DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.
About the job
- The Programme Team Leader (South) serves as DRC’s primary field-level programme focal point in South Lebanon and oversees the coordinated implementation of all assigned DRC programme activities in the area.
- The role may oversee activities across Protection, Economic Recovery, Shelter and Site Management, emergency response, and other thematic areas introduced according to operational needs.
- The post holder is not expected to be the technical specialist for every sector. The role ensures strong people management, operational planning, budget follow-up, compliance, coordination, field-level problem solving, and timely delivery, while working closely with relevant Technical Coordinators and Specialists for technical quality assurance.
- The position requires strong knowledge of the South Lebanon context, established relationships with local stakeholders, and regular field presence. The Team Leader translates project commitments and technical guidance into practical field plans and ensures safe, accountable, integrated, and high-quality assistance. Your main duties and responsibilities will be:
Programme delivery and technical coordination
- Lead field-level implementation of assigned projects and ensure activities are delivered on time, within approved scope and budget, and in line with project targets, DRC procedures, donor requirements, and agreed technical guidance.
- Act as the first management point for day-to-day programme implementation issues in the South, resolving operational challenges within the role’s authority and promptly escalating major technical, financial, safety, access, or strategic concerns.
- Prepare, maintain, and update project work plans, activity schedules, movement plans, procurement plans, HR plans, and relevant Programme Management Tool components.
- Translate guidance from Technical Coordinators and Specialists into practical implementation arrangements and ensure teams use approved tools, methodologies, referral pathways, and standard operating procedures.
- Maintain a substantial field presence across DRC locations in South Lebanon to supervise implementation, support staff, monitor programme quality, and respond to contextual or operational developments.
- Coordinate activities across Protection, Economic Recovery, Shelter and Site Management, emergency response, and other thematic areas to promote complementarity and avoid duplication.
- Identify implementation delays, access constraints, programme risks, protection concerns, and emerging needs; propose corrective measures and escalate significant issues promptly.
- Support emergency assessments and response planning and adapt field priorities when the context changes.
Staff management
- Line manage assigned programme staff and provide clear priorities, day-to-day supervision, coaching, and constructive feedback.
- Develop team and individual work plans, allocate responsibilities, monitor workload and working hours, and ensure adequate field coverage.
- Conduct regular team meetings, individual follow-up, performance and development reviews, and capacity-building plans in coordination with technical colleagues.
- Support recruitment and induction of new team members and ensure job descriptions and reporting lines remain clear and current.
- Promote collaboration across thematic teams and maintain a respectful, accountable, and inclusive working environment.
- Identify staffing, skills, performance, or wellbeing concerns early and address or escalate them through appropriate management channels.
Grant implementation, budget management and reporting
- Ensure implementation complies with approved proposals, donor requirements, DRC policies, and relevant programme standards.
- Regularly update project BFUs, budget forecasts, and spending plans in coordination with the Programme Manager and Finance; monitor expenditure against approved budget lines and flag underspending, overspending, ineligible costs, or required reallocations.
- Initiate and follow up procurement, recruitment, logistics, fleet, administration, and cash-related requests required for timely delivery.
- Provide timely and accurate inputs to internal updates, donor reports, assessments, sitreps, and management briefings, highlighting achievements, challenges, risks, lessons learned, and proposed actions.
- Ensure programme documentation and supporting records are complete, accurate, appropriately filed, and compliant with DRC and donor procedures.
- Contribute field analysis, operational inputs, activity design, targets, staffing structures, work plans, budgets, and risks to concept notes and proposals.
Partner management
- Coordinate with and monitor implementing partners at field level, including implementation progress, targets, activity quality, expenditure, reporting, compliance, and agreed capacity-strengthening actions.
- Maintain regular communication with partners, follow up agreed actions, and escalate material performance, compliance, safeguarding, or operational concerns.
Sector coordination, context analysis and representation
- Represent DRC at relevant field-level coordination meetings and working groups, as delegated, and communicate decisions and follow-up actions internally.
- Maintain constructive relationships with municipalities, unions of municipalities, line ministries and local authorities, community representatives, UN agencies, NGOs, partners, and service providers.
- Coordinate with Technical Coordinators and other DRC teams to harmonize approaches, share field learning, resolve operational bottlenecks, and maintain programme quality.
- Maintain an up-to-date understanding of humanitarian needs, displacement trends, community dynamics, available services, access constraints, and operational risks in South Lebanon.
- Provide regular context updates to management and support stakeholder mapping, needs assessments, geographical prioritization, and response planning.
Monitoring and evaluation
- Work closely with MEAL and Information Management colleagues to monitor indicators, targets, activity quality, programme participant feedback, and means of verification.
- Review programme data for completeness, consistency, and plausibility before submission and follow up with teams on gaps or corrective actions.
- Use monitoring findings, community feedback, and field observations to improve implementation quality and programme effectiveness.
Accountability, protection mainstreaming and compliance
- Ensure communities receive clear information about DRC services, eligibility and selection processes, referral options, and complaints and feedback channels.
- Ensure feedback and complaints are handled or referred safely in accordance with DRC accountability and safeguarding procedures.
- Ensure protection mainstreaming, conflict sensitivity, do-no-harm, gender, age, disability inclusion, and meaningful community participation are integrated across all activities.
- Ensure teams apply DRC policies and procedures, including the Code of Conduct, safeguarding, prevention of sexual exploitation, abuse and harassment, data protection, anti-fraud, safety, and security requirements.
- Escalate serious protection, safeguarding, fraud, safety, access, or reputational concerns immediately through appropriate reporting channels.
Other
- Support project kick-offs, reviews, learning exercises, evaluations, and close-out processes.
- Identify realistic opportunities for integrated programming and responsible expansion in South Lebanon based on needs, DRC capacity, and coordination priorities.
- Respond to emergencies and sudden crises in line with DRC policies and procedures.
- Perform any other relevant duties agreed with the Programme Manager.
About you
To be successful in this role we expect the following:
Required
- Bachelor degree in social sciences, international development, business or public administration, economics, engineering, humanitarian studies, or another relevant field. A combination of relevant education and substantial directly relevant experience may be considered.
- Minimum four years of relevant experience with a humanitarian or development organization, including at least two years in a formal team leadership or programme management role.
- Previous experience with DRC, including familiarity with DRC programme management tools, internal procedures, budget follow-up, procurement processes, reporting requirements, and operational systems.
- Demonstrated experience managing staff, setting priorities, monitoring performance, coaching team members, and addressing day-to-day implementation challenges.
- Practical project-cycle management experience, including work planning, target monitoring, budget follow-up and forecasting, procurement planning, reporting, and coordination with support departments.
- Experience overseeing humanitarian or recovery programmes in at least one relevant area such as Protection, Economic Recovery, Shelter, Site Management, Basic Assistance, or emergency response, with the ability to manage multisector delivery under technical guidance.
- Strong knowledge of the humanitarian, political, socioeconomic, community, safety, and access context in South Lebanon, including experience working directly with local authorities and communities.
- Currently residing in South Lebanon, with an established and sustainable presence that enables regular travel and rapid field deployment across DRC areas of operation in the South.
- Demonstrated ability to coordinate with public authorities, partners, UN agencies, NGOs, and community stakeholders and to represent an organization professionally.
- Strong analytical, planning, organizational, interpersonal, communication, and problem-solving skills.
- Good command of Microsoft Office, particularly Excel, Word, PowerPoint, and Outlook.
- Professional working proficiency in Arabic and English.
Desirable
- Previous experience managing more than one thematic team or an integrated multisector response.
- Experience working in emergency, displacement, collective shelter, or conflict-affected settings in South Lebanon.
- Experience working with implementing partners and monitoring partner-delivered activities.
- Knowledge of Kobo or other digital data-collection and basic data-analysis tools.
