Support the implementation of the Promoting Sustainable and Socially Inclusive Labour Market Integration Project.

You have:

  • At least 3 years of professional experience in an institution providing services in social cohesion, or employment. Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Experience in managing projects in migration management area, particularly on the topics of labour migration, employment as well as entrepreneurship.
  • Master’s degree in Migration Studies, Development Studies, Political Science, Social Sciences, International Relations, Human Rights, Law, or related fields is an asset.
  • Good knowledge of IOM regulatory framework including administrative and financial rules, procedures, and processes.
  • Proven analytical, interpersonal, and organizational skills.
  • Good report drafting skills.
  • Ability to travel when necessary.
  • Good command of Microsoft Office programs.
  • Possessing strong interpersonal communication skills.
  • There should be no obstacle to work in public institutions and organizations.

Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

IOM Türkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Türkiye supported developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

Note: Within the scope of this Project Associate assignment, the UN Volunteer will primarily work at the Ministry of Labour and Social Security (MoLSS) – Directorate General of Foreign Relations and EU Affairs for 4 days per week, and at the IOM office for 1 day per week.

The UN Volunteer, under the direct supervision of the National Project Officer and the overall supervision of the Economic Recovery, and Labour Mobility and Integration Senior Coordinator, will support the implementation of the Promoting Sustainable and Socially Inclusive Labour Market Integration Project under the Labour Mobility and Integration of IOM Türkiye; and will be responsible for the main coordination between IOM and Ministry of Labour and Social Security (MoLSS) including the following tasks: • Assist implementation process of employability programme of the project in close coordination and consultation with project team and MoLSS. • Provide information on the project in the field regarding IOM employability programme, social security system, work permit application, to beneficiaries including private sector representatives, companies/business association members and employers. • Keep reports of daily tasks and reporting statistics and data on a regular basis. Prepare meeting schedules, arrange meetings with workers and employers, organize informative sessions on the employability programme. • Assist in preparing contracts to be signed between private sector representatives and IOM. • Keep the supervisor informed of the status of project implementation; identify gaps in the field to improve effective implementation. • Provide all required assistance to the respective MoLSS representatives and project managers in implementation of the project. • Draft project reports at regular intervals, as well as other relevant information and materials as required by the authorities, donors, and IOM. • Undertake efforts to strengthen the capacity of employers to improve access to information, employability, and protection measures for foreigners and host community members. • Assist in the implementation, monitoring, evaluation and reporting of project activities. • Retrieve, compile, summarize, analyze, and present information/data on specific project topics. • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc. • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. • Ensure coordination and accountability of the services and funds planned to be received from external sources and stakeholders and reporting. • Support project activities carried out by the central and provincial organizations of MoLSS, take an active role in field activities, monitor, evaluate and report the harmonization activities carried out. • Follow up and participate in project activities and coordination meetings. • Carry and report field work in the related fields. • Analyze the needs of the relevant units and working towards strategy development and to provide data-driven suggestions. • Carry out tasks in areas such as asking for and collecting opinions on relevant issues in cooperation and coordination. • Take an active role in creation and development of the planning stages of the programmes. • Monitor and evaluate current developments in the field of harmonization, labor market, migration etc. carried out by stakeholder institutions and to follow current developments. • Master the dynamics of public institutions and organizations and NGOs to provide bilateral cooperation, communicate, negotiate and provide the necessary consultations. • Organize meetings, workshops and training sessions, preparing and archiving relevant documentation. • Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
• Archive the records related to the work carried out in accordance with the principle of confidentiality. • Perform other related duties as assigned by the MoLSS and IOM.

Summary of National UN Volunteer Specialist Entitlements (paid in local currency): • Current Monthly Living Allowance (MLA) is USD 1,614 (Paid in Turkish Lira) • Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per the UN’s diplomatic mission status, it is not included in the National Security Institution’s (SGK) system, but can only be initiated on a private basis by UN Volunteers. • Entry allowance (one-time payment): USD 400 (Paid in Turkish Lira) • Exit allowance: USD 134 per month and upon the satisfactory completion of assignment (Paid in Turkish Lira) • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and UN & UNV network
