Overview

Background

UNDP launched in March 2019 a Sustainable Finance Hub as a finance and innovation platform that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs and lead the implementation of the new private sector strategy and other initiatives. The Hub is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as part of the Global Policy Network (GPN).

The Finance Hub includes the global private sector team located at the Istanbul International Center for Private Sector in Development (IICPSD), established in 2011 as a partnership between UNDP and the Turkish Government. In this new set-up, the Sustainable Finance Hub brings together UNDP’s work on public finance to the SDGs and on the private sector, as a way to better link all sources of finance for the SDGs. The IICPSD will lead the implementation of the new private sector strategy. Therefore, the IICPSD will be tasked with the implementation and coordination of the private sector engagement and development strategy and its services lines working with other teams located in regional and central bureaux.

The Centre efforts is a leading center of excellence on engaging the private sector in development globally and will align and create synergies with the work of UNDP’s Country Offices, Regional Hubs and Finance Sector Unit , by focusing on the following objectives: (i) Support the development of inclusive markets and inclusive business models that engage poor people into value chains as producers, employees, consumers and entrepreneurs, with the end goal of poverty alleviation; (ii) Creation of a demand driven set of tools and guidelines for engaging the private sector in development, in key markets that will be used as best practices guidelines; (iii) programmatic private sector partnership for SDG implementation across UNDP, by designing, establishing and monitoring concrete global and national public private partnerships that creates results for development; and (v)global Centre of excellence for dialogue on private sector development by convening business and supporting actors. This could especially have a focus on South-South dialogue.

As part of UNDP’s technical leadership on COVID-19 socioeconomic recovery for the UN system, it launched – along with initiating partners the UN Global Compact and the International Chamber of Commerce and strategic partners DHL, Microsoft and PwC – the COVID-19 Private Sector Global Facility. The Global Facility is a coherent mechanism for engaging, collaborating with, and supporting the private sector in the wake of the COVID-19 pandemic, guided by the Sustainable Development Goals as well as the Ten Principles of the UN Global Compact.

As the economic consequences of the COVID-19 pandemic have been vast, especially for micro- small- and medium-sized enterprises (MSMEs) around the world, UNDP with its partners at the Global Facility is working to enhance the resilience of MSMEs. Driven by the vision of empowering MSMEs as the principal agents of economic transformation to recover better towards more equitable and greener economies, the Global Facility provides support to MSMEs through three distinct solution areas. Through these three strategic areas of support, the Global Facility will provide capacity building and preparedness to MSMEs to help bridge the crisis and seize the opportunity for an economic transformation towards resiliency and sustainability, with MSMEs as the foundation for the new economy.

  1. Empower MSMEs with digital capabilities, and support them in this period of accelerated digital transformation
  2. Connection to markets, including trade facilitation, sustainable public procurement, and bridging the gap for upstream projects targeting MSMEs
  3. Lowering the barriers for accessing capital, including addressing information deficits between financial institutions and MSMEs

In operationalizing this vision, the Global Facility has refined its approach as an innovative partnership platform – under the guidance of an Operations Management Committee composed of the initiating partners – where public and private actors can convene to co-create novel, integrated solutions to address complex challenges requiring a diversity of perspectives, expertise, and domains of action.

Based on an agreed workplan, the Global Facility requires support for the secretariat and partnerships engagement.

Duties and Responsibilities

The overall objective of the assignment for the Knowledge Management and Partnership Consultant is to support the partnership engagement, maintenance, and rollout of the Global Facility project across countries with the digital solutions and content packages developed by the Global Facility.

Under the supervision of the UNDP Global Facility manager and the IICPSD Director, the Knowledge Management and Partnership Consultant will:

  • Facilitate and align with Global Facility’s partners at the bi-weekly Operational Management Committee on the work of the Global Facility
  • Provide assistance to the Global Facility’s country level and partnerships with presentations and strategic alignment for implementation of Global Facility programme support service offer
  • Manage the Global Facility’s e-learning platform including content implementation, rollout and monitoring and evaluation in Global Facility countries and solutions
  • Support IICPSD Director on day-to-day systematization (e.g., facilitation of meetings, preparation of briefing notes and presentations, minutes writing, etc.)Description of deliverables

  1. Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical (P11/CV and cover letter desk review and interviews) and financial criteria specific to the solicitation.

Please ensure that your experience related to criteria A-F and above-mentioned competencies is very well documented in your P11/CV and cover letter.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial Criteria - 30% of total evaluation - max 30 points.
