Every goal in the 2030 Agenda requires education to empower people with the knowledge, skills and values to live in dignity, build their lives and contribute to their societies. Ambitions for education are essentially captured in Sustainable Development Goal 4 (SDG 4) of the 2030 Agenda which aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all by 2030. The roadmap to achieve the education goal, adopted in November 2015, provides guidance to governments and partners on how to turn commitments into action (Education 2030 Framework for Action). UNESCO is responsible for coordinating the international community to achieve this goal through partnerships, policy guidance, capacity development, monitoring and advocacy. While governments hold the main responsibility for ensuring the right to quality education, the 2030 Agenda is a universal and collective commitment. It requires political will, global and regional collaboration and the engagement of all governments, civil society, the private sector, youth, UN, and other multilateral agencies to tackle educational challenges and build systems that are inclusive, equitable and relevant to all learners. Based on the *Incheon Declaration Education 2030,* adopted by UNESCO Member States in May 2015, and the *Framework for Action Education 2030* of November 2015, a coordination mechanism for education cooperation was established in the Latin American and Caribbean region to support countries in their efforts towards the achievement of SDG 4 targets and to monitor the respective regional progress and challenges. Background (continuation) ------------------------- This mechanism was created with the regional vision for education towards 2030 of the First Regional Meeting of Ministers of Education of Latin America and the Caribbean, where 26 countries signed the [*Buenos Aires Declaration*](https://unesdoc.unesco.org/in/documentViewer.xhtml?v=2.1.196&id=p::usmarcdef_0000247286_eng&file=/in/rest/annotationSVC/DownloadWatermarkedAttachment/attach_import_84b03190-c3ed-4978-bc48-7098c6fb4294%3F_%3D247286eng.pdf&locale=es&multi=true&ark=/ark:/48223/pf0000247286_eng/PDF/247286eng.pdf#page=1&zoom=auto,-37,143), in January 2017. This cooperation body was formed by the Regional Steering Committee RSC, composed of 11 countries and 9 intergovernmental and civil society organizations, the Executive Secretariat, exercised by OREALC/UNESCO Santiago, and 4 working groups. The end of the first implementation period of the regional coordination mechanism(2018-2021 coincides with the half term to achieve the goals proposed in SDG4. At this point of the timeline, reports and studies on education illustrate the significant challenges facing Latin America and the Caribbean to achieve the 2030 goals. COVID-19 has exacerbated educational inequalities and limited the right to education of the most vulnerable, making it more pertinent than ever to intensify collective efforts to achieve SDG 4. Long Description ---------------- In this context, with the framework of the *Futures of Education Report*, the *Third Regional Meeting of Ministers of Education of Latin America and the Caribbean*, and the *Transforming Education Summit,* countries renewed their commitments to further cooperation in education, integrating the new educational context shaped by the pandemic, revitalizing political and technical dialogue, and strengthening regional production of knowledge. The will to deep these educational commitments is reflected in the *2022* [*Buenos Aires Declaration*](https://unesdoc.unesco.org/ark:/48223/pf0000381755_eng), which prioritizes **educational recovery** **and the transformation of education**, and it counts with the *2022-2025 Regional Roadmap*, which redefines the functions and structure of the educational cooperation mechanism, to operationalize the joint work in the region. Long Description ---------------- **Functions of the Post** In this regard, OREALC/UNESCO Santiago, as Executive Secretariat of the RSC, is coordinating the development of the draft workplan for the Committee's new 2022-2025 period. Furthermore, OREALC/UNESCO Santiago is also implementing its Regional Education Programme and Budget (41 C/5) in Latin America and the Caribbean (LAC) for 2022-2025. To support the RSC’s Executive Secretariat, in this moment of renewed will to deepen the regional cooperation, OREALC /UNESCO Santiago is looking for a Programme Support Consultant to develop strategic products at the beginning of this new period. Under the overall authority of the OREALC’s Chief of Education, and the direct supervision of the Programme Coordinator, the incumbent will undertake the following tasks: Support the building process of the RSC workplan and its strategy of implementation, monitoring, and evaluation. In this regard, promote the liaison of the RSC workplan with UNESCO’S Regional Education Programme, supporting the processes of planning, monitoring, and evaluation of the UNESCO’s projects in the region. Support the committee’s actions to identify, strengthen and compile regional projects or regional public goods. Specifically, review previous Regional Education Projects for Latin America and the Caribbean and draft a proposal for 2023-2030, under the framework of the RSC. Support the development of the ordinary and extraordinary meetings of the RSC and the respective record of agreements and commitments. Establish a digital repository of the Executive Secretariat of the RSC and OREALC’s Regional Education Programme information and a systematic process to maintain updated and organize the management documents, website, and databases. Support the activities that the RSC develops as a space for regional consultation, enabling communications and coordination between the Ministries of Education, Permanent Delegations, National Commissions for Cooperation with UNESCO, intergovernmental and civil society organizations, and other relevant actors in the education sector in LAC. Support the RSC in its functions of advocacy around the educational priorities of the region integrated in the [*2022 Declaration of Buenos Aires*](https://unesdoc.unesco.org/ark:/48223/pf0000381755_eng). Likewise, support the development and harmonization of cooperation agendas with different stakeholders. Assist the organization of forums, webinars, meetings, or other RSC’s activities to promote the political and technical dialogue in education in LAC, and support the RSC activities in knowledge management, by sharing information and identifying good practices related to educational matters that will be collected in a digital repository. Assist in the collection, analysis, and synthesis of consolidated information on the UNESCO education programme in LAC for reports to UNESCO ́s governing bodies and external stakeholders under E2030. Likewise, draft inputs for the country and regional UN teams on UNESCO activities. Undertake other tasks as deemed relevant by the OREALC’s Education Programme. Work Experience Minimum 3 years of professional experience in programme coordination and management, of which 1 years acquired at the international level. Diligently management of the cycle of projects (processes of planning, monitoring and evaluations tools in education projects and programmes with the ability to establish and follow plans and priorities). Minimum 2 years of professional experience in development cooperation or international relations. Languages Excellent knowledge of oral and written English and Spanish. **DESIRABLE QUALIFICATIONS** ---------------------------- Understanding of the 2030 Agenda, with focus on SDG4. Knowledge of educational public policies in LAC. Knowledge of strategic planning, accountability, construction of baselines, and databases management. Diligently management the processes of analysis of social and institutional contexts, participatory diagnosis methodologies. Familiarity with the multilateral cooperation system, UN system, UNESCO´s programmes. Good oral and written communication skills. Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners.
