Project Control Officer

Organizational Setting and Work Relationships The Project Control Officer is part of the multi-functional team. In coordination with DFAM's Implementing Partnership Management Service, s/he is responsible and accountable for providing substantive support, guidance, and oversight on the effective management of the Enhanced Framework for Implementing with Partners (the Framework) as well as oversight on the effective management of Direct Implementation. Complementary to programme management, s/he will support and conduct analysis and assessment of risks associated with partnerships and direct implementation, policy compliance, operational practices, mitigation measures, and gaps and make technical recommendations or decisions in line with the principles of the Framework, of UN/UNHCR's financial rules, policies and regulations and operational context. The incumbent prompts partnership integrity and other safeguarding mechanisms for ensuring sound stewardship and accountability of funds entrusted to partners or through direct implementation arrangements (e.g. contracts for the procurement of goods and/or services) to ensure resources are used in the most efficient and effective manner to attain the best results for persons of concern. The Project Control Officer will promote dialogue and consultations for strengthening partnerships and have frequent contacts with UNHCR colleagues, particularly project control and programme staff. S/he may have contact with external stakeholders, such as UNHCR-funded partners, auditors, oversight bodies, and host governments on matters related to partnerships. The incumbent will be mindful of all dimensions of partnerships in accordance with the Principles of Partnership, the Code of Conduct, UN/UNHCR's financial rules, policies and regulations, and other relevant documents. In the Regional Bureaux, the incumbent works under the supervision of the Regional Controller. In the Country and Multi-Country Offices, the incumbent normally works under the direct supervision of the Representative or Deputy Representative, Head of Office or Senior Project Control Officer, as applicable.

Duties - Participate in the annual assessment and planning cycle. - Participate in the development and implementation of partnership management objectives aligned with UNHCR's strategy and priorities. - Participate in the development of the direct implementation monitoring plan in collaboration with the Programme Unit and other relevant functions. - Support Programme and other relevant functions in the selection of implementation modalities. - Support a coherent approach in the application of the Enhanced Framework for Implementing with Partners and compliance with its policies, principles, and procedures to ensure effective partnerships, as well as sound stewardship and accountability for the funds entrusted to partners. - Pursue high-quality partnerships and integrity culture in UNHCR, among partners and UNHCR's contractors to mitigate misuse and wastage of resources, fraud and corruption, sexual abuse and exploitation, and other forms of misconduct; including recommendations to put in place safeguarding mechanisms and measures for detection, prevention, reporting, and addressing fraud, and other forms of partnership/ contractors misconduct. - Ensure UNHCR management (country/bureau/global) and offices have access to high-quality and timely analytical insights and advice for enabling evidence-based operational decisions and accountability on project control, partnership and direct implementation management. - Provide first-line support for project control, external and internal audit, evaluation, and other reviews pertaining to partnership and direct implementation management, and assist in gap analysis, establishing, measuring, and taking appropriate actions for addressing queries, recurrent weaknesses, and other findings. - Ensure coherent practices of analysis and critical reviews of risk exposure and establishment of linkages of risk management with monitoring, financial management, project control, audit, and other processes related to partnership management and direct implementation to enhance effective delivery and optimum use of funds through partnerships or through direct implementation. - Foster constructive dialogue and consultations with partners, UNHCR's contractors and other stakeholders to strengthen partnerships, interagency collaborations, and harmonisations. - Contribute to strengthening the capacity of UNHCR and partners on partnership and direct implementation management. - Seek innovative approaches in enhancing partnership and direct implementation management, gathering experiences, and sharing best practices and lessons learned among operations and partners. - Contribute with inputs on reviews and enhancements of policies, procedures, and practices governing the framework for Implementing with Partners and the management of direct implementation.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). - Perform other duties related to financial management as required.

Nature of Position:

UNHCR has an established presence in Maputo, Nampula and Pemba due to the protracted refugee situation and is increasing its protection footprint in Mozambique to respond to the IDP situation. Mozambique hosts around 25,000 refugees and asylum seekers; around 80 per cent of whom are asylum-seekers pending refugee status determination by the government. As of May 2023, the violence in Cabo Delgado has displaced 834,137 people. A total of 781,512 IDPs have been counted in Cabo Delgado, while an additional 48,634 in Nampula and 3,990 in Niassa. Most IDPs (65%) live with host communities and continue to live in non-adequate living conditions. The operation is also affected by weather events for which prepared activities such as contingency planning are carried out with other stakeholders and also mainstreamed in UNHCR internal planning process. Response largely depends on the availability of additional resources.

UNHCR total requirement for 2024 is USD 49,311,267 (OPs), out of which 2024 OL is USD 19,753,225. Ops component of USD 9,501,646 of OL (divided between partners and UNHCR direct implementation) will be implemented by 21 partners which include 10 government partners, 5 INGO partners, 5 National partners and 1 UN Agencies.

The Project Control Officer (PCO) reports to the Assistant Representative, Operations and is responsible for providing oversight of the projects funded by UNHCR in Mozambique. Majority of the UNHCR's partners in Mozambique are Government entities. The PCO post demands extensive finance and audit skills in diverse field experience and operations, including in emergency situations. The incumbent of the position should have solid technical knowledge of newly introduced system such as Cloud ERP, COMPASS, PROMS, etc, for planning, budgeting, and reporting. S/He should have good drafting skills, networking capacities and good communication skills to deal with different stakeholders including UN System agencies, NGO, and government partners as well as audit entities such as the UN Board of external Auditors and the Office of Internal Oversight Services (OIOS). Political awareness is of essence since the incumbent will have regular contacts with various government and non-government partners.

The incumbent of the position must possess proven managerial skills and competencies with an emphasis on leadership, coordination and planning. S/he must have good knowledge in the application of IPSAS to further assist and guide staff (both UNHCR and partners) to obtain a good understanding of financial management procedures and processes. Previous experience in different UNHCR field of accounting/finance, project management, business analysis, quality assurance and/or risk management are essential as well.

Living and Working Conditions:

Mozambique has a total population of 29 million people and Maputo is its capital city. The total area of Mozambique is 799 380 Km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22 °c and the average daily highs of 30 °c. The rainy season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13 °C to 24 °C.

Maputo is a B, Family duty-station where the security level is considered low (2). The security situation in the Southern area is relatively calm, the biggest concern being criminality in the main urban centers of Maputo, Matola, Xai-Xai and Inhambane cities.

Floods occur every two to three years, with higher levels of risk in the southern provinces. Seasonal rains (November to April) and the lack of drainage infrastructure to accommodate stormwater runoff often leads to flash floods. Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.

The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.25 meticais (MZN) as per December 2023. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places.

The public healthcare system in Mozambique is basic and limited. Private clinics can be found in Maputo and other larger cities in Mozambique. Mozambique lies in a malaria zone, so the necessary precautions should be taken: Avoiding mosquito bites by using nets, candles and sprays is recommended.

Vaccinations for diphtheria, hepatitis A, tetanus and typhoid are recommended. Tap water in Mozambique is not safe to drink, so bottled or boiled water should be used instead. Communication and transport services are available at various costs. The housing market is healthy but quite expensive, with a wide selection of apartments and houses for rent. Apartments can be rented from US$ 1,000 to US$ 1,500 per month and meals at the restaurant cost between US$ 10 and US$ 30.

Maputo has several open food markets and several large supermarkets that sell food, clothing, and household goods at reasonable prices. There are cinemas, several bars and discotheques for entertainment. Maputo is only two to three hours' drive away from Swaziland (Mbabane) and South Africa (Nelspruit).
