To enhance governance reforms that rest on collective actions, system transformation approach, and resilience building, UNDP facilitates and coordinates policy making processes between policy domains, between levels of government (national and local) and between stakeholders (public, private and civil organizations and development partners). The main areas of focus are good governance at all levels, decentralization and local development, public finance management, preventing corruption and promoting cross-border cooperation and security. The changes in this area contribute to transparent and accountable governance, greater social cohesion, and reaffirm the Government’s commitment to EU accession and the “fundamentals” to build trust and counteract polarization. UNDP has demonstrated experience in building human resources capabilities and leveraging technologies across the priority areas. Currently UNDP CO is implementing several activities in the area of security under the “Cross-border integrated institutional approach towards combating Illicit Arms Trafficking” and will be part of the new Western Balkan initiative in peace and trust-building in the frames of the project “Strengthening the role of youth in promoting increased mutual understanding, constructive narrative, respect for diversity, and trust in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia”. The CO is also implementing projects that are funded by SIDA (Building Municipal Capacities for Project Implementation and Air Pollution Project).

Under the direct supervision of the Head of Democratic Governance and Peacebuilding Unit, the UN Volunteer will undertake the following tasks: 1. Support to Democratic Governance and Peacebuilding program development and planning • Contribute to the research and analysis of the regional and national political, social and economic development trends having an impact on the Programme. Collect, analyze, verify and synthesize information to facilitate program development, design and preparation. • Support the preparation of technical reports and inputs for program preparation and documentation ensuring accuracy, timeliness and relevancy of information. 2. Program management, monitoring and delivery of results. • Assist in the technical and administrative activities throughout all stages of programming processes by participating in a variety of technical program transactions, preparing materials/documentations and complying with organizational processes and management systems. • Participate in monitoring and evaluation exercises, program reviews with government and other counterparts and prepare minutes/reports on results for follow up action by project and programme managers. 3. Technical and operational support to program implementation • Participate in the field visits and surveys and/or collect/share information with partners/stakeholders to assess progress and provide technical support for resolution. 4. Innovation, knowledge management and capacity building • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results. • Participate in capacity building initiatives to enhance the competencies of clients/stakeholders.

North Macedonia is a landlocked country, geographically located on the Balkan Peninsula, southeastern Europe with around 2.02 million inhabitants. Capital city is Skopje with around 600,000 inhabitants. It is the largest city of North Macedonia, the country's political, cultural, economic, and academic centre. There is a wide range of hotels, restaurants, educational centers, access roads, public transport (buses, taxis, trains), public services and places for recreation, airports. Medical services in the main cities (public, private clinics and hospitals) are available.

North Macedonia is an upper-middle-income country that has made great strides in reforming its economy over the past decade. Following strong economic growth during the period 2002–08 averaging 4.3%, average GDP growth has declined to 2.1% per year since 2009. The main drivers of growth since 2009 have been construction, industry, and wholesale and retail trade. Skopje is the capital city with majority of the population of the country living there. The country is a candidate for EU membership and a NATO member.

In light of rapidly developing situation with Covid-19, the safety and security of UN personnel is a priority and UNDSS ensures that all UN personnel remain informed of security updates and are supported by local security arrangements.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
