This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the direct supervision of the Global Maritime Crime Programme of UNODC, Programme Coordinator for Southeast Asia and the Pacific or his/her designated mandated representative(s), the IUNV Programme Support Officer will:

  • Assist the GMCP Programme Coordinator in the development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme;

  • Assist the GMCP Programme Coordinator in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities in the region;

  • Assist the Programme Coordinator, provide support and coordinate regional forums on maritime crime issues in the Southeast Asian region especially counter maritime drug trafficking in the Andaman Sea and Malacca Sea regions.

  • Assist the Programme Coordinator in project and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation and administration;

  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;

  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc., relating to maritime crime issues in the region;

  • Provide administrative and substantive support to the GMCP Programme Coordinator in view of consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.;

  • Assist the GMCP Programme Coordinator with administrative processes related to the procurement of equipment and services including preparation of purchase orders, contracts for consult-ants, related payment requests, and monitoring and follow-up on such requests in line with UN financial rules and regulations;

  • Carry out field missions to locations the region where GMCP carries out programme activities for engagement with key stakeholder and monitoring of project delivery;

  • Perform any other related tasks as may be required or assigned by the supervisor

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. International relations, International Security, Politics, International Law, or a related area; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree;

Required experience:

24 Months

Experience remark:

  • Minimum of 2 years work experience in research of maritime crime issues in Southeast Asia or implementation of project activity to counter maritime crime.
  • Experience in the coordination of regional forums relating to maritime crime issues in Southeast Asia.
  • Experience and knowledge of developing regional cooperation to counter maritime drug trafficking on the Andaman and Malacca Sea
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

  • Experience in the management and implementation of Programme and project activities

  • Experience in volunteerism is an asset;

Language skills:

  • English(Mandatory), Level - Fluent
