UNCDF's financing models work through three channels: Inclusive digital economies, which connect individuals, households and small businesses to financial ecosystems that catalyse partic-ipation in the local economy and provide tools to lift people out of poverty and manage their fi-nancial lives; local development finance, which builds local capacity through fiscal decentralisa-tion, innovative municipal finance and structured project finance to stimulate local economic ex-pansion and sustainable development; and investment finance, which provides catalytic financial structuring, risk reduction and capital deployment to boost the impact of the SDGs and domestic resource mobilisation. By strengthening the way finance works for the poor at the household, small enterprise and local infrastructure levels, UNCDF contributes to Sustainable Development Goal 1 on poverty eradication and SDG 17 on means of implementation. By identifying mar-ket segments where innovative financing models can have a transformational impact, helping to reach the last mile and addressing exclusion and inequalities in access to finance, UNCDF con-tributes to multiple SDGs. This is the development challenge that UNCDF's Local Transformative Finance practice is ad-dressing, working primarily with governments in the least developed countries to : • Mobilise additional capital for local development, including from the national public and pri-vate sectors; • Design appropriate allocation mechanisms for this capital (intergovernmental fiscal transfers, public-private partnerships, structured project financing etc.); • Support local investments that are replicable on a larger scale and seek to generalise these mechanisms; • To guarantee these investments in a responsible institutional environment that supports and promotes local development (legal, political, administrative, social).

Under the direct supervision of the Regional Coordinator for West Africa, in collaboration with other colleagues in the regional office and at the country level, the UN Volunteer's role will be to provide overall support to the UNCDF West Africa regional office team in implementing its port-folio of projects related to the promotion of development at the local and national level. The UN Volunteer will perform the following tasks: • Support the implementation and monitoring of ongoing projects, work planning, monitoring of the implementation of work plans, monitoring of partnerships and grants; ensure the delivery of the key results on time; • Contribute to the development of annual work plans; entry of data of new grants in-to Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status; • Establish and maintain an effective and efficient project monitoring system provid-ing regular feedback on the project performance and to update regularly risk and is-sue logs; • Support/ contribute to the development and monitoring of partnerships (government agencies, TFPs/UNS, civil society, private sector (SMEs), financial institutions, lo-cal authorities, others etc.) • Support the development of the common framework with other stakeholders who will partner with WCA programs; • Support the organisation of scoping/formulation and technical assistance missions; • Assist in drafting project/framework documents, technical reports, performance re-views and country annual reports; • Application of conceptual models in support of programme design, following LTF Theory of Change and LTF WCA development strategy. • Provide analytical support for the conduct of research on local transformative fi-nance; • Support the organisation of meetings and participation in meetings/workshops, co-ordination and consultation frameworks with project stakeholders by ensuring the drafting and sharing of minutes; • Contribute to the development of communication and monitoring and evaluation tools (reports, summary notes, minutes) • Any other task required by the coordination to support the office. At the end of the mission, the local development-finance specialist is expected to achieve the fol-lowing results, in conjunction with the UNCDF team in Mali • The portfolio of projects involved in the LTF Practice (women's economic empower-ment, financing of municipalities, promotion of the private sector, etc.) in West Africa is developed and all the data on the projects and their implementers are collected and formalised, • Projects are structured and formalised, their management improved, and funding is mo-bilised for their implementation, • Communication and knowledge management products developed and available (materials, notes, concept notes, press articles etc.); • Partnership, coordination and synergy are strengthened with UN agencies and other multi-lateral, bilateral, regional and global climate initiatives relevant to West Africa;

The assignment will take place in the nation’s capital, Dakar, a family duty station (Hardship classification A) with missions to the region. Dakar is a liveable city. The spontaneous reception and hospitality of the Senegalese are among the characteristic features of this West African country. The living conditions in Dakar are good, as well as the access to health services. The yellow fever vaccine is compulsory, and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs. According to ANSD/RGPHAE 2020 official estimates, the Dakar metropolitan area population reaches over 3,9 million people. The total population of Senegal is 16 705 608 inhabitants (ANSD 2020). Senegal is located on UTC/ GMT. Senegal has a warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are, on average, around 30°C. The rainy season is in the northern hemisphere’s summer/fall. The currency used in Senegal is called Franc CFA (XOF). On 1st March 2021, the average exchange rate is 1 USD = 535,913XOF. Many hotels, restaurants and businesses in Senegal accept the leading international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good, and the choice is vast. It is possible to rent unfurnished and furnished accommodations from 450 to 2000 USD. UN Volunteers can also co-rent and share private concessions, which must comply with Minimum Operating Residential Security Standards (MORSS). Local taxis can easily arrange Transportation in town. A valid passport is required to enter Senegal and a negative COVID-19 test. ECOWAS (Economic Community of West African States) nationals are not required an entry visa. Citizens of other countries may be required an entry visa or long-stay visa. They should contact the closest Senegalese representation. Senegalese Embassies and consulates in various West African countries and other parts of the world issue visas before travel.
