Background

I. Organizational Context

UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. In the area of preventing and combating violence against women and girls (VAWG) and harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls at risk and survivors. Furthermore, to address the underlying root causes of VAWG and harmful practices, the CO works towards favourable social norms, attitudes and behaviours at individual, community and institutional levels that advance gender equality and women’s empowerment. The ending VAWG portfolio includes several ongoing projects including “UN Joint Programme for the Prevention of Child Early and Forced Marriages (CEFM)” implemented with UNICEF and UNFPA and “Strengthening Women’s Access to Justice” pilot project, as well as pipeline projects with government partners aimed at supporting the implementation of the Fourth National Action Plan on Combating Violence against Women (2022-2025). DocuSign Envelope ID: F64C5AAC-64C4-4F9D-BFD5-C2949DE388DD 2 The “UN Joint Programme for the Prevention of Child Early and Forced Marriages (CEFM)” (the Joint Programme) Second Phase is implemented by UNICEF, UNFPA, and UN Women, with consultative support from IOM and UNHCR over a three year period starting from September 2021, with financial support of the Swedish International Development Cooperation Agency (SIDA).-The Joint Programme draws on the experience and lessons learned during the implementation of the first phase to continue to address the complex issue of CEFM in selected target provinces with high prevalence. The Programme focuses on advocacy and support to the implementation of the international and national normative framework, data generation and analysis, technical support to national and provincial coordination mechanisms and action plans on CEFM, and community mobilization with a focus on girls’ empowerment and the engagement of men and boys. Reporting to Deputy Country Director (NoD), the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under the ending violence against women (EVAW) portfolio. The Programme Specialist works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

II. Functions

Manage the implementation of UN Women component of CEFM JP and overall management of the EVAW portfolio

  • Finalize the annual workplan and budget and manage their implementation for CEFM JP;
  • Manage the technical implementation of the CEFM Joint Program and oversee the implementation of other projects under the EVAW portfolio; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the management
  • Manage programme quality control and identification of potential challenges
  • Align programme activities with operations team in close liaison with the Operations Manager
  • Closely coordinate with the donors for the implementation of the programme activities, including communication
  • and visibility initiatives, the selection of implementing partners, and ensuring synergies with similar programs in the country, as well as communication flow for the smooth running of the programme

Manage technical assistance and capacity development of programme partners and contribute to UN interagency coordination in the field of EVAW

  • Manage the implementation of technical advice and guidance.
  • Develop and implement technical tools, and initiatives
  • Build and manage partnerships/relationships with national partners to support implementation and expansion of the EVAW portfolio; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
  • Provide technical support to the Country Director and the Deputy Country Director on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Oversee the preparation of call for proposals, selection and contracting of the implementing partners.

Manage the monitoring and reporting of the CEFM JP and the overall EVAW portfolio

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes
  • Contribute to office donor and UN Women reports.

Manage the people and financial resources of the overall EVAW portfolio, including the CEFM Joint Programme

  • Manage the programme budget and review financial reports;
  • Supervise CEFM JP staff and other project coordinators under the EVAW portfolio. Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.
  • Design and develop programme strategies and build partnerships and support in developing resource mobilization strategies in the area of EVAW

Design and formulate programme/ project proposals and initiatives as requested by the UN Women Turkey Management

  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to violence against women
  • Develop and implement partnerships and resource mobilization strategies;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
  • Contribute to UN interagency coordination and coordination with civil society organizations to achieve coherence and alignment of UN Women programmes in the field of EVAW with other partners in the country
  • Coordinate with UN agencies, national counterparts, donors, the UN Women Regional Office and other offices to ensure the Programme results are achieved and resources are managed based on best practices;

Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to CEFM and EVAW
  • Represent UN Women in meetings and policy dialogues on issues related to EVAW as necessary;
  • Develop advocacy strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products, and methodologies on EVAW and CEFM

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in management, (including design, implementation, monitoring and evaluation) of development programmes/ projects;
  • At least three years of working experience in the field of combatting violence and discrimination against women and girls is a strong asset.
  • Experience coordinating and liaising with CSOs, government agencies and/or donors is an asset;
