Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.

More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative in Somalia, the guidance of FAOSO Head of Programme, and the direct supervision of the Technical Adviser of Somalia Water and Land Information Management (SWALIM), the Project Coordinator will oversee the implementation of the SWALIM component of FAO’s CadRe project (ILWRM-II) in close collaboration with other relevant FAOSOM staff.

Technical Focus

Project Coordinator should provide technical support and advice on institutional capacity building processes.

Tasks and Responsibilities

• Lead the overall coordination, management, execution and supervision of the ILWRM-II project in Somaliland and Puntland; • In coordination with SWALIM team in Mogadishu, provide technical guidance and supervise the implementation of the ILWRM-II activities detailed under CadRe Project; • Manage outreach activities related to ILWRM project or in support of SWALIM activities, and supports design and implementation of ILWRM-II related training workshops and seminars; • Ensure that ILWRM-II Project is implemented in accordance with FAO’s technical and environmental standards; • Act as the focal point for FAO-SWALIM at a project level and support close coordination and synergies between FAO-SWALIM, line ministries and the IMC on ILWRM-II; • Ensure delivery of all the ILWRM-II outputs according to the CadRe project document, timely preparation and submission of detailed work plans including inception report, progress reports, operations and finance reports, with the technical support of the SWALIM Technical Adviser; • Organize and participate in the meetings of Inter-Ministerial Coordination Committees and provide substantive support to other consultative meetings and conferences, including the proposal of agenda topics, identification of participants, preparation of relevant documents and presentations and minutes; • Establish and maintain strong relationships with local counterparts to ensure effective coordination of project activities with relevant ministries and agencies, and locally represent FAO-SWALIM during UN programme meetings and workshops; • Supervise the performance of IMC staff in Hargeisa and Garowe, providing clear direction, and regular monitoring and feedback on performance; • Ensure the effective functioning of the Information Management Centres (IMCs) at Puntland and Somaliland and support the interface with the government institutions, development partners, etc. also abridge IMCs with the other units of FAOSOM towards functional partnership; • Oversee preparation of impact evaluation reports, presentations/documents for conferences and meetings to highlight ILWRM project achievements; • Supervise and support consultants working on regulatory framework, capacity development, and legal/technical documents under the ILWRM; • Guide and support the sustainability drive of the two IMCs in Puntland and Somaliland including but not limited to the development, piloting the implementation and periodic review of the sustainability plans; • Build the capacity of IMCs and relevant government authorities while engaging south-south and triangular cooperation, internalizing multiple sustainability tools including business modelling; • Support the capacity development of government institutions (IMCs and relevant government authorities) through experiential learning approaches for the collection, analysis, and dissemination of land, water resources by SWALIM; • Support SWALIM in the formulation of knowledge products such as SOPs, manuals, etc. related to integrated watershed management, ecosystem based adaptation to climate change, greening the work of partners, etc; • In coordination with SRMU of FAOSO, support SWALIM in resource mobilization for enhancing the financial resource based of IMCs in both Puntland and Somaliland; • Perform other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Hydrology and/or Land resources, Natural Resources, Environment or related disciplines. Master’s or PhD will be an added advantage. • Five years of relevant experience in management and implementation of water, land, environment or natural resources related projects, preferably in hardship missions. Experience working in Somalia is an asset. • Working knowledge (level C) of English and limited knowledge (level B) of another FAO language: Arabic, Chinese, French, Russian, Spanish. For PSA, working knowledge of English is required.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is essential. Knowledge and experience in the Somali context is an asset. • Extent and relevance of experience in technical cooperation's related activities, policy advice and analysis relating to agriculture and rural development, monitoring and evaluation of policies and programmes and/or providing technical support and advice on institutional capacity building processes. • Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies. • Strong knowledge of watershed management and related water and land resources management activities. • Strong Knowledge and understanding of network systems, GIS/remote sensing, data processing, and report writing skills considered an advantage. • Strong skills in information management, capacity development and knowledge management. • Program/Project Management certification (desirable).
