Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Lebanon country office’s (LCO) proposed programme for 2023-2025 builds on its work from 2019-2022 and speaks to Lebanon’s current crisis, aiming to leverage existing opportunities to address urgent needs in the country, while also making progress on broader development gains. It is aligned with the 2030 Agenda for Sustainable Development, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2025 for Lebanon, the Lebanon Crisis and Response Plan (LCRP) and priorities articulated in Emergency Appeals. Furthermore, the programme incorporates the strategic direction and focus given by the UN Women Strategic Plan 2022-2025 and crucial global frameworks on gender equality and women’s empowerment, such as the Beijing Platform for Action. A Leave No One Behind approach underpins the LCO’s proposed programme, including increasing its efforts to further disability inclusion and inclusion of young and adolescent girls.

UN Women Lebanon implements projects that aim to increase women’s political representation through supporting more women to run, contest and win across all elected spaces. This includes supporting their engagement in electoral processes and policymaking, providing technical assistance and capacity building, and building cross-sectional coalitions. UN Women also supports aspiring female leaders to contest and run for office – with a specific focus on municipal elections and preparatory support for the 2026 Parliamentary elections. In tandem UN Women will work with syndicates, unions and university clubs to support women’s leadership across a range of political spaces. UN Women will work with partners to address violence against women in politics – in the digital space – and will continue to partner with UNDP to advocate for Temporary Special Measures to increase the numbers of women in elected office, namely gender electoral quotas. To support civil society and the mobilization of the women’s rights movement, UN Women Lebanon will continue to support the Feminist Civil Society Platform, a national forum for civil society organizations and individuals aiming to promote women’s rights and intersectional feminism and positively influence Lebanon’s agenda on gender equality and women’s empowerment.

To ensure successful implementation of UN Women’s programmes on women’s leadership and participation, UN Women plans to hire a Project Analyst, who will work under the direct supervision of the UN Women Project Manager on Women’s Political Participation, and under the overall guidance of the UN Women Country Representative.

Reporting to project manager, the Project Analyst contributes to the effective management of UN Women programmes in Lebanon by providing substantive support to the project manager in providing inputs to programme design, formulation, implementation, and evaluation. The Project Analyst supports the project manager in guiding and facilitating the delivery of UN Women WPP programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Project Analyst reports to the project manager and works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1. Contribute technically to the development of programme strategies in the area of WPP

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

2. Provide substantive technical support to the implementation of the WPP programme

  • Support in the implementation of programme activities;
  • Support in the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Support in Reviewing, coordinating and monitoring the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3. Provide technical assistance and capacity development to project/programme partners

  • Provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with national partners to support implementation and expansion of the WPP programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

6. Support the Feminist Charter Network in implementing the action plan and in liaising with State entities.

  • Support the development of unified positions and common advocacy campaigns to inform and influence Lebanon’s recovery by feminist non-state and state alliances.
  • Support the feminist platform in implementing its action plan and developing an annual report reflecting its work.

7. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to WPP,
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on WPP.

Required Skills and Experience

Education and Certification

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building in the area of gender equality and women’s empowerment issues, preferably in the field of women’s political participation.
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements

  • Fluency in English and Arabic is required
  • Knowledge of the other UN official working language is an asset.
