Background
Project Title: Women Organizations and Networks Delivering Assistance for COVID-19 Response (WONDER) Philippines
Project Description
Having one of the highest number of people who have contracted COVID-19 in Asia, the Philippines continues to face the adverse economic and health system effects of the pandemic. On the economic side, many businesses struggle to resume their full operations, including community-based microenterprises in the garments manufacturing sector. As an adaptive measure, many of these micro-enterprises had to shift to manufacturing of other products, particularly of reusable face masks for which there was an increase in demand. While some of these microenterprises have the capacity to produce community face coverings (CFCs), they do so without following government-approved standards and have limited access to suppliers of needed raw materials that are also up to government standards. As such, they are not able to participate in the economic opportunity provided by government's order to procure and distribute 30 million CFCs, particularly to vulnerable populations.
With respect to the health system, government has required the use of face masks and face shields to prevent the community transmission of COVID-19. However, these are not accessible or readily available to all segments of the population. This is implied by government’s recent order for certain government agencies to procure 30 million CFCs to be distributed freely to those who could not afford it. To date, gaps remain in the production of these PPEs and even in the provision of other essential health supplies especially to the most vulnerable sectors, including those who are in correctional facilities for women, orphanages, and homes for the elderly.
In response to these challenges, the project aims to achieve the following objectives:
To support the livelihood of community-based manufacturers of CFCs by providing them with
- Skills training (community mask production following UNDP quality standards, digital skills or e-commerce, and others)
- Production and marketing support (raw materials needed for production and market linkages, including through the Empower PH platform)
- Guaranteed demand for quality CFCs produced
To catalyze critical linkages, through UNDP's EMPOWER PH local manufacturing matching digital platform and public and private networks, that will support the sustainability of the women groups’ new source of income
- To provide CFCs and other essential health supplies to identified vulnerable populations.
The engagement of a Project Coordinator is needed to provide management and oversight support to the implementation of the initiative of UNDP in empowering women groups in the garments sector and providing essential supplies of vulnerable populations.
Institutional Arrangements
- The consultant will work under the overall guidance and supervision of the Programme Team Leader of the Institutions and Partnerships Programme Team. S/he will closely coordinate with the Programme Analyst of Institution and Partnerships.
- UNDP Philippines shall be entitled to intellectual property and other proprietary rights over all materials that have direct relation to the project.
?Duration of Work
The Consultant will be engaged from October 2020 to December 2020 unless revised in a mutually agreed upon timetable by UNDP and the Contractor. All changes and revisions will be executed through issuance of contract amendment.
Duty Station
The duty station is Manila. Considering the COVID-19 pandemic, all work of the IC shall be done within the guidelines and protocols set by the local government. Coordination and meetings shall be done through phone or online communication until such time that the local government allows face-to-face meetings and/or trainings.
Scope of Price Proposal and Schedule of Payments
The financial proposals from possible candidates should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e., such as communications and other miscellaneous expenses) to be incurred by the IC in completing the assignment. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.

Duties and Responsibilities
Under the overall guidance and supervision of the Programme Analyst of Institutions and Partnerships Unit, the Project Coordinator shall deliver the following scope of work:
- Ensure strategic management and timely implementation of the project by developing an effective work plan.
- Secure suitable project consultants by developing their terms of reference (TOR) and ensuring a fast and efficient recruitment process.
- Lead all internal coordination, working closely with Progamme Analyst, and external coordination related to the project.
- Coordinate the finalization of women group partners and beneficiary institutions.
- Provide support in the delivery of project outputs in close coordination with project consultants (for raw materials sourcing and distribution, technical training on mask production, digital skills training, procurement of other essential items, distribution of PPEs, and project communications) and in close consultation with the project team.
- Ensure that UNDP partnerships with women groups and other institutions are properly supported by official documents such as UNDP’s memorandum of agreement (MOA) or memorandum of understanding (MOU).
- Coordinate day-to-day project activities to ensure timely delivery of face masks and other essential needs to selected institutions.
- Monitor and document project updates in weekly reports to be shared with the UNDP team.
- Develop and submit documentation of project lessons learned and best practices for project advocacy and visibility to catalyze the sustainability of women group’s new business activities.
- Together with the Communications consultant, develop a communications strategy that will ensure regular features of human stories in different media platforms and documentation of the whole project.
