Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took a historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women is providing technical and financial support to partners worldwide, working in several thematic areas: prevention and ending violence against women and girls and domestic violence (VAWG and DV) is one of them.

Millions of women and girls worldwide suffer some form of gender-based violence, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, or other manifestations of abuse. In fact, for women and girls 16-44 years old, gender-based violence is a major cause of death and disability. Up to 70 per cent of women experience violence in their lifetime.

Violence against women persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality. Such violence is unacceptable, whether perpetrated by the State and its agents or by family members or strangers, in the public or private sphere, in peacetime or in times of conflict. The UN Secretary-General has stated that as long as violence against women continues, we cannot claim to be making real progress towards equality, development, and peace.

States have an obligation to protect women from violence, to hold perpetrators accountable and to provide justice and remedies to victims. Eliminating violence against women remains one of the most serious challenges of our time. The knowledge base and tools to prevent and eliminate violence against women developed over the past decade must be utilized more systematically and effectively to eliminate all forms of violence against women. This requires clear political will, outspoken, visible and unwavering commitment at the highest levels of leadership of the State and the resolve, advocacy and practical action of individuals and communities.

In order to support the Government of Georgia to meet its obligations undertaken on the international, regional and local levels inter alia in terms of eliminating violence against women and girls (EVAWG) and in particular domestic violence and sexual violence, with the generous support by the Swedish Government and the European Union,alongside with the government and development partners, UN Women is working towards addressing gender inequality in a coherent and comprehensive manner, covering a wide range of issues, including prevention and response to violence against women and girls.

The overall goal of UN Women’s EVAWG programme is to support creation of an enabling environment to eliminate violence against women and girls, especially sexual and domestic violence in Georgia. In order to ensure successful implementation of the programme and to meet contractual obligations, UN Women plans to hire a Project Analyst, who will work under direct supervision of the UN Women EVAWG Programme Analyst, overall guidance of the UN Women Deputy Representative and UN Women Operations Manager.

Reporting to the EVAWG Programme Analyst, the Project Analyst provides programme support to the effective management of UN Women programmes in the Georgia CO by contributing in the programme design, formulation, implementation and evaluation. The Project Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Project Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the EVAWG portfolio.

Duties and Responsibilities

Under the overall supervision of the EVAW Programme Analyst, the Project Analyst will:

  • Work towards timely implementation of the detailed projects’ annual work plans;
  • Develop corresponding monitoring plans and regularly monitor progress towards programmatic goals; conduct monitoring missions in project sites;
  • Draft periodic progress reports in line with the project documentation;
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to EVAWG;
  • Provide inputs to the annual workplan and budget as required;
  • Provide technical support to project partners and beneficiaries, based on the assessment of capacity development needs;
  • Contribute to the development of tools and knowledge products supporting/resulting from the project implementation;
  • Support any procurement actions relevant for the project implementation in line with UN procurement rules and procedures; coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports

  • Keep updated a mapping of main project stakeholders/ partners;

  • Effectively apply Results Based Management (RBM) principles and tools in project design and implementation, monitoring and reporting;
  • Document evidence, facts and other information as well as review and compile partners’ inputs to contribute to the preparation of reports;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Ensure proper maintenance of the documentation and filing system;
  • Follow up on performance indicators/success criteria, targets and milestones, preparation of reports related to EVAW;
  • Coordinate activities under the EVAWG portfolio;
  • Perform other relevant duties as required.

  • Familiarity with results-based management and human rights-based programming will be an asset.

Required Skills and Experience

Education:

  • A degree in social sciences or humanities;

Experience:

  • At least two years of relevant professional experience in project / programme management and implementation;
  • Experience in collecting and analyzing data;
  • Excellent writing skills with demonstrated ability to carry out stakeholder mapping and situation analysis;
  • Experience in coordinating and liaising with authorities, CSOs and/or donors.

Language:

Fluency in Georgian and English.

Management arrangements:

The contractor will report to and work under direct supervision of the EVAW Programme Analyst and UN Women Deputy Country Representative and overall guidance of UN Women Georgia Country Representative.
