**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Cairo Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Culture Type of contract : Non Staff Level : Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 25-Sep-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Regional Director of the UNESCO Regional Bureau for Sciences in the Arab States, the direct supervision of the Programme Specialist for Culture, the incumbent will provide administrative and programme assistance to ensure the effective and efficient implementation of the Culture Programme managed by the Culture Unit of the Office with its emphasis on the project “Improved Accessibility and Presentation of the Heritage Sites, including the World Heritage sites in Egypt”. The incumbent will work in close consultation with the Administration and Finance Unit of the Office. In this regard, he/she shall undertake the following tasks:  Assist in the management, implementation, monitoring and evaluation, reporting of the cultural programme and projects. This includes assisting with undertaking result-based management, developing implementation strategies, preparing work plans, monitoring progress in implementation, preparing briefs and reports, organizing working and review meetings, evaluating outputs in line with the approved Programme and Budget (C/5), project documents and work plans.  Assist in maintaining a tracking system and database to monitor adherence to contractual agreements, performance requirements and respect of delivery schedules; recommend amendments and extensions of contracts, as necessary; advise parties on contractual rights and obligations; and generate necessary periodic and ad-hoc reports as required, documenting lessons learned and recommendations.  Assist the with the procurement process related to the Culture Programme/Projects,, including draft ToR of Request for Proposals (RFP) and Request for Quotations (RFQ), conduct market research, solicit offers, prepare comparison tables, arrange a technical and financial evaluation, document the procurement process, arrange negotiation sessions, draft selection forms, memos, correspondence and contracts for approval, create a vendor in the system, manage/update the Roster of vendors.  Ensure knowledge management of correspondences, information, technical documents, contracts, reports, publications and other materials generated through the culture programme/projects according to UNESCO’s records management policy.  Provides general office assistance; prepares contracts and payments; prepares official correspondence; makes travel arrangements for meeting participants; sets up and maintains files/records; handles routine administrative tasks; translates documents (English-Arabic and vice versa).  Provide logistical support during both virtual and physical meetings, training workshops, and other similar activities  Assist in building and sustaining working relationships with projects’ implementation partners and other relevant governmental institutions to ensure effective implementation.  Assist the programme specialist by providing executive information on partnership building and resource mobilization for the culture programme by providing information on potential partnerships and cooperation opportunities.  Carry out additional activities that may be required to ensure the success of the work team as requested by the Office Director and the Programme Specialist for Culture. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** University degree in the field of Commerce, finance, business administration, education, economics, accounting, and other related fields. **WORK EXPERIENCE** Minimum three (3) years of relevant experience in project management and business administration including the work experience at the UN system. **LANGUAGES** Excellent knowledge (written and spoken) in Arabic and English. **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salary will be paid in local currency at SB-2 level Peg3 according to UNDP-EG salary scale for service contract holders, which may add health insurance and pension plan coverage upon proof of affiliation. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
