Result of Service The Project Assistant will support the implementation of the project by offering assistance for the project related administration, financing, procurement, and human resources.

The Project Assistant will perform the following tasks:

1. Support the monitoring of the budget execution of the project. 2. Support the drafting and processing of agreements with relevant partners. 3. Provide support to recruitment of human resources, where applicable, and related administrative and remuneration processes. 4. Support travel related processes. 5. Support procurement processes, including drafting of Terms of Reference, request for quotations, draft comparative tables, among others related tasks in compliance with all institutional policies and administrative procedures of UNEP and partner organizations, where applicable. 6. Provide support to process payments of remuneration and other services, and ensure that these are made in a timely manner, as per the terms of contracts or agreements. 7. Support in the preparation of narrative and financial reports. 8. Systematize, register and control all the supporting documents of expenses and disbursements of the project. 9. Supports the establishment and maintenance of the document database, including on shared platforms (e.g. official communications, relevant emails, minutes, project documents) 10. Provide logistical support when necessary, including organizing events. 11. Carry out any other activity requested by project management team.

Work Location Initially home based, then UNEP ROLAC, Panama City, Panama, once the new UNEP office is open.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global Environment.

The UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The Chemicals, Waste and Air Quality Unit promotes the transition of countries to the sound management of chemicals and waste in order to minimize impact on the environment and human health. UNEP provides information and support initiatives to improve the management of chemicals and wastes and facilitates implementation in the region of the various international agreements in force or under negotiation, including the Basel, Rotterdam and Stockholm (BRS) Conventions, Minamata Convention on Mercury, and the Strategic Approach to International Chemicals Management (SAICM).

As part of this support to countries in the region, UNEP has presented a project proposal to the Nationally Appropriate Mitigation Actions (NAMA) Facility board with the objective of contribution to the achievement and increase of ambition of the Peruvian Nationally Determined Contribution (NDC) by transforming the current solid waste treatment paradigm through the implementation of organic waste management projects with high climate change mitigation potential and capacity to deliver multiple co-benefits.

The proposal has now entered the Detailed Preparation Phase (DPP) which is to result in the NAMA Support Project (NSP) named “Organic Waste Management - Accelerating Progress Towards a Circular and Carbon-Neutral Waste Sector” so that it is ready for implementation. The NSP Outline was submitted to NAMA Facility 7th call in September 2020 and was approved to move forward into DPP.

The NSP’s overarching goal is to accelerate the implementation of organic waste treatment projects and landfill gas capture, contributing to Peru’s NDC, and providing important sustainable development co-benefits in the context of COVID-19 recovery, such as reduced pollution, social inclusion, and green job creation. Peru’s NDC considers the waste sector a priority, and this NSP will directly support all the measures included therein.

The DPP will be the opportunity to set more specific goals and objectives, develop coordination arrangements between key implementing organizations – Ministry of Environment of Peru (MINAM), UNEP, Center for Clean Air Policy (CCAP) and the implementing partner for the financial component to be defined at the beginning of the DPP period – and to refine the project institutional set-up, including objectives, responsibilities, timeframes and budgets. All this will be done following a consensus-based approach.

The DPP will ensure that each partner understands what is expected of them and what they can expect from others by developing clearly defined and agreed upon work plans and timelines with key milestones. The DPP will address issues to ensure effective cooperation of the implementing organizations to deliver the NSP activities. This will include ensuring that adequate human resources are available for implementation and that well defined communication lines allow all partners to be kept informed and involved as well as tracking progress.

ROLAC is looking for a Project Assistant to support the administrative requirements during the project Detailed Preparation Phase. She/he will operate under the day-to-day coordination with the Project Manager, with the overall supervision of the Regional Coordinator of the Chemicals, Waste and Air Quality Programme of UNEP’s Office for Latin America and the Caribbean, and in close collaboration with MINAM and other partners. She/he will be initially home based, then in UNEP Office for Latin America and the Caribbean, Panama City, Panama, once the new UNEP office is open, from Monday to Friday, 40 hours per week, full time and exclusive dedication.

Qualifications/special skills Academic Qualifications:

- Bachelor’s degree in business administration or related fields is required. - Additional studies or specific training in project management is an asset.

Experience:

- At least 5 years of relevant work experience in the field of business management with administrative and/or operational tasks is required. - Specific experience working with international cooperation agencies and projects is an asset. - Specific experience in managing document data bases is an asset.

Language:

- Fluency written and communication skills in Spanish is required. - Confidence level of English is required.

Skills:

- Excellent oral and written communication skills as well as active listening. - Capacity to gather, analyze and synthesize data and generate relevant information. - Ability to work as part of a multidisciplinary team and ability to work in a collaborative and participatory manner. - Excellent organizational abilities to set priorities. - Excellent management of computer tools (Microsoft Windows operating systems) and office automation (Microsoft Office: Word, Excel, PowerPoint).
