, the Project Coordinator will be responsible for building strong partnerships with refugee-focused and refugee-led CSOs and carrying out capacity strengthening and advocacy activities. In addition to overall project management, the Project Coordinator will foster strong relationships with CSOs in Malaysia and across Southeast Asia.

Specific responsibilities

Project Management and Coordination

• Lead the overall implementation of the “Advancing Regional Solutions to refugee displacement in Asia” project by establishing inclusive coordination mechanisms under the ADSP governance structure, a shared vision and program approach amongst all partners, and clear procedures for information sharing and learning across all partners and stakeholders.

• Provide strong grant and financial management of all project activities and ensure the best use of resources by preparing sound budgets, monitoring project activities and expenses, assuring all narrative and financial reporting is complete and timely, ensuring compliance with donor requirements and delivering on-time and high-quality program outputs.

• Work closely with the IRC regional awards management unit, regional finance analyst, and MEAL Advisor to ensure the design, implementation, monitoring and evaluation of all activities are in accordance with IRC and ECHO standards and in line with ADSP priorities and workstreams.

• Ensure strong collaborative relationships with partners and collaborators – based on principles of mutual trust and respect, mutual accountability, inclusion and transparency – with ADSP and ADSP organizations, project partners, and key stakeholders throughout the life of the project.

• Supervise the Project Manager, who is responsible for narrative reporting and project updates, project-level MEAL, tracking project finances, and developing project newsletters, info sheets, briefing papers or other knowledge-sharing materials, among other responsibilities.

Project Delivery

• Lead implementation of all project activities in Malaysia – including identification and collaboration with local CSO collaborators active in refugee-focused policy and advocacy.

• Oversee, advise and coordinate project partners across India, Thailand and Malaysia, to ensure effective implementation of project activities, and to ensure approaches are aligned across the three countries, that learning and experience is shared across sites, and to foster synergies across partners and implementation sites.

• Advise, guide, and pro-actively support research efforts in India and Thailand to ensure strong linkages between research and advocacy priorities, and to assure that research contributes to identified advocacy priorities.

• Assure strong coordination, information sharing, and regular lesson-learning across partners and project sites covered under the program.

• In close coordination with the Regional Emergency Director and IRC Thailand, assure proactive monitoring of refugee movements from Myanmar and rapid activation of the crisis modifier as needed.

Advocacy and Influencing

• Guide and support the process of advocacy planning in each country and assure there is aligned and mutually-reinforcing approaches to advocacy and influence at local, national and regional level, including well defined advocacy priorities, targets, opportunities and the resources/evidence needed in order to powerfully influence the identified targets

• Serve as a Policy and Advocacy technical resource for project partners and collaborators by providing technical support, knowledge sharing, and strategic guidance to project partners and CSO collaborators.

• Ensure an effective and aligned approach to advocacy capacity building across partners and countries covered by this program.

• Lead evidence-based advocacy activities at the regional level which are grounded in the experience and knowledge of project partners from across the three countries, and which magnifies and brings forward the voices of refugees and the organizations supporting them in order to advance refugee protections and interim solutions for displaced populations.

• Prepare an ambitious communications plan and ensure regular output of newsletters, info sheets, briefing papers, or other knowledge-sharing tools to give added voice to refugees across the region, influence key stakeholders, and raise the profile of the project in Southeast Asia and at global level.

Professional qualifications and requirements

• Graduate or post-graduate degree or similar work experience in humanitarian assistance, gender, civil society development, community development, or other related field;

• Minimum of five years’ experience in leading humanitarian and/or development assistance programs;

• Demonstrated expertise in refugee-focused policy and advocacy, developing and executing successful influencing strategies, and strong knowledge of key policy actors in the Southeast Asia context;

• Demonstrated ability to foster strong collaborative partner relationships, with an ability to foster a common project vision among a wide array of diverse partner organisations;

• Demonstrated ability to ensure appropriate monitoring and evaluation of diverse activities within a single project across multiple project sites, including remote monitoring;

• In-depth experience, knowledge and lived experience of the Southeast Asia Context, in particular the dynamics of conflict and peace throughout the region and lived refugee experience or experience of displacement;

• Strong strategic planning, monitoring, management, supervision, and budgeting expertise;

• Strong English communication skills, both interpersonal and written; knowledge of southeast Asian language is a plus;

• Demonstrated understanding of ECHO donor priorities and regulations;

• Strong MS Office skills, including Word and Excel;

• Willingness to travel within the region on a regular basis.
