The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Programme Support Officer (1 Post)-Reannouncement

Duty Station: Sittwe Office, Rakhine State

Report to : Programme Manager

Overall purpose of the role:

The Programme Support officer works as part of DRC’s team in Rakhine. The position is based in Sittwe, with frequent travel in field bases (Mrauk-U and Maungdaw) and project areas.

Overall responsibility includes supporting the quality and timely design, planning and implementation of Rakhine program in villages and IDP camps across Rakhine state, including Protection (General Protection, Child Protection and Gender Based Violence), Economic and Recovery, WASH, Shelter, Camp Coordination and Camp Management projects under the direct supervision of the Programme Manager. The Programme Support officer will also work closely with the MEAL department, Grants Units and Technical Coordinators.

This position will develop and maintain good relations with all departments and relevant stakeholders, humanitarian actors, to support adequate implementation and coordination of DRC activities.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support to all area operations in Rakhine State.

Specific duties and responsibilities

This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of programs, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations. The Programme Support Officer shall conduct regular field visits (including traveling by boat to reach the project’s locations) and will be expected to perform the following duties:

Strategy and Program Development

  • Along with the Programme Manager and Area Manager, support developing the overall programmatic strategy across the entire area operation, ensuring that program design and implementation is in line with the overall country program strategy.
  • Support the definition of program planning for upcoming program cycles in line with available funding, and closely work with Project Managers and field staff to identify inputs to be translated into opportunities for new projects
  • Contribute to the definition of need assessments for emergency or longer-term programming in existing or new project locations
  • Support the development of concept notes, budgets and proposals with the support of Grants unit, Programme Manager and Project Managers

Programming & Operations

  • Along with the Programme Manager, ensure effective, efficient, and timely implementation of all projects according to agreed contracts, budgets, and policies and in accordance with specific donor requirements
  • Conduct frequent field visits to project locations to ensure that project implementation is in line with the sector, donor and internal requirements and guidelines
  • With the support of Project Managers and Programme Manager, guarantee delivery of up-to-date project management tools and budget monitoring tools.
  • Liaise with internal departments such as finance, supply chain, etc to support program implementation
  • Support the follow up of responsible partnerships with local NGOs and Civil society groups, as needed.
  • Complete other tasks as needed and assigned to support programs and operations

Monitoring, Evaluation, and reporting

  • With the support of the MEAL team, ensure monitoring tools are up-to-date and projects and results are in line with proposals
  • Conduct frequent field visits to project locations to ensure timely and quality monitoring of the program
  • Contribute to the development of donors, clusters and ad hoc reports and communications items with support from Grants Unit, Project Managers and Programme Manager, as needed.
  • Support the team in developing monthly, Quarterly, and final donor reports with support from the Programme Manager and Project Managers

Representation, external relations, and advocacy

  • Representation of DRC and active participation in sector meetings and relevant sub-sectors/working groups
  • As requested, represent DRC in donor visits

Experience and technical competencies:

  • Master's degree in political science, international development, economics, or another relevant field
  • Minimum 2 years of experience in I/NGO projects, in relevant field
  • Minimum 1 year of experience with people management, grants, and program management
  • Experience in any of the following is considered an added value: protection, CCCM, Shelter, WASH and/or livelihoods programs
  • Experience in producing high-quality reports and monitoring tools, as well as budget management
  • Excellent interpersonal and communication skills for external audiences (including clusters, governments, and donors)
  • Experience working in conflict contexts or humanitarian response
  • Full professional proficiency in English and Myanmar
  • Other local languages are considered an asset

We Offer:

  • Starting date of employment: ASAP.
  • Contract length: DRC’s Staff Contract includes a probation period of 3 months. Renewables depend on both funding and performance.
