Background
UNDP’s offer on Green Development in Sri Lanka is to support and encourage stewardship and innovation on green development, raise awareness on related sectors, influence the policy-making sphere for green-centric transformations, prioritize and support the operationalizing of a green recovery and affirm the country’s green commitments, and create a platform to convene stakeholders, decision-makers, and development practitioners to share and build knowledge. In this backdrop, it is required to strengthen CCS to work with Presidential Task force for the Creation of a Green Sri Lanka with Sustainable Solution for Climate Change and overall coordination is required on greener development initiatives. As such, UNDP needs to place a Project Coordinator, guided by the Technical Coordinator-CET of UNDP and Director, CCS, CCS in support of the day- to-day implementation, management and coordination of Programme activities on Green Development and to ensure effective planning and monitoring of the Programme to achieve stated outcomes and outputs in accordance with UNDP/Government of Sri Lanka Guidelines for Nationally Implemented Programmes and UNDP’s Country Programme Action Plan (CPAP).
Duties and Responsibilities
Position Purpose To support the Ministry of Environment to implement Green Development Agenda in coordination with Presidential Task Force (PTF) for creation of a Green Sri Lanka with sustainable solutions for climate change.
Key Duties and Accountabilities
1. Planning, implementation and management of Programme activities.
Supporting the Addl. Secretary (Environment Development), the Coordinator of the Presidential Task Force and the team on planning and implementation of Green Development Agenda (GDA)
- Preparing the road map and gap analysis report on the tasks assigned to PTF
- Prepare annual and quarterly work plans and budgets for the implementation of PTF
- Follow up on the adoption/implementation of the recommendations/inputs provided by Presidential Task Force and facilitate the Ministry of Environment for implementation and coordination
2. Office Management and Coordination among Technical Assistance Team
Providing day-to-day coordination support to the Coordinator of PTF on Green Development and the team to deliver recommendations of Presidential Task Force
- Facilitate discussions with internal and external stakeholders representing diverse interests to agree on core elements of strategy and anticipated results.
- Facilitate the Ministry of Environment to organize and report back on workshops and events,
- Support the MoE to liaise with the relevant government departments, ministries and other institutions to obtain sufficient support for implementation of PTF
3. Monitoring, Evaluation and Reporting
Facilitate project monitoring, evaluation and periodic reporting
- Facilitate Ministry of Environment on data collection, maintain progress monitoring reports against the M&E plan and the Results Framework, prepare results based regular reports and briefs on PTF and assist in Knowledge Management process (documentation/ publications etc)
- Facilitate the submission of quarterly reports (narrative and financial) to the UNDP Country Office against the M&E plan (if applicable)and regular updates to Tehcnical Coordinators
- Support to conduct of annual project reviews, annual audits and programme evaluations, monitoring missions to field locations (if applicable),
4. Administration Support
Providing Administration Support for the identified/ assigned tasks of Ministry of Environment under the supervision of Addl. Secretary (Environment Development}
- Provide administration support to MoE, other relevant stakeholders and UNDP to undertake any other tasks assigned by the Director, CCS/ Supervisor in support of efficient implementation of the PTF including procurement/ admin matters.

Required Skills and Experience
Education
Secondary Education (GCE A/L) OR Bachelor’s Degree in the areas of Development Studies, Rural Development, Climate Change, Environment Management, Disaster Management, Project Management, Business Administration, Development Studies, Agriculture or related field.
Experience, Knowledge, and Skills
List:
• Secondary Education (GCE A/L) with 6 years or bachelor’s with 3 years of progressive years of experience in the field of Climate Change Adaptation, Rural Development, Natural Resources Management, Agriculture, including project management, financial management, reporting, project monitoring.
• Experience in climate change adaptation, and livelihood improvement activities especially with the government institutions as well as grass root levels will be advantageous
• Knowledge in the field of Climate Change Adaptation, Rural Development, Natural Resources Management, Agriculture is an asset
• Past experience with UNDP or UN-related programmes will be of added advantage
