Duties and Responsibilities

THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) is the United Nations (UN) designated organization in charge of ensuring continuous leadership on environmental issues relating to international civil aviation, including the reduction of Greenhouse Gas (GHG) emissions. In this regard, ICAO provides capacity-building assistance to its Member States to help them deploy cleaner fuels for aviation, develop States Action Plans and implement measures to mitigate CO2 emissions from international aviation. Coherent with its No Country Left Behind initiative, ICAO launched in 2013 the first ICAO Assistance Project with European Union (EU) Funding, successfully supporting 14 States in Africa and the Caribbean during its first phase and five States from the Eastern and Southern African Region, and five from the Western and Central African Region on its second phase. Seven feasibility studies were conducted in certain selected States. Information on this project and its final results, can be found here. Building on this successful partnership with the EU, ICAO initiated in 2023 a new Assistance Project with EU funding: Capacity building for sustainable aviation fuels (SAF) eligible under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The project supports the ICAO ACT-SAF global initiative launched in 2022, aiming to provide opportunities for States to develop their full potential in SAF development and deployment. This new Assistance Project has a strong geographic focus on India and the African continent where the action shall be carried out. The provision of capacity-building will be made in the form of feasibility studies on the development of SAF for Ten States expecting to empower the governments of these States to take steps towards the production of SAF in their territory to contribute to the mitigation of CO2 emissions from international civil aviation and achieve the objectives of the ICAO Global Framework for SAF, LCAF and other aviation cleaner energies agreed in 2023. These studies may vary on size complexity and scope depending on specific circumstances of the State in the moment of launching the project and on the analysis of whether previous work was undertaken, so the definition of the Study will avoid any duplications a be adapted to such context. Working under the overall guidance of the ICAO Deputy Director Environment and in close coordination with the ICAO Environment Officers and the Project Team of the ICAO Assistance Project, the Project Coordinator will supervise the project and provide technical inputs and advice to the project. The Air Transport Bureau (ATB)/ Office of Environment (ENV) will be responsible for overseeing this activity and ensuring that the programme and implementation activities meet the various UN regulations and the fiduciary standards of the EU. MAJOR DUTIES AND RESPONSIBILITIES The Project Coordinator will report to the ICAO Project Team, and is expected to submit weekly reports in English outlining the work undertaken and updating the progress of the feasibility studies. In accordance with the guidelines under the ICAO Assistance Project with EU Funding, the Project Coordinator will work in close coordination with the Consultants, the Focal Points of the State and the national authorities, to carry out the following activities related to the supervision of the project: • Liaises with the project Consultants and the State’s focal point to supervise the achievement of the feasibility and business implementation studies’ key objectives, scope and priorities; • Ensures that the scope and size of the studies are adjusted depending on the specific circumstances of the State in the moment of launching the project and on the analysis of whether previous work was undertaken, avoiding any duplications and ensuring complementarity to previous work. • Promotes the engagement in the project of local authorities and relevant stakeholders and facilitates interaction and communication with the consultants and the ICAO Project team; • Supports the recruitment of the consultants; • Participates in the kick-off meetings in each State and in introductory sessions on SAF (delivered together with the consultants) for the States Focal Points and national Stakeholders to ensure the engagement and expertise within the States; • Follows up activities with regular virtual meetings with the Consultant and each State to take stock on the progress of the feasibility studies; • Supervises the feasibility studies, monitors consultants’ tasks and assigns new ones if needed according to the project’s objectives and ensures deadlines are met by them; • Provides technical guidance/orientation to the Consultants. • Regularly reports on progress towards the specific objectives and overall advancement of the project, assists and supports the ICAO project team and provides technical and strategic and advice for its implementation; • Monitors and reports budgeting and supports financial administration and quality assurance according with ICAO rules and procedures; • Manages project documentation and monitors and reports project progress, including the review of Consultant’s reports; • Develops communication/outreach material showcasing the project outcomes (video, brochure, etc.) • Manages project risks and changes in accordance with the scope of the project; • Manages project logistics and meeting in the field; • Presents findings during workshops held in the State; • Performs other related duties that may be assigned.

Qualifications/special skills

Education Advanced university degree (Master degree or equivalent) in aviation, law, finance, economics, statistics, environment or related discipline, is required. A first level university degree in the above-mentioned disciplines in combination with additional years of experience may be accepted in lieu of the advanced university degree. Professional experience Essential • A minimum of 7 years of experience in monitoring and evaluation of results for a diverse range of project activities, including climate change projects and programmes, with proficiency in statistical analysis, is required; • At least three of these years should be working on projects in developing States, is required; • Proven experience in logical framework approach to monitoring including the appropriate use of quantitative, qualitative and participatory monitoring approaches, is requried; • Ability to draw on the information collected from diverse sources and deliver relevant knowledge sharing solutions appropriate for meeting the Project goals, is required.

Languages

Essential: Fluent reading, writing and speaking abilities in English. Desirable: A working knowledge of any other language of ICAO Member States.

Additional Information

Please note that the monthly rate for Band C varies from CAD $7,562 and CAD $10,910.
