Background

Within the context of SDG Financing, UNDP has launched the Sustainable Finance Hub, which is a finance and innovation platform that draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the Sustainable Development Goals (SDGs) and lead the implementation of the new UNDP private sector strategy. As part of UNDP’s Sustainable Finance Hub, development finance has a central role to play in delivering support to the UN member-countries, in leveraging new sources of capital, offsetting high debt burdens, and in innovating for long term solutions to challenges around climate change, disaster resilience, and fragile ecosystems.

The Istanbul International Center for Private Sector in Development (IICPSD) is the United Nations Development Programme (UNDP) Global Policy Center mandated to leverage the role of the private sector in development. The IICPSD was established in Istanbul, Turkey on the basis of the Partnership Framework Agreement signed between the Government of the Republic of Turkey and the United Nations Development Program in March 2011. The Center is one of the six global thematic centers of UNDP, advocating and facilitating the contribution of the private sector to human development and inclusive growth through the following thematic priority areas:

Under the guidance and direct supervision of the Deputy Director, Istanbul International Center for Private Sector in Development, the Project Analyst be responsible for the coordination and implementation of project procurement, travel and HR management strategies, financial and budgetary management, organization of meetings and events, compilation and maintenance of project records, supporting partnership development and project reporting exercises and other related duties as may be required by the Supervisor. The project analyst will work closely with the Sustainable Finance Hub Project Management Support Team (PMST).

Duties and Responsibilities

Under the guidance of and reporting directly to the Deputy Director, Istanbul International Center for Private Sector in Development, the Project Analyst will be responsible for, but not limited to, the following key functions:

Human Resources:

  • Support recruitment and onboarding of IICPSD personnel, including timely submission of necessary forms and documentation to relevant UNDP teams for creation, extension and closure of IICPSD positions, set-up interview processes and prepare interview reports, run reference checks and follow-up with GSSC on ongoing recruitment cases as may be needed.
  • Manage recruitment of IICPSD interns: draft TORs, request approvals, submit to OHR for posting, coordinate shortlisting, evaluation, and onboarding processes.
  • Regular monitor the budget availability for the existing and new IICPSD positions and ensure timely submission of requests for COA modifications as may be required.

Procurement:

  • Support project procurement planning and ensure timely and quality submission of inputs to BPPS Procurement portal.
  • Support procurement processes including drafting TORs/RFQ/RFPs and facilitating internal approvals, collecting quotations for micro-purchases of simple goods, works and services and their timely submission for contract / PO issuance.
  • Collect and verify necessary information for the creation of Atlas Vendor profiles.
  • Maintain data on all procurement contracts and take timely actions for the renewals.
  • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies and implementation of the effective internal controls.

Finance and Budget Management:

  • Maintain project shadow budget and commitments and support preparations of financial reports to donors.

  • Review project revenue and expenditures, monitor budget implementation, prepare, and enter project budget revisions as may be needed.

  • Ensure timely preparation and submission of requests for payments.
  • Draft financial authorizations to enable financial transfers/allocations, provision of COAs, or other actions as needed to ensure smooth allocation/funds deployment processes.
  • Support clearance processes for funding agreements by ensure full compliance with the corporately approved templates.
  • Review project accounts, initiate corrective actions on erroneous postings and exceptional transactions, including budget errors.
  • Keep up to date with new releases vis-à-vis ATLAS and UNDP regulations, and exchanges information.

Travel and General Administration:

  • Lead and supervise the administrative associate in coordinating and processing the official mission travel requests for IICPSD team members and external participants, including timely submission of Travel Requests and Travel Reports in Atlas and settlement of outstanding travel claims.
  • Support administrative associate when needed in coordination with the SFH Project Management Support Team/IRH/GSSC on travel reconciliations.
  • Together with the administrative associate, guide IICPSD staff, personnel, and other stakeholders on applicable UNDP travel policies, practices, and procedures.
  • Serve as a primary focal point for the organization of donor meetings, country/region specific meetings, workshops, trainings, conferences, retreats and any other special events organized by IICPSD.

Project Management and Coordination:

  • Contribute to the corporate planning, monitoring, and reporting exercises as may be required.
  • Contribute to the project’s knowledge management, strategic communications and partnership development efforts as may be required.
  • Support partnership development through searching of applicable policies and templates for various partnership agreements (MoUs, Development Services Agreements, Responsible Party Agreements, Low-Value Grants, etc.) and liaising with counterparts and relevant UNDP teams (e.g. the Legal Support Office, GPN Joint Directorate, BERA, OFRM, and BPPS Operations) to obtain necessary guidance and clearances.
  • Prepare information for the IICPSD audit and provide follow-up/support to the implementation of audit recommendations as may be needed.
  • Follow the established filing and archiving standards and procedures for IICPSD; organize, update, and maintain all project/programme-related documents.
  • Ensure proper digital filing of all IICPSD documents that must be retained in support of corporate policies.
  • Perform other support functions as may be required by the Supervisor.

Required Skills and Experience

Master's degree in Economics, Management, Finance, Business/Public Administration, or other related area is required

OR

Bachelor’s degree with additional four years of relevant professional experience in finance, operations, project management or administration could be accepted in lieu of Master’s Degree.

Minimum 2 (two) years of progressively responsible experience in supporting project operations including HR, travel, procurement, finance and/or administration with Master’s degree

OR

Minimum 4 (four) years of progressively responsible experience in supporting project operations including HR, travel, procurement, finance and/or administration with Bachelor’s degree

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
  • Ability to work independently and prioritize to meet multiple competing deadlines is required.
  • Result-orientation and ability to work in a stressful environment is required.
  • Previous work experience with the UN system / UNDP in programme support, project management, operations, etc. is a distinct advantage.
  • Experience of working in global virtual teams and multi-cultural environments is a strong asset.
  • Additional certification in HR, Project Management, Finance or Procurement is an asset.
  • Experience with the implementation of private sector engagement and SDG financing-related initiatives is desirable.
  • Proficiency in English and Turkish is required.
