Overview

You have:

  • Minimum of 3 years’ experience in humanitarian and/or development programmes working for an international organization or UN agency.
  • Experience working with mixed migrants, refugees, and internally displaced persons using community mobilization and participatory approaches.
  • Higher education degree in development studies, social work, social sciences, or another relevant field from a recognized institution.
  • Excellent verbal and written proficiency in English and Amharic. Good knowledge of Tigrigna.
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment.

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, Gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

Information Hub Team Lead will be responsible for the project implementation of DRC’s Information Hub services in Addis Ababa. The IH Team Lead will supervise Officers and Info Hub-based outreach workers, as well as collaborate with other Programme staff, to ensure EMP activities in the Info Hubs are delivered according to EMP plans and policies. The IH Team Lead will play a key role in coordinating EMP’s Information and Communications (IC) component, to ensure operational concerns and considerations from the field are effectively fed back and mainstreamed into future activities. Furthermore, the IH Team Lead will be responsible for management of Information Hub facilities, ensuring efficient operations and procedures.

RESPONSIBILITIES

A - Programme field implementation and operations

  • Oversee field implementation of EMP IC activities, including information sessions and dissemination of IEC materials.
  • Develop and maintain cordial working relationships with key stakeholders, including community members and representatives, local government authorities, RRS, UN agencies, and other stakeholders, as necessary and directed by the component team.
  • Contribute to development of Activity sheets in a quarterly bases with informed and innovative additions to interventions.
  • Support the establishment and/or maintenance of Info Hub dissemination channels.
  • Organize monthly information sessions at the Info Hubs, per the specifications provided by the IC team.
  • Oversee the distribution of printed materials, such as leaflets and service directories, in Info Hub catchment areas.
  • Find safe but effective social media platforms among the community to disseminate IEC materials
  • Manage referral processes to service providers through the Info Hub helpdesk function.
  • Create innovate ways of reaching out to Eritrean community in Addis Ababa as to heighten the number of clients utilizing the help desk.
  • Follow through weekly harmonization meetings among mentors and outreach works to ensure updated info exchange.
  • Oversee the schedule of mentors and outreach workers with the help officer to ensure smooth help desk service at the Info Hub.
  • Brainstorm with mentors, outreach workers and info session participants to identify information gaps among the community for further delivery through info sessions and other Info Hub outlets.
  • Develop vivid periodic report for all activities implemented across the Info Hub maintaining programme’s and DRC’s standard.

B - Team coordination and support

  • Lead facility management for each physical Info Hub location, ensuring Info Hubs are properly maintained, equipped and staffed to support activities.
  • Ensure that procurement procedures are adequately met, procurement plans/requests are submitted, and procurement processes are followed up on.
  • Supervise the IH field team, including casual and/or incentive workers at the Info Hubs, to ensure overall compliance and efficiency.
  • Oversee the schedule of mentors and outreach workers with the help officer to ensure smooth help desk service at the Info Hub.
  • Contribute to development of Activity Based Budgets (ABBs), especially to forecast costs and update on completed activities.
  • Maintain and update lease agreements and coordinate the renewal of leases for Info Hub premises.
  • Maintain accurate and comprehensive files of activities, outputs, materials, and other relevant documentation.
  • Attend regular coordination meetings in the EMP office, as directed by the Programme Operations Manager, to ensure clear communication with relevant EMP component teams, M&E staff and senior management.
  • Any other duty as assigned by supervisor

Experience and Technical Competencies: (include years of experience)

  • Minimum of 3 years’ experience, preferably in humanitarian and/or development programmes working for an international organization or UN agency.
  • Experience working with mixed migrants, refugees, asylum seekers, and/or internally displaced persons using community mobilization and participatory approaches.
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment.
  • Excellent oral and written communication skills.
  • Good computer skills (MS Excel, Word, PowerPoint and Outlook).

Education (include certificates, licenses etc.):

  • Higher education degree in development studies, social work and social sciences or other relevant field from a recognized institution

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English and Amharic. Good knowledge of Tigrigna.
