  1. Background

The West and Central Africa, North Africa and Latin America (WANALA) region has 73 bases spread around three main areas in 12 countries: 43 in West Africa (former WARO), 11 in North Africa (former NARO) and 19 in the Americas.

Under the leadership of the regional office in Dakar and closely linked to interventions in neighbouring Central African Republic (CAR), DRC began operations in Cameroon in 2018 by responding to the humanitarian needs of refugees from CAR and vulnerable Cameroonians in the Adamaoua region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic approach of graduation to improve both protection and economic recovery. Interventions include identifying key protection risks and inter-population conflicts to identify social cohesion and conflict resolution projects that will bring communities together. The Emergency Mobile Team (EMPACT) established DRC's program presence in the Southwest region in late 2018 to address the needs of forcibly displaced people in the context of the Anglophone crisis, beginning humanitarian activities in January 2019. DRC operates in the Meme and Fako divisions, with an office in Buea. Programming focuses in rural and hard-to-reach areas to meet people's basic needs for food, shelter, and NFIs, while improving the protection environment and providing income generation opportunities.

2. Overall purpose of the role:

The Economic Recovery Team Leader will be responsible for day-to-day management of the Economic Recovery and emergency response team staff in Buea, Southwest of Cameroon facilitating the implementation of Economic recovery interventions according to the organization and donor standards. The Economic Recovery Team Leader will be responsible for ensuring food security, livelihoods (Economic Recovery) and Shelter/NFI (Emergency Response) team leadership, project management, quality implementation and coordination in relevant sector groups/clusters in Southwest. S/He will facilitate the conduction of multi-sectoral needs assessment, lead the identification and registration of vulnerable beneficiaries for different program component mainly food vouchers, income generation activities including entrepreneurship, employment and financial literacy, business development skills training, manage the emergency response activities mainly the distribution of shelter/NFI and resilience building in the areas of operation. The Team Leader will ensure the quality of the planning, implementation and follow up of all technical aspects of economic recovery and emergency response activities being implemented by DRC teams. The Team Leader will work with both internal and external stakeholders including DRC other sectoral counterparts to ensure safe, coordinated, and integrated programming approach. This position will consist of 60% of the time travelling to remote and insecure areas to monitor the quality of the project activities. The Team Leader being supported by the Program Manager, and Area Manager will implement and monitor the project implementation of USAID/BHA food voucher project, IGA interventions, and Shelter/NFI component funded by ECHO in different divisions in Southwest. For these activities and projects, the Team Leader provides a timeline and planning of activities, ensures the quality of this planning, follow-up on the budget and all other technical aspects of the activities and projects. S/He will develop and maintain good relations with the targeted communities, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities. S/he will ensure confidentiality and strict adherence to the DRC Code of Conduct throughout his/her work.

3. Responsibilities:

Programme design and development

  • Support the Economic Recovery Programme Manager in the design of projects and development of Concept Notes and Proposals with the technical supervision of the Economic Recovery Specialist;
  • Facilitate and support the designing of training modules and tools relevant to the Economic Recovery (Food Security and Livelihoods) interventions;
  • Closely coordinate with DRC’s other sector managers for all relevant activities to ensure the implementation of DRC’s integrated approach and to make sure Protection is mainstreamed in all project activities;
  • In close collaboration with MEAL team, monitor and evaluate projects and take corrective actions, if needed.

Programme delivery and technical support

  • Lead the implementation of Economic Recovery and Emergency Response programming in the field ensuring a high level of quality in line with DRC’s quality standards and donor’s standards and regulations;
  • Ensure the timely and quality achievements of the activities, which includes planning the activities and sharing tasks among the team, implementing, and monitoring the work of the team and the achievement, visiting the activities;
  • Contribute to update/develop Standard Operating Procedures, in collaboration with the Economic Recovery Programme Manager;
  • Prepare project procurement plans and raise materials/services requisitions and follow up with the respective support service departments;
  • Provide technical and managerial training for staff as relevant, conduct performance evaluations, and design capacity building plans to support their development.

Grant implementation and reporting

  • Support the Programme Manager in developing the Programme Management Tool at the project kick-off and inception phase (budget forecast, workplan, procurement plan, HR plan) – to be updated throughout the project period;
  • Verify data entered in the internal reporting system including Excel, Word, PowerPoint, or Information Management database;
  • Consolidate inputs from the Economic Recovery field teams for reports to donors;
  • Reporting according to donor and internal DRC templates and policies.

Logistics/Finance

  • Responsible for ensuring the team’s compliance to DRC safety procedures and guidelines as established by DRC Safety team, Programme Manager and Area Manager;
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution;
  • Ensure distribution plans are prepared and shared with all relevant stakeholders;
  • Ensure accurate financial and stock reconciliations after IGA kits and Shelter/NFI in-kind distributions;
  • Ensure that all needed beneficiary information is accurately collected and reported through established mechanisms.

Coordination and representation

  • Represent DRC at Food Security, Cash Working Group and Shelter/NFI Cluster and other fora as required in Southwest Cameroon;
  • Liaise with other NGOs and stakeholders at regional level to assess needs and collaborate on the design of programmes to meet those needs;
  • Ensure integration with other DRC sectors.

Perform any other relevant tasks as requested by the Line Manager.

4. Required Qualifications

Minimum 2 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.

• Minimum 2 years of practical experience in Economic Recovery/Livelihoods and Emergency Response sector for an INGO, specifically in market systems and business support

• Proven management skills and a competence in people management

• Experience in area based integrated programming approach

• Expertise in delivering market systems-based interventions.

• Experience in proposal and budget development and project implementation including budget management.

• Understanding of and experience in engaging the cluster system in humanitarian settings.

• Commitment to learning and implementing organizational policies and procedures.

• Excellent skill in MS Word, Excel, and PowerPoint

• Full professional proficiency in English

• Field experience.

Mandatory:

  • At least 5 years of experience in similar position.
  • Master's degree in social sciences, political science, international relations, humanitarian or development studies, or any other field relevant to the position.
  • Proven experience in project development and/or project implementation within an international humanitarian nongovernmental organization
  • Knowledge of Protection, Economic Recovery, Food Security and Livelihoods, Emergency programming.
  • Knowledge of donor rules and procedures.
  • Proven experience in writing project proposals and donor reports.
  • Excellent budgeting skills and financial literacy.

Education: Bachelor’s or master’s degree in a related field, including international development, international economic development, business, economics, etc.

Languages:

  • Fluency in written and spoken English;
  • Fluency in local South-West Cameroon Languages.

    6. General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework;

  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization;
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period;
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization;
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
