Overview

Plan and design system and database architecture for various platforms.

You have:

  • Master’s degree or Bachelor’s degree (or equivalent) in any discipline required.
  • At least 2 years of relevant work experience with a Bachelor’s degree (or equivalent).
  • Experience in Web development required.
  • Experience in API design desired.
  • Experience in performance optimization tools and techniques desired.
  • Experience in cloud platforms desired.
  • Fluent in English and Bangla is required.

Contract

This is a NPSA-8 contract. This kind of contract is known as National Personnel Services Agreement. It is normally only for nationals. It usually requires 1 years of experience, depending on education. More about NPSA-8 contracts.

Background

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable, and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1. Institutionalizing Public Service Innovation and Improving Accountability

2. Catalyzing Digital Financial Services and Fintech Innovations

3. Incubating Private Sector-enabled Public Service Innovation

The project is funded by the Government of Bangladesh, UNDP, and other development partners, and is implemented by the ICT Division and Cabinet Division.

Duties and Responsibilities

Under the direct supervision of the Project Manager, a2i and in collaboration with relevant stakeholders, the incumbent will perform the following responsibilities:

  1. Planning and designing system architecture and database architecture for various platforms

S/he will have the following, but not limited to the following specific duties and responsibilities:

  • Identify and engage key stakeholders to gather comprehensive architectural requirements.
  • Design system architecture to support long-term growth in users and data volume.
  • Lead performance optimization initiatives to meet and exceed user expectations.
  • Implement robust security measures to protect data and system operations.
  • Ensure maintainability and ease of updates through modular and clean system design.
  • Select and manage the technology stack, including programming languages, databases, and infrastructure components.
  • Identify core data entities and guide data modeling aligned with system goals.
  • Implement indexing strategies to optimize query performance and system speed.
  • Design and develop scalable APIs to support communication between system components.
  • Create architecture diagrams to visualize data flow and system interactions.
  • Build functional prototypes to validate technical assumptions and refine requirements.
  • Set up and manage monitoring tools to continuously track system performance.
  • Lead database and system configuration optimizations based on usage and performance metrics.

4. Institutional Arrangement

The incumbent will report directly to the Project Manager, a2i and will work closely with relevant government bodies, development partners, NGOs, and private sector entities. The incumbent will be a part of the Data team and support its efforts to foster the culture of Data-Driven decision making across the government of Bangladesh.

Required Skills and Experience

Minimum Education Requirements:

• Master’s degree or • Bachelor’s degree (or equivalent) in any discipline

Minimum years of relevant work experience:

  • No prior work experience is required for candidates with a Master’s degree.
  • At least 2 years of relevant work experience with a Bachelor’s degree (or equivalent).

Required skills: Experience in Web development.

Desired skills in addition to the competencies covered in the Competencies section: • Experience in API design. • Experience in performance optimization tools and techniques. • Experience in cloud platforms.

Required Language(s) Fluent in English and Bangla is required.
