The Position:

The Programme Specialist oversees project formulation and evaluation, joint programming initiatives and national development frameworks. You will lead the programme team and collaborate with the Country Office’s operations and administrative support staff.

Job Purpose:

The SRHR-HIV Programme Specialist will work to ensure effective management of UNFPA activities in the areas of Sexual and Reproductive Health and Rights and HIV. The work includes contributing to the SRHR programme formulation, implementation, with a particular focus on HIV and supply chain management, reporting and evaluation, capacity building, coordination and partnerships, policy dialogue and advocacy, and supporting resource mobilization for generating funding support to the SRHR programme. The specialist will also ensure that HIV prevention is integrated into key UNFPA programmes and work closely with the Ministry of Health and national RH officers, and within the framework of the UNFPA Timor-Leste CPD (2021-2024) and UNSDCF (2021-2025).

Employing your programme management experience, you will oversee the work of the programme team as well as consultants, advisors, and experts. You will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.

Requirements:

Qualifications and Experience

Education:

Advanced University degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience:

· Five years of increasingly responsible professional experience in public health, project management and development relevant to sexual and reproductive health and rights, of which at least 3 years at the international level is desirable;

· Substantive knowledge and practical experience in Reproductive Health Commodity Security (RHCS), HIV prevention and HIV programming, relevant to UNFPA’s mandate;

· Strong knowledge of UNFPA’s Thematic Funds in the area of SRHR;

· Experience working in collaboration with government, development partners (in particular the GFATM), civil society organizations, private sector, and community-led organizations, in particular on issues affecting key populations;

· Proven ability to effectively collaborate with team members to achieve demonstrable results;

· Highly motivated, proactive, able to work independently with proven ability to exercise sound judgment and initiative, working in harmony with people from different backgrounds and cultures;

· Strong interpersonal, organizational and communication skills;

· Familiarity with UNFPA’s mandate, policies and procedures, and experience in programme and/or technical assistance with the UN System and other international development organizations;

· Experience in the South-East Asia region is a strong asset.

· Field experience is an asset;

· Prior experience in the UN system is an asset.

Languages:

Fluency in English is required; working knowledge of another UN Language is an asset.
