This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Since the full-scale invasion of Ukraine by the Russian Federation on February 24th, 2022, there have been evidences and reports of numerous war crimes, crimes against humanity and other related serious violations of international humanitarian law and human rights law. Such crimes include significant number of acts of conflict-related sexual violence (CRSV) against women, men, girls, and boys, which is expected to further grow as the armed conflict continues and more evidence, survivors’ accounts, reports, and allegations come to be known.

Investigation, prosecution, and trial for the CRSV crimes in Ukraine entail and pose numerous and significant challenges for the country’s justice and law enforcement authorities – from all the sensitivities concerning reporting of such crimes and interviewing survivors and witnesses, to legal and practical specifics of processing CRSV as criminal offence, to the growing caseload volume in parallel with many other war crimes and conflict-related human rights violations and associated consequences for individuals and the population as a whole.

In response to the situation and challenges indicated above, UNDP in Ukraine is committed to strengthen national criminal accountability mechanisms for CRSV by improving legal and policy framework as well as capacity development of the Ukrainian institutions to conduct effective, victim/survivors-centred, gender-sensitive, and trauma-informed investigations and criminal processing of CRSV.

In this context, UNDP is recruiting a Project Associate to work in a UNDP Project management team of international and local professional and support staff. The Project Associate will provide project management assistance to the Project Manager by supporting the effective implementation of operational, administrative, procurement, and financial processes. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement, and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

I.Provide project management assistance by supporting administrative, operational and logistical processes, focusing on the achievement of the following results:

•Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans; •Ensure compliance with procedures frameworks, including by learning and applying UNDP’s Programme and Operations Policies and Procedures (POPP), and relevant to project activity financial and administrative requirements; •Prepare relevant background materials for use in discussions, correspondence, and briefing sessions; •Draft meeting minutes, translate and interpret from Ukrainian into English and vice-versa; •Ensure efficient travel arrangements are made for the team as required, ensuring proper use of UNDP resources; •Assist in arranging appointments, organizing meetings, events, taking minutes of meetings and drafting correspondence for the Project; •Keep lists of names, addresses and telephone numbers of applicable government and non-government partners; •Maintain policy, confidentiality and general management files.

II.Support financial, procurement and human resources processes, focusing on the achievement of the following results:

•Learn processes and operations of the UNDP Quantum Platform; •Provide administrative support in the planning, execution and review of Project Financial Reports on Quantum Platform; •In accordance with the Annual Work Plan, arrange for procurement of equipment, supplies and services and ensure timely follow up with procurement requests; •Assist in recruitment processes by reviewing job descriptions, job classifications, forming vacancy announcements, screening candidates, and facilitating interview panels; •Maintain leave records and travel plans of the Project.

III.Facilitate knowledge building and management, focusing on the achievement of the following results:

•In accordance with the Project Document and in close coordination with the Responsible Parties, adhere to the Quarterly and Annual Targets according to UNDP timelines; •Organize events for the Project; •Synthesis of lessons learned and best practices in the Project; •Provide high quality interpretation and translation in support of the project as needed.

administration or project management, or related field. •Excellent oral and written skills; excellent drafting, formulation, reporting skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; •Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Sound security awareness; •Have affinity with or interest in sustainable development, volunteerism as a mechanism for durable development, and the UN System.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

This is a full-time assignment.

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Entitlements of National UN Volunteer Specialist (Kyiv Duty Station):

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534  (equivalent in UAH)  is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
