Result of Service

• Six monthly progress reports on tasks carried out in line with the work assignment objectives outlined above, delivered by the end of each work month. The reports should include details of any outreach, coordination efforts, research materials collated or produced, and written communication products.

• Support the drafting of up to four (4) national workshop reports and two (2) regional/global workshops, in selected project countries, with close coordination and support from respective national consultant(s).

Duties and Responsibilities

The Division for Public Institutions and Digital Government (DPIDG), a division of the United Nations Department of Economic and Social Affairs (UN DESA), provides secretariat support to the United Nations Programme in Public Administration established through a UN General Assembly resolution of 1953 and ECOSOC resolution of 24 May 1967. The mission of the Division is to assist the Member States of the United Nations to advance effective, accountable and inclusive governance and public institutions for sustainable development, including through innovation, digital government and digital transformation. The Individual Contractor (I/C) will perform the following duties:

• Project management and coordination for all target countries (up to 6 countries in Africa and 6 countries in Asia Pacific); event and meeting support including logistical and administrative aspects, note-taking as required

• Coordinate and support national consultants in the Asia Pacific in conducting conduct baseline studies of national data governance in the Asia and the Pacific (up to 3 countries) based on the UN DESA’s framework approach to data governance as well as a repository of relevant legislative information and cases studies on data governance and related matters (with reference to UN DESA’s Member State Questionnaires and Responses ). Relevant research activities and outputs are expected to be delivered by respective national consultant(s).

• Support in the organization of national workshops in selected project countries- including all substantive, logistical and administrative aspects; and up to two (2) multi-country regional/global workshops.

• Provide other support as required on matters related to the project implementation, including on desktop research on data governance and data management, and communication with project stakeholders, including both government officials and non-government experts, as well as with national UNDP offices, other UN agencies and international organization as required.

Qualifications/special skills

University degree in public administration, development studies, political science, business administration or related field (an advanced level degree is desirable). • A minimum of ten years’ experience, including coordination, analytical and research-based work in public administration, data governance, ICTs for development or related areas. • Experience in organizational and administrative matters of organization of national, regional and global workshops, including liaison with internal and external stakeholders, and support to senior officials. • Excellent use of Excel, PowerPoint, Word, Office programmes, data visualization tools and proficiency with Internet research tools.

Languages

Fluency in English is required. Knowledge of another official UN language is desirable.
