Lead data pipeline development and support public service innovation initiatives.
You have:
- Master's degree or Bachelor's degree (or equivalent) in any discipline is needed.
- No prior work experience is required for candidates with a Master’s degree; at least 2 years of relevant work experience for those with a Bachelor's degree.
- Fluent in English and Bangla is required.
- Experience in data architecture development is required.
- Experience in data modelling techniques and tools is desired.
- Experience in database management systems is desired.
- Experience in data warehousing is desired.
Contract
This is a NPSA-8 contract. This kind of contract is known as National Personnel Services Agreement. It is normally only for nationals. It usually requires 1 years of experience, depending on education. More about NPSA-8 contracts.
Background
The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable, and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.
This project will have three components:
1. Institutionalizing Public Service Innovation and Improving Accountability
2. Catalyzing Digital Financial Services and Fintech Innovations
3. Incubating Private Sector-enabled Public Service Innovation
The project is funded by the Government of Bangladesh, UNDP, and other development partners, and is implemented by the ICT Division and Cabinet Division.
Duties and Responsibilities
Under the direct supervision of the Project Manager, a2i and in collaboration with relevant stakeholders, the incumbent will perform the following responsibilities:
- Data pipeline development
- Data warehousing
- ETL process
S/he will have the following, but not limited to the following specific duties and responsibilities:
Data pipeline development
- Lead the design, development, and maintenance of scalable data pipelines for multi-source collection, processing, and storage.
- Optimize data pipelines and database queries for high performance and enterprise scalability.
- Implement and enforce data security frameworks to protect sensitive and regulated data.
- Evaluate, recommend, and lead adoption of emerging data technologies and tools.
Data warehousing
- Develop and oversee data warehouses and data lakes to ensure efficient, reliable access to large datasets.
- Collaborate with data scientists, analysts, and stakeholders to deliver fit-for-purpose data solutions aligned with business need.
ETL process
- Implement and manage enterprise-grade ETL processes to integrate diverse data sources.
- Ensure data quality and integrity through rigorous validation, monitoring, and governance protocols.
4. Institutional Arrangement
The incumbent will report directly to the Project Manager, a2i and will work closely with relevant government bodies, development partners, NGOs, and private sector entities. The incumbent will be a part of the Data team and support its efforts to foster the culture of Data-Driven decision making across the government of Bangladesh.
