Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women’s economic empowerment is essential to achieving sustainable development. Women workers transform local, national and regional economies across the Asia-Pacific through agricultural work, manufacturing, entrepreneurship and labour migration including domestic work. A combination of discriminatory laws, policies and gendered social norms creates structural barriers for women seeking to realize their right to decent work and safe migration. This means women’s economic contributions are not translated effectively into increased social and economic equality.

Across the region, women continue to face barriers in accessing decent work, employment and income. Two in every three women are in informal employment, without labour law coverage, protection from discrimination, or access to social protection.1 The gap in labour force participation is also widening. Women and girls are over-represented in high risk categories of employment and comprise 71% of all victims/survivors of trafficking worldwide.

Since 2001, UN Women’s Regional Programme on Empowering Women Migrant Workers in Asia has advocated for the protection and promotion of the rights of women migrant workers in the region. UN Women ROAP’s 2019-2021 Strategic Note commits to ensuring that women workers, including women migrant workers, contribute to sustainable development and benefit from reduced social and economic inequality through decent work and safe migration. Between 2015 and 2019, UN Women implemented the Swiss Agency for Development funded Regional “STOE” Project, ‘Empowerment of Women Migrant Workers in South Asia through Implementation of Standard Terms of Employment’, with a focus on women migrant workers from South Asia (Bangladesh, India, Nepal, and Sri Lanka).

To build upon the achievements of the STOE project, and to strengthen efforts to ensure that labour migration is safe, orderly and regular for all women and men from the Colombo Process Member States through strengthened collaboration and effective labour migration governance, UN Women is now collaborating with the International Organization for Migration (IOM) and International Labour Organization (ILO) (Partner UN Organisations “PUNOs”) to implement a Joint UN Programme, ‘Governance of Labour Migration in South and South-East Asia’ (GOALS).

Ensuring that the GOALS programme proactively and effectively responds to issues of gender in migration is of critical importance. Accordingly, UN Women are now seeking to recruit a Programme Specialist for the GOALS programme, to be based on Dhaka. Working under the overall supervision of and report to the Regional Programme Manager – Women Economic Empowerment, Asia Pacific Regional Office and UN Women Representative in Bangladesh, the Programme Specialist will be responsible for exercising overall responsibility for planning, implementing, and managing UN Women interventions under the GOALS programme, and for providing guidance and support to ensuring that the work of the entire programme responds proactively and effectively to gender. The Programme Specialist works in close collaboration with the UN Women ROAP programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the Migration portfolio.

Duties and Responsibilities

1. Represent UN Women in the GOALS Programme

  • Provide UN Women’s inputs to the GOALS work plan development and implementation according to Strategic Note/ programme documents;
  • Liaise with PUNOs, stakeholders and partners to ensure UN Women’s Programme results are achieved and resources are managed;
  • Prepare and present UN Women’s inputs to work-plans, periodic narrative progress reports and expenditures status reports to the donors and UN Women;
  • Provide inputs to establish systems for Programme planning, implementation and monitoring, in collaboration with PUNOs;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Manage the implementation and management of UN Women’s activities in the GOALS programme

  • Finalize the programme workplan and budget and manage their implementation;
  • Coordinate and engage partners and stakeholders to deliver and support implementation of UN Women activities under GOALS;
  • Oversee the implementation of UN Women activities by partners and provide support to ensure that activities are delivered on time and produce results;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to partners on on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Provide technical support and guidance to ensure GOALS is gender responsive

  • Actively work with PUNOs to strengthen the gender response of GOALS interventions;
  • Represent the gender responsive perspective in technical meetings and workshops;
  • Provide technical inputs and comments to briefs, guidance and research produced by GOALS to ensure that they respond to gender;
  • Identify and respond to capacity development needs of the programme or partners in relation to gender.

4. Coordinate the monitoring and reporting on the GOALS programme

  • Gather and compile all information necessary for monitoring and reporting on UN Women activities under GOALS;
  • Monitor the implementation of UN Women activities and the expenditure of funds by partners; conduct monitoring visits as necessary;
  • Write quarterly and annual reports and donor reports focusing on results, output and outcomes; review and coordinate the submission of implementing partner financial and narrative reports for UN Women activities;
  • Provide inputs from GOALS programme activities and results to the UN ROAP reporting.

5. Manage financial resources and supervise staff

  • Supervise Programme Assistant and Technical Specialists, Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

6. Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

7. Contribute to inter-agency coordination on migration to achieve coherence and alignment of UN Women programmes with other partners in South Asia subregion and beyond

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the programme’s capacity development activities is harmonized and aligned with other in-region efforts.

8. Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Work Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Migration;
  • Strong technical knowledge on gender and migration;
  • At least 3 years experience in providing policy advisory services;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language Requirement:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset
