**OVERVIEW** Post Number : 4THED0061RP Grade : P-4 Parent Sector : Education Sector (ED) Duty Station: Bangkok Job Family: Education Type of contract : Fixed Term Duration of contract : 2 years Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 02-JAN-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** Under the overall authority of the Assistant Director-General, Education (ADG/ED), the immediate authority of the Director of the Bangkok Office and the direct supervision of the Chief of Section for Inclusive Quality Education (IQE), the incumbent, as the team leader of the Quality Education team (QET) of the IQE Section, will be responsible for the development, planning, management and implementation of the regional programme on the promotion of quality and relevance of education. The incumbent will also serve as the focal point for programmes and projects related to science, technology, engineering and mathematic (STEM) education, Global Citizenship Education (GCED), education for sustainable development (ESD), curriculum development and reform, learner and teacher well-being, and learning assessment education in the region and will be involved in the coordination of relevant projects and programmes within and across the education sector as well as under inter-sectoral platforms. The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the SDG4-Education 2030 Agenda. Within this context, the incumbent will perform the following duties: Long Description **1. Programme design, management and assessment:** • Lead and manage the UNESCO Bangkok programmes promotion of quality and relevance of education, which includes STEM, GCEd, ESD, curriculum development and reform, learner and teacher well-being, and learning assessment education. • Serve as the head of the secretariat of the Network for Education Quality and Monitoring in the Asia-Pacific (NEQMAP), and supervise and participate in the development, planning, implementation, monitoring and evaluation of the Educational assessemnt activities. • As a thematic lead in the region, undertake regular monitoring and evaluation of and report on regular programme activities and extra-budgetary projects related to improve the quality and relevance of education. **2. Policy advice:** • Advocate for and engage in policy dialogue with education authorities and other stakeholders in region on the topic covered by the team; • In collaboration with other programme sectors in the region, provide specialized advice, technical support and backstopping to other UNESCO Field offices, Ministries of Education, to prepare and implement programmes (RP and XB) along with relevant research and analytical work. **3. Networking, Communication, Knowledge Management and Partnerships:** • Mobilize and coordinate national, regional and international partners and organize consultations and capacity development activities in the fields of learning assessment, curriculum and innovative pedagogy as well as the Global Action Plan for Education for Sustainable Development and the Global Citizenship Education programme. • Leverage relationships within and across teams at UNESCO while building external partnerships to promote UNESCO programmes, projects well as to increase visibility, resources and partnership. • Coordinate and ensure synergies with public and private partners, Regional Economic Communities, UNCTs, research institutions, multi and bilateral agencies and civil society organizations for the promotion of quality and relevant education in the region. **4. Resource mobilization:** • Contribute to the formulation and implementation of a comprehensive communication and resource mobilisation strategy with particular reference to the assets, potential and outreach of the team under his/her supervision. • Mobilize extra budgetary resources to support Member States in the region in line with country policy priorities, the regional Education Support Strategy and UNESCO’s overall resource mobilization strategies. **5.
