Background

The Programme Support Analyst, under the supervision of the Deputy Regional Director, provides substantive and practical support to the Deputy Regional Director in her responsibilities to manage the Regional Office business unit, lead programming work in the Regional Office and associated non-resident programme presences and in her support to the Regional Director’s oversight of Country Offices in Asia-Pacific region. The Programme Support Analyst will provide timely analytical information, consolidate inputs from various sources, and prepare documentation in a timely manner with high quality. S/he will have a proven ability to work and act under pressure and with discretion in a sensitive and challenging environment. S/he will be confident in engaging in technical work related to gender equality and women’s empowerment. The incumbent will have excellent communication, coordination, and organizational skills to support the substantive work of the Deputy Regional Director. S/he will strategically support the internal communication and coordination functions of the Regional Office.

Duties and Responsibilities

Provide coordination and facilitation support to the Deputy Regional Director

  • Provide coordination support to the Deputy Regional Director in her interactions and exchanges with UN Women Representatives, Regional Office and HQ staff, keeping records and ensuring action and follow-up when required in a timely and efficient manner, and serving as minute-taker when requested.

  • Provide specialized technical support to the Deputy Regional Director in her leadership of key internal coordination functions including identifying opportunities and developing initiatives to enhance the effectiveness internal communications, including through ROAP Coordination meetings and promotion of enhanced collaboration across thematic areas of regional programming.

  • Review and check quality of draft speeches, talking points and presentation materials for delivery by the Deputy Regional Director in key events, meetings and other internal and external fora ensuring that UN Women´s corporate and regional perspective, goals, objectives, strategies and/or policies on gender issues and UN Women programmes are appropriately reflected, working closely with relevant staff as required.

Provide analysis and technical inputs to support the Deputy Regional Director’s Programme Oversight Function

  • Provide relevant input to technical support to non-resident country presences under the Regional Office to facilitate decision-making and ensure follow-up action.

  • Support the effective functioning of cross-pillar support to meet the needs of specific country offices experiencing transitions and other challenges through enhanced coordination between Operations, HR, Planning and Coordination, Monitoring and Reporting teams and the Deputy Regional Director.

  • Provide relevant input when needed on key developments and opportunities to develop and strengthen partnerships and to ensure the inclusion of a gender perspective in relevant regional and Thailand UNCT initiatives, including through the UNSDCF, Gender Scorecard, PSEA Working Group and Gender Theme Group.

  • Provide technical support on the development and implementation of work plans and provide recommendations in support of quality assurance.

  • Provide technical support on quality control and identification of potential challenges of areas under his/her responsibility.

Required Skills and Experience

Required qualifications

Education:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.

Work Experience:

  • 5 years of progressively responsible experience working in international development such as international/regional organizations, INGOs and government institutions;
  • Prior experience with the UN or other international organization working in programming;
  • Prior experience and interest in international development work focused on, or strongly involving gender equality at national or regional level;
  • Experience in technical support provision, communications and facilitation is an asset.
  • Prior experience in the Asia and the Pacific Region will be an asset.

Language requirement:

  • Fluency in English is required
  • Working knowledge of another official UN language is an asset

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
