Background

The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.

Duties and Responsibilities

The UNCDF Partnerships, Policy and Communications Unit (PPC) is seeking a Programme Support Consultant for three (3) months starting September 2020 for home-based work until reporting to office resumes at UNCDF Headquarters in New York (USA).

Under guidance and supervision of the Head of PPC and working closely with other members of the team, the Programme Support Consultant will support the implementation of UNCDF business development initiatives, communications plans, policy and advocacy strategies, and the dissemination of information utilizing multimedia tools.

The Consultant will work with the PPC Unit in supporting the operational aspect of the team’s implementation of their work plan, including:

1. Assists with administrative and other budgetary support tasks to PPC focusing on achievement of the following results

  • Ensure effective and efficient functioning of PPC, which includes preparation of correspondences.
  • Plan and Organize logistics of missions for PPC's Head related to resource mobilization and partnerships.
  • Manage Atlas and other corporate processes related to budgeting, travel and other administrative issues.
  • Manage PPC budget.

2. Providing technical support to UNCDF`s partnership building and resource mobilization activities

  • Ensure smooth flow of information within UNCDF on donor-related issues.
  • Help to arrange meetings, visits, and consultations and the like, and supporting their follow up.
  • Support the Partnerships Development Specialist, in liaising with the UNDP Legal Support Office with regards to donor contracts, Memorandum of Understanding and issues related to implementation arrangements.
  • With guidance from the Partnerships Development Specialist, provide support to programmes and country offices with regards donor contracts and other agreements and, advice and support in drafting and finalizing agreements for clearance by Head of PPC.

3. Assists in the dissemination of knowledge, advocacy and communications products, including through helping develop a dissemination strategy for publications focusing on achievement of the following results:

  • Support logistical and other preparation of side events for UNCDF meetings.
  • Provide support during UNCDF special events, press briefings and meetings.
  • Arrangement of distribution of UNCDF publications to UNDP COs, UNCDF regional and country offices and stakeholders/partners

4. Maintain the quality and relevance of web-based information in UNCDF intranet.

  • Support the dissemination of information on UNCDF activities through the web
  • Helping to update intranet with PPC-relevant information.
  • Assist the Partnerships Development Specialist in maintaining web-enable tools and templates for use in business development, including partnerships agreements and MOUs.
  • Helping to maintain PPC shared drive.

Required Skills and Experience

Education:

  • Completion of secondary education, first university degree in the relevant field is an asset but not a requirement.

Experience:

  • At least three (3) years progressively responsible administrative experience is required at the national or international level. Additional experience in publications/public relations related field and organizing public events/meetings a plus.
  • Strong analytical, operations management and communications;
  • Experience in fast-paced environments with demanding timelines is required;
  • Minimal of two (2) years experience with ATLAS and UNDP Procurement Processes is desired, but not a requirement.
  • Experience in the usage of IT, use of internet/intranet, and office software packages (MS Word, Excel, etc).
  • Advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems an asset.
  • Three (3) years or more of working experience in international organizations and interest in development cooperation is an asset.

Language:

  • Written and spoken fluency in English is required. Working proficiency in French would be an asset but not required.

Payment Terms

  • Payments will be made on a monthly billing basis in accordance with actual number of days worked evidenced by a time sheet, and upon satisfactory completion of outputs agreed.
  • The monthly report to be submitted shall be based on the Certificate of Payment for daily-fee based type of contract.
  • The monthly report shall include listing of all accomplishments falling under each of the abovelisted “Expected Outputs”.
  • All payments are subject to the clearance and approval of the Head of Partnerships, Policy and Communications Unit.
  • Final payment shall require a signed performance evaluation of the consultant.

    Travel:

  • No business travel is expected for this position.

Evaluation Method:

Consultants will be evaluated based on UNDP’s cumulative analysis method. When using this weighted scoring method, the award of the contract shall be made to the consultant whose offer has been evaluated and determined as:

  • Responsive and compliant to the requirements of this TOR based on the review of CV; and having received the highest combined score out of a pre-determined set of weighted technical (70%) based on CV and financial (30%) criteria.
