Background

UN Women Nepal’s Strategic Note (SN) for the period 2023-27 lays out the agency’s unique role and comparative advantage in supporting national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to Nepal’s national priorities as described in Nepal’s Fifteen Plan, its gender equality commitments, the needs of women’s organisations and the UNSDCF 2023-27 with a commitment of leaving no one behind.

Under the overall guidance of the Deputy Country Representative and Operations Manager, the Programme Support Management Officer is responsible for supporting the implementation, monitoring and reporting of projects for the Country Office and providing accompaniment support on programme and financial management for the programme team.

Duties and Responsibilities

Support to the design and implementation of projects

  • Support the Head of Programmes/ Deputy Country Representative to develop/review programme annual work plans to ensure compliance with UN Women programme goals and results-based indicators;
  • In coordination with respective Programme Managers/Officers, prepare annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary)
  • Support the Head of Programmes/ Deputy Country Representative to monitor expenditure against the approved work-plan to ensure that it is in line with approved budgets/BWPs and Programme/Financial policies.
  • Support analysis and alignment of project budgets with logical framework matrices and work plans;
  • Coordinate the process of gathering information and preparing progress reports on programme implementation
  • Support programme team in preparations for audits and monitoring implementation of audit recommendations
  • Support programme team to review and update risk register; identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities)
  • Provide technical and coordination support to annual and quarterly reporting exercise, as well as to donor reports

Provide accompaniment and capacity development support on programme management.

  • Support Head of Programmes/ Deputy Country Representative to monitor and analyze financial situation on the portfolios and projects to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units
  • Provide accompaniment support on programme and financial management including on new business processes and systems including Quantum
  • Coordinate the organization of training for the office staff and partners on programme related issues such as financial and programme policies, including for peers/ colleagues in the COs in the region;

Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on programme management focusing on the achievement of the following results:

  • Support synthesis of lessons learnt and best practices related to programme management– a lessons learnt log can be used in this regard;

Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices

Required Skills and Experience

Education and certification:

  • Masters in Social Sciences, Public Administration, Economics or related field.

Experience:

  • A minimum three (3) years (with Masters’ degree) of relevant experience at the national and/or international level in project/programme formulation, management. A project/programme management certification would be an added advantage
  • Experience in supporting a team.

Language Requirements:

  • Fluency in English and Nepali is required;
