The Rule of Law programme on ‘Promoting Inclusive Access to Justice in Yemen (PIAJ)’ is designed to strengthen resilience of institutions and communities, and to maintain a foundation for recovery and reconstruction, the project focuses on the following areas: 1. Community safety and security initiatives: Diverse community protection needs, including those of women and youth addressed; 2. More accessible justice: Services for vulnerable populations, such as the poor, IDPs, women, juveniles and other marginalized population groups such as Muhamasheen are provided; 3. Gender justice capacity: Gender-inclusive rule of law institutions with stronger women’s participation and leadership in the delivery of security and inclusive justice services to women and girls is enhanced; and 4. Detainee protection: Improvements in basic conditions of detention, access to education and training, and reintegration of detainees into the community after release to protect from stigma and ostracism improved.

The project is framed by a structured ongoing consultative process and bottom-up approach for building-in local ownership, developing local priorities and proposed solutions. The project also supports a strategic approach to Rule of Law coordination and sharing of good practices, through the annual ROL workshop and Steering Group.Due to the challenging environment to enhance security and justice at the local level during the ongoing conflict, the project will use a bottom-up approach that relies on targeted assessments with local communities as well as police, correction, and justice personnel to identify the most pressing safety, security, protection, and justice needs, in selected urban locations where United Nations Development Programme (UNDP) or its implementing partners can have access and interventions are deemed feasible.

a. Support Project Management, Implementation, and Coordination - Support the development of the Rule of Law work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools, and methodologies to be used to ensure effective and efficient project implementation and operations - Ensure the achievement of the Rule of Law outputs in line with the approved Annual Work Plan through the day-to-day planning, management, and implementation of activities; - Ensure full coordination, liaison, and communication between the contracted Responsible Parties for the Rule of Law design and complementary execution of projects at the local level b. Financial Management and Reporting - Ensure accountability for and efficient use of relevant project funds; - Manage and monitor requests for financial resources and ensure accuracy and reliability of relevant financial reports; - Approve requisitions requests in ATLAS, and ensure continuous delivery updates to the Senior Project Management Specialist on financial delivery performance; - Liaise with the Responsible Parties and other UNDP project staff on the financial management of the project activities, including monitoring project financial expenditures and transactions; - Ensure the integrity of the financial system and support the Senior Project Management Specialist in overseeing the administrative, financial, and budgetary aspects of the Economic Resilience project activities; - Support the smooth audit of national partner institutions. c. Building Strategic Partnerships and Resources Mobilization Contribute to a constructive dialogue with partners in Yemen and other stakeholders, especially to maximize consistency and synergy between the various project’s components, as informed by the priorities of the project document; - Maintain dialogue with sub-national government officials, civil society, partners, and communities to provide knowledge and understanding while ensuring a clear understanding of the project objectives; - Support the creation of tools and communications materials to promote project objectives, establish contact as a focal person for the project in support of the PM and UNDP CO. d. Results-based management, monitoring and evaluation, and reporting - Provide support to the project team and the Responsible Parties on the achievement of Rule of Law results of the project as per the AWP; - Support and significantly contribute to the coordination and production of concept notes, project proposals, work plans, regular donor progress, and impact reports for the project; - Participate in relevant internal and external (coordination) meetings representing the project when requested by the PM; - Manage and monitor identified project risks and issues and update the status of these risks and issues in ATLAS according to UNDP’s Enterprise Risk Management (ERM) policy; - Plan and prioritize work activities to meet organizational goals, and organize and oversee work processes efficiently to achieve quality results; - Ensure proper monitoring and evaluation procedures are instituted in all relevant project activities and proper monitoring of project progress against annual and quarterly work plans and budgets; - Undertake any other duties as may be required by the PM. e. Knowledge building and management - Capture and disseminate lessons learned and best practices to contribute to learning on the project; - Participate in international knowledge networks - lessons learned in other similar contexts to apply to Yemen.

Any other related tasks as may be required or assigned by the supervisor.

  • Proven understanding of Rule of Law and Justice in Yemen;
  • Proven experience in partnership building and networking;
  • Strong analytical ability and written and oral communication skills is a requirement;
  • Computer skills and knowledge of various software including Word, PowerPoint, and Excel;
  • Communication: Ability to listen, adapt, persuade and transform performance and demonstrable results
  • Project Management: Ability to plan, organize, and control resources, procedures, and protocols to achieve specific goals
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Management or Project Management or Development related activities

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
