You have:
- Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience.
- Bachelor’s degree in the above fields with four years of relevant professional experience.
- Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector.
- Work experience in donor relations and grant management for specific donors of IOM’s interest.
- Experience with Results-Based Management (RBM) approach and other strategic planning approaches.
- Fluency in English is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
- Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background.
Contract

Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM), and in close collaboration with the Programme Coordinator and relevant units in Iran Country Office, the Regional Offices and Headquarters (HQ), the Programme Support Officer will support the coordination and facilitation of project development, donor and institutional reporting, as well as donor liaison activities with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders.

- Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background;

- Good level of computer literacy, including database applications.

IOM's official languages are English, French, and Spanish.

Responsibilities
- Support the development and endorsement process for concept notes, project proposals, and budgets in line with the International Organization for Migration (IOM) strategies and donor priorities. Liaise with programme units and the RO to ensure proposals are technically sound, coherent, and aligned with national and regional strategies, and in line with IOM policies, standards and internal procedures.
- Support the coordination and preparation of donor reports in line with contractual requirements, ensuring quality control, data accuracy, and narrative coherence, while tracking reporting deadlines to guarantee timely submission and supporting compliance with donor agreements, IOM policies, and PRIMA requirements.
- Contribute to identifying potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities, and assist with developing approaches to expand the IOM donor base.
- Support effective working relationships with donor counterparts and project/programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups.
- In coordination with the CoM, and the Programme Coordiantor participate in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks and policy centers at the international and national level.
- Support the integration of Monitoring, Evaluation, Accountability and Learning (MEAL) frameworks into programme design and implementation by assisting in the development of indicators, logframes, and monitoring tools, and contributing to data collection, analysis, and reporting for evidence-based decision-making.
- Provide technical inputs and support in response to emerging trends and priorities and ensure compliance with IOM and donor interests and requirements.
- Supervise and provide guidance to the Data and Communication Assistant to support programme data management reporting, documentation, communication activities.
- Support capacity building and training activities in the field of programme development, donor and institutional reporting and the rollout of the SRF for Country Office staff through workshops and seminars.
- Support knowledge management and maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software applications.
