OBJECTIVES OF THE PROGRAMME

The UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP) is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating, and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes. HRP is operated from within the World Health Organization's Department of Sexual and Reproductive Health and Research (SRH). The Department draws on HRP research and global expertise to set norms and standards and develop global guidelines, and to support programme development in sexual and reproductive health and rights. More information about SRH and HRP can be found at https://www.who.int/teams/sexual-and-reproductive-health-and-research .The Research Leadership and Capacity Strengthening Unit (RLC) ensures HRP research and evidence generation is conducted with the highest standards of quality, engaging research partners in an equitable manner. The Unit leads scientific review processes, research capacity strengthening, provision of scientific expertise in study design, data management, and statistical analysis, and advances novel applications of research methodologies and implementation research frameworks.

DESCRIPTION OF DUTIES

Focusing on study design, data management, and data analysis aspects of research the incumbent will:

(1) Participate in the analysis of user requirements, systems analysis, planning, design, and implementation of data processing support to the research projects undertaken by the Department. Activities may include (i) drafting and review of data collection instruments during the project design phase, (ii) conducting feasibility study on the computer support system including cost estimates for developmental and functional stages, and (iii) development and launch of web-based electronic data capture system.

(2) Engage with research responsible officers and partners on study planning activities including study design and development of research protocols, development of statistical methodologies, and novel applications of research methodologies and implementation research frameworks to HRP research.

(3) Collaborate with research partners on development and execution of data management plan, which may include (i) activities to organize and deliver training for study launch, (ii) research site visits to monitor the institutions participating in the research projects, and (iii) data curation and quality assurance activities.

(4) Provide oversight and coordinate with data management companies or organizations for data quality assurance, validation, and monitoring for research studies outsourced for data acquisition and management.

(5) Participate in the preparation of progress reports for governing and advisory bodies, WHO reporting requirements, and donors.

(6) Contribute to WHO and scientific publications and communications activities, working in collaboration with the HRP communications team

(7) Participate in activities designed to conduct capacity building of research centres to carry out high quality research that is compliant with generally accepted scientific and ethical standards.

(8) Participate in fundraising activities for increased financial support for this programme of work

(9) Carry out other tasks, as required by the Manager of Quantitative Assessment and Data Management, Unit Head, and Director.

REQUIRED QUALIFICATIONS

Education

Essential: A first University degree in Data Science, Data Analytics, or a related discipline. Desirable: Advance Degree in Bioinformatics, Statistics, or Biostatistics.

Experience

Essential: At least 5 years of experience in areas of SRHR related Data Science including but not limited to systems development and scientific data processing, research study design, statistical analysis, information synthesis and reporting, with at least 2 years on research studies pertaining to sexual and reproductive health and rights. Desirable: Demonstrated ability to apply systems analytical and programming techniques, competence in the planning and execution of work, with supervisory ability. Working experience in a UN agency or an international nongovernmental organization in low- and middle-income countries on research studies pertaining to sexual and reproductive health.

Skills

  • Knowledge of research methodologies and their application to public health.
  • Ability to develop complex analytic algorithms in SAS and R. Strong research, analytical and scientific writing skills, as evidenced by experience of peer-review scientific publications in the areas of sexual and reproductive health and rights.
  • Strong understanding of database development for research, data management and data quality assurance, as evidenced by experience of developing web-based data entry platforms in standard software and research data quality management.
  • Training and mentoring skills for research capacity strengthening.
  • Strong communication and diplomatic skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4488 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
