The International Organization for Migration (IOM) Turkey manages a portfolio of 66 projects in the areas of migration management, emergency response, transition and recovery and community stabilization, and resettlement. While many projects are managed from the main Office in Ankara, a large component of the programmatic portfolio includes Refugee Response interventions to support refugees in Turkey as well as Cross-Border actions to serve the needs of Syrians inside Syria. These projects are managed from the Gaziantep Sub-Office in South-eastern Turkey. To effectively manage a large and complex programme portfolio, IOM Turkey has established a centralized Programme Support Unit based in Ankara, Istanbul and Gaziantep

Under the overall supervision of the Senior Programme Development Officer and direct supervision of the Project Development-Reporting Officer (East-Southeast Mediterranean Sub-Office) and in coordination with the Cross Border Senior Programme Coordinator and Refugee Response Senior Programme Coordinator in Gaziantep, and Project Managers (PM), the successful candidate will support the organization’s donor liaison and project development actions through contributing to the development, review and submission of project funding proposals and donor reports, coordinating with donor representatives in Turkey and IOM Regional Offices (RO)/Headquarters (HQ), regarding IOM Turkey Cross Border and Refugee Response portfolios. S/he will also assist in the development of strategies, methodologies, and contingency plans that respond to new and emerging operational challenges for both Turkey and Syria.

• Contribute to timely and accurate reporting including official monthly, interim, and final reports for donors and the Country office (CO) based on program objectives, work plans, and timelines set by project agreements. In addition, contribute to periodic and activity-specific reports from the CO, RO, and HQ, as may be required. • Support the organization’s project development actions by maintaining regular contact with donor relations counterparts and by providing technical inputs and drafting sections of project funding submissions, proposals, and appeals, as well as supporting Programme and Resources Management with submission of General Agreements (GAs), Memorandum of Understanding (MoUs), Letter of Agreements (LoAs), and other types of contracts when necessary. • Attend donor and working group meetings and briefings and liaise with donors and project partners in close coordination with the Project Development- Reporting Officer in Gaziantep and relevant Programme Coordinators/Managers. • Take part in the planning, organizing, and coordinating of the Project Development/Reporting Work Plan and matrices, supporting the development and updating of project, reporting, and contract schedules for relevant IOM Turkey projects. • Keep accurate and pertinent records of all correspondence, project development and reporting files, and other Project Development-Reporting information, including on PRIMA and other online systems such as the Office for the Coordination of Humanitarian Affairs (OCHA) Grants Management System. • Consolidate inputs in view of developing responses, recommendations and approaches towards refugee response, and cross-border activities, in line with the CO’s strategy. Assist in the development of CO strategies, methodologies, and contingency plans that respond to new and emerging operational challenges for Turkey and Syria, through a consultative process with senior management and programme staff, for distribution to donors, government partners, and other counterparts. • Research, analyse, and draft other documents necessary for project development, reporting, and donor liaison purposes. • Organize and participate in capacity development and training activities in the field of programme development for government officials, Non- governmental organizations (NGOs), and IOM Staff in Turkey through workshops and seminars. • Monitor, analyse, and draft progress reports on humanitarian response and development, emergency relief programmes, and stabilization programming in Turkey and/or Syria. Consolidate and analyze data on programme implementation and indicators to facilitate the preparation of interim and final donor reports as well as CO, regional and Headquarters periodic and activity-specific reports, as may be required. • Establish and maintain contacts with relevant internal and external partners for information collection and sharing, to discuss trends and lessons learned, and to provide information regarding humanitarian and emergency assistance, stabilization and migration management. • Support and assist in liaising with relevant authorities, United Nations (UN) agencies, non-governmental organizations, and other stakeholders. • Provide general administrative and technical support such as preparation and organization of conferences, meetings, trainings, and other events, as well as communication and liaison with donors, counterparts, and the Government of Turkey. • Undertake duty travel within and outside Turkey to support donor liaison, project development, and reporting efforts. • Perform such other duties as may be assigned.

an international organization and knowledge of the UN is essential. • Previous experience with and knowledge of countries’ funding mechanisms is an asset, particularly the US, Syria Crisis Humanitarian Pooled Fund, and European Civil Protection and Humanitarian Aid Operations (ECHO); • Previous work experience in relevant issues such as migration, displacement, humanitarian assistance, community stabilization, Syria, and Turkey, is essential. • Experience in project development and report writing.

Skills • Knowledge of programme management cycle. • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing, etc. • Proven skills in project development, technical writing and editing, preferably in the international development/humanitarian sector • Skills in donor relations and report writing for specific donors of IOM’s interest would be an advantage. • Working knowledge in the context of Syria is an advantage • Knowledge of donor funding mechanisms, particularly the US Government (USG) and United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), European Union (ECHO), among others. • Sound knowledge of project implementation and donor reporting procedures; familiarity with financial management.

The UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Host Entity's support might be limited.

UNV Entitlements in a Nutshell for International UN Volunteer (Specialist): - Current Volunteer Living Allowance (VLA) is USD 2322 USD. - In case of dependents, volunteers will receive 250 USD for 1 dependent, and 450 USD for 2 or more dependents.
