Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food and nutrition security and to reduce malnutrition, to help develop the agriculture, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative, the direct supervision of the Deputy FAORep (DFAOR), in coordination of FAO DPR Korea team and in collaboration with FAO China team, the incumbent will process timely office/programme management and administrative requests, to perform the tasks described below.

Technical Focus

The Programme Support Specialist interacts with a wide variety of colleagues in FAO DPRK and FAO China, as well as colleagues within the Organization, providing routine programme, operations and office support services for successful achievement of the organizational unit’s mandate. The job role requires in-depth knowledge and interpretation of programme/operations policies, procedures and practices.

Tasks and responsibilities

  • Support FAOR and DFAOR in day to day functions of the office;
  • Follow-up regular official correspondences and documentations, take necessary actions to ensure appropriate routing, reply, prioritization, analyze and bring to the attention of the FAOR and DFAOR
  • Support FAOR and DFAOR in preparation of annual work plan and assist in updating and monitoring various system reports, including PIRES, FPP, ICQ etc.
  • Follow-up on-going programme/project to provide timely operations support on procurement, receiving, financial management including the Regular Programme budget
  • Support DFAOR in coordination with other team members of FAO DPR Korea to prepare the submission of procurement for Sanction Committee approval, as well as procurement plan, vendor performance evaluation, customs clearance, and other issues relevant to procurement activity
  • Support and advise the team on operating and monitoring of FAO corporate systems , regularly run reports from the corporate systems and performs analysis and follow-up actions
  • Work closely with Operations Team of FAO China, provide support to the overall operations activities, and facilite the programme delivery in FAO office
  • Provide hands-on assistance to organize virtual, face-to-face and hybrid meetings and events and provide backup support on office ICT including,
  1. Troubleshooting:
  • Support the corporate IT Services according to the current policies and regulations, ensuring the timely provision of the Post Incident Report (PIR) to the regional ISD;
  • Troubleshoot requests related to IT hardware, software and services issues, reporting and recording accordingly in the corporate Service Management system;
  1. User support
  • Assist in the presentation of display materials and Video Conferencing events;
  • Provide instructions to users on existing technology and potential use (One drive for Business, Team-works, MSOffice, Intranet, Skype for Business, etc.);
  • Provide orientation to New Users on the IT rules and regulations, in particular related to equipment, printers, scanners, and IT security matters;

  • Submit the end of assignment report in brief on the work undertaken, with the conclusions and recommendations in English.

  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in a field related to project management, business or public administration, or other related fields
  • Minimum three years of relevant experience in project management, business administration and/or areas relevant to operations or administration
  • Working knowledge of English and Chinese
  • Proficiency in current office software applications (MSOffice, Team-work, One drive for business, intranet, etc.) and good knowledge on operating automated devices
  • Chinese Nationality or resident in the country with a regular work permit.

Selection Criteria

  • Extent and relevance of experience in the field of programme management and office administration
  • Familiarity with UN or standard rules, policies and procedures of programme management, operational, administrative and financial; understanding of FAO policies and programme is considered a strong asset
  • Demonstrated analytical and judgment skills, and ability to coordinate recourses to provide efficient administrative and operations support
  • Extent of knowledge of FAO's corporate systems and database, familiarity with UN corporate systems would be considered an asset
  • Effective communication skill and good organizational and time management skill
  • Good knowledge and relevance of experience in MS365 platform, be able to use existing IT devices, apps, and support staff on shooting uncomplicated problem
