Organizational Setting

To improve the capacity of the animal health sector to prevent, detect, and respond to public health threats and its contribution to national and global health security, and to help beneficiary governments comply with the International Health Regulations (IHR), 2005 obligations, the United States Agency for International Development (USAID) is supporting the roll out of project, entitled “Strengthen National One Health Programme for prevention and control of priority zoonoses and antimicrobial resistance (AMR) in India” under its Global Health Security Program (GHSP) in India. The five-year GHSP informs the regional Statement of Work (SOW) for the Asia and the Pacific region as approved by USAID. The overall objective of the GHSP to be implemented by the Food and Agriculture Organization of the United Nations (FAO) in Asia and the Pacific, is to strengthen animal health systems in Asia to reduce the risks and impacts of zoonoses, emerging disease threats, AMR and biothreats through a One Health and inclusive approach. The FAO GHSP will achieve the overall objective in Asia and the Pacific through the following specific objectives.

1) Enhance national and regional One Health coordination and multi-sectoral collaboration among stakeholders. 2) Improve the multidisciplinary workforce and institutional capacity to address animal and public health threats, including AMR-related issues. 3) Enhance animal health capabilities for preparedness and response to public health threats, including AMR-related issues. 4) Promote, support and advocate for evidence-based policies that support the adoption of veterinary public health and biosecurity practices along the livestock value chain.

Reporting Lines

The National Programme Personnel - Operations and Programme Assistant will be under the overall supervision of the FAO Representative to India, direct technical guidance of the ECTAD Country Team Leader, under functional guidance of the ECTAD Operation Specialist. The incumbent shall work in close coordination with the FAO ECTAD team members at the Regional Office for Asia and the Pacific (RAP) and FAO India, and will undertake the following duties and responsibilities:

Tasks and responsibilities

• Provide general administration support, including: - Type, format and draft routine correspondence as required. - Ensure availability of office supplies and appropriate maintenance of project office equipment, - Manage the ECTAD India office registry and archives of all incoming and outgoing correspondence, both soft and hard copies, under supervision of the Project Manager. - Support the organization and administration of meetings, workshops and events (e.g. arranging for meeting rooms and other facilities) and preparing minutes of meetings as required. - Draft minutes of meetings as and when required. • Provide HR support, including: - Maintain attendance, leave records, personnel files of project staff and other files related to administration in both hard and soft copies, as required. - Assist in processing of contract renewals and extension for National Project Personnel (NPP) and consultants. - Help ensure HR-related functions are performed according to FAO requirements and guidelines. • Assist with procurement and equipment records, including: - Assist with procurement of goods/services as required during the project activities. - Maintain and update an inventory of equipment/ other procurements (Both online and in physical form). • Assist ECTAD Country Team Leader and ECTAD Operation Specialist in initiating and taking necessary approvals for processing the payments to the Operational Partners and service providers. • Assist with travel and security compliance, including: - Arrange mission travels, and organizing transport, logistics, accommodation and taking approvals as required. - Assist with UNDSS TRIP clearance for travellers. • Provide financial administrative support, including: - Ensure timely submission and approval of project consultants’ monthly reports and timesheets for requisite approvals and processing of payments. - Assist in monitoring Field Budget Authorizations (FBA) and tools for checking and monitoring FBA’s and expenses (planning of field and office expenses, etc). • Perform other related duties as requested by the ECTAD Country Team Leader and FAO Representative in India.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s Degree in any subject. • At least 2years of relevant experience in operations and programme assistance. • Working knowledge of English. • National of India.

• Ability to effectively use standard office software, such as MS Office (Word, Outlook, Excel, Power Point). • Very good typing skills.
