Overview

The position is assigned in the Regional Cooperation and Integration Unit (SARC) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. SARC is responsible for (i) coordinating regional cooperation and integration (RCI) operations in SARD; (ii) delivering operationally-relevant analytical studies on relevant and contemporary development issues in SARD countries ; (iii) planning, preparing, and implementing technical assistance projects and selected projects on RCI and other multi-sector thematic areas, such as economic corridor development, trade facilitation, and logistics; and (iv) serving as focal point for ADB operations in Maldives.

Job Purpose

The Project Analyst will provide technical and operational support for ADB operations in Maldives. The incumbent will report to Regional Head, RCI, SARD or designated International Staff and senior National Staff.

Responsibilities • Supports the activities under Maldives country programming and portfolio management. This will include: o assists in the preparation and updating of documents related to projects concept and formulation, terms of reference of consulting services assignments and project administration manual (PAM). o assists in preparing and updating individual Project Performance Reports. o compiles data and statistics on contract awards and disbursements for the assigned projects. o assists in monitoring and analyzing contract awards and disbursements and following up with Executing Agencies to resolve shortfalls. o assists in maintaining records to monitor compliance with project and TA covenants. o assists in monitoring progress in project/TA implementation including following up with EAs. o assists in updating procurement plans, reviewing procurement documents and preparing and updating Procurement Contract Summary Sheets (PCSS) and Loan Financial Information System (LFIS). • Assists in the implementation of technical assistance project(s) on Maldives; • Supports the sector teams with projects in Maldives, including communicating with government and obtaining clearances; • Carries other tasks as may be needed to ensure that Maldives operations is carried out effectively and on schedule; • Coordinates with SARD and other relevant Sector Groups and Offices in ADB to ensure effective programming and projects monitoring of ADB operations in Maldives; and • Performs other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

• Bachelor's degree, including studies in Economics, Statistics or Business Administration. • At least 5 years relevant professional experience, including project administration and coordination. • Excellent written and verbal communication skills in English. • Working knowledge of policies and practices of bilateral donors, multilateral institutions and other international organizations. • Understanding of business processes and familiarity with operational strategies and procedures of a multilateral organization. • Working knowledge and understanding of financial accounting concepts and methodologies. • Database management skills and knowledge of other IT solutions and applications used in a multilateral organization. • Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data, and prepare notes, papers and sections of reports. • Ability to work with individuals from different cultural/national backgrounds. • Please refer to the link for ADB Competency Framework for AS7.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
