Organizational Setting

For more than four decades, the Food and Agriculture Organization of the United Nations has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Project Coordinator directly reports to the Assistant FAO Representative for Programme.

Technical Focus

The work under the project falls within FAO’s global mandate to defeat hunger and achieve food and nutrition security. Through the project interventions, a more cohesive approach on food availability and nutrition, increased crop productivity, and improvement on the availability of community services will promote social cohesion and peace and stability in the target communities. While the primary FAO strategic objective that the project directly contributes to is Better Life, the project interventions also promote the remaining strategic objectives, Better Production, Better Nutrition, and a Better Environment.

The Project aims to sustain the increase in productivity of rice and corn farming communities in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to avoid local food insecurity and rural unemployment due to the rippled effect of the ongoing Russia - Ukraine war. The Project’s expected outcome is “increased productivity and income of small-holder rice and corn farmers through the provision of inorganic fertilizers and training on soil testing and efficient use of fertilizers”. Moreover, it will contribute to BARMM’s ongoing programs and plans, such as the updated Bangsamoro Development Plan and BARMM Food Security and Nutrition Roadmap, and will complement the ongoing initiatives peace and development initiatives of the Government of Japan in BARMM.

Tasks and responsibilities

The Project Coordinator shall perform the following tasks:

• In coordination with the Regional Technical Working Group (RTWG), facilitate the overall implementation of the project activities, including budget monitoring; • In consultation with the RTWG, formulate detailed selection criteria of priority project areas and farmer beneficiaries; • Coordinate the establishment and maintenance of functional and institutional linkages to obtain support during and after project implementation including monitoring project outputs and outcomes; • In coordination with the RTWG, establish a time-phased work plan in accordance with the project objectives, components, and deliverables within the framework of the project duration; • Lead the consultations with government partners (Ministry of Agriculture, Fisheries and Agrarian Reform – Bangsamoro Autonomous Region in Muslim Mindanao, LGUs, etc.) and target farmer’s cooperatives/associations on appropriate fertilizer inputs and cost recovery scheme; • Establish an input distribution plan covering the whole duration of the project; • In coordination with the project technical specialists and relevant government counterparts, prepare the technical specifications of agricultural inputs and capacity-building concept notes/training modules; • In coordination with technical specialists and project staff, facilitate the conduct and documentation of training of trainers and workshops; • In coordination with Service Providers monitor the distribution and utilization inputs distributed to ensure their proper use; • Prepare Letter of Agreement (LoA) for the engagement of Service Providers (SPs), including their Terms of Reference, based on the services required by the project; • Coordinate and monitor of the implementation of the LoAs with SPs to be engaged by FAO; • Prepare and submit progress reports capturing activities undertaken (e.g., actual purchases made, inputs distributed, number of hectares planted with inputs provided, immediate results/outcomes, problems encountered and actions undertaken, if any, etc.); • Support communication and visibility through tailored communication products and different means including, among others, web, photo/video, social media, press releases; • Participate in technical and sectoral meetings and working groups involving non-government organizations (NGOs) and all inter-governmental institutions, in particular, in the agriculture and livelihoods working groups/clusters; • Lead the project team in conceptualization of project ideas for possible follow-up/upscaling project; • Prepare and submit an end-of-assignment report and project terminal report according to FAO's guidelines; and • Perform other tasks that may be assigned by the FAO Representative.

Minimum Requirements

• The candidate must have an advanced university degree in agriculture (agronomy or horticulture), Agricultural Extension, Development Management, or a closely related field; • The candidate should have at least five (5) years of proven knowledge and experience in project/programme coordination and management, or any other relevant fields; and • A national of Philippines. • Working knowledge (level C) of English and Filipino
