Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Multi-country Office (MCO) Caribbean 2022 -2025 programme builds on the works of the 2017-2021 Strategic Note with a focus on the Normative Framework (Proposed Outcome 1), Women’s Economic Empowerment (Proposed Outcomes 2 and 3), Ending Violence against Women and Girls (Proposed Outcome 4) and Climate Change and Disaster Risk Resilience (Proposed Outcome 5). All the Outcomes like the Sustainable Development Goals (SDGs) are interconnected and interrelated. The MCO will focus on Governance and Participation in Public Life across all Outcome Areas and Peace and Security within the context of Outcomes 4 and 5. The programme will be implemented both at the regional and multi-country level.

Innovative financing options and the engagement of the private sector is integral to achieving gender equality and women’s empowerment and the SDGs S. In addition to gender equality being a fundamental and inviolable human right and integral to the achievement of the SDGs, women’s and girls’ empowerment is essential to expand economic growth, promote social development and enhance business performance. The guiding platform for engagement with the private sector is the Women’s Empowerment Principles (WEPs), launched in 2010 by UN Women and the UN Global Compact. The WEPs are a set of Principles for business offering guidance on how to empower women in the workplace, marketplace and community. They emphasize the business case for corporate action to promote gender equality and women's empowerment and are informed by real-life business practices and inputs gathered from across the globe.

Reporting to the Representative, The Private Sector and Innovative Finance Specialist works in close collaboration with the programme and operations team, UN Women HQ and Regional Office staff, Government officials, Regional Institutions, the private sector and civil society to support increased knowledge on gender equality and innovative financing, and the critical role of the private sector in supporting gender equality, as well as ensuring successful implementation of UN Women programmes on innovative financing and those in engagement with the private sector.

Duties and Responsibilities

Design and develop relevant programme strategies in the area of Innovative Financing and Private Sector Engagement

  • Design and formulate programme / project proposal and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Innovative Financing and Private Sector Engagement, ensuring coordination and alignment with other relevant programmes and projects in the UN Women MCO Caribbean portfolio.

Coordinate the implementation and management of the Innovative Financing programmes

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

Manage technical assistance and capacity development to private sector partners

  • Manage the implementation of technical advice and guidance.
  • Develop and implement technical tools, and initiatives relevant to the programme.
  • Build and manage relationships with national partners to support implementation and expansion UN Women’s engagement with the private sector; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Manage the monitoring and reporting of the innovating financing programmes.

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, outputs and outcomes;
  • Contribute to donor, UN Women and UN Country/Sub-Regional Team reports.

Build partnerships and support in developing resource mobilization strategies

  • Support the development and implementation of partnerships and resource mobilization strategies on private sector engagement and innovative financing;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

Contribute to coordination on the MCOs work with the private sector and on innovative financing to achieve coherence and alignment of programmes.

  • Provide technical support to the Representative and Deputy Representative on related activities by supporting coordination of meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the UN Women’s programmes with the private sector and programmes on innovative financing are harmonized and aligned with other in-country efforts.

Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to private sector engagement and innovative financing;

  • Develop advocacy strategies and oversee their implementation;

  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on private sector engagement and innovative financing.

Required Skills and Experience

Education and Certification

  • Master’s degree or equivalent in Social Sciences, Human Rights, Gender/Women's Studies, International Development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Gender Equality and Women’s Economic Empowerment;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience in the OECS is an asset;
  • Experience with Small Island Developing States is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
