UNESCO has been working in Mozambique since the Member State joined the Organization in 1976. Organization fully applies its two top priorities i.e. gender equality (the Organization objective is now either gender transformation or gender equality, depending on the Member State or the specific situation) and Africa (alignment with African Union (AU) continental and sub-regional strategies. While issues at stake cover all UNESCO domains of competence and key priorities, given the priorities set forth for the recovery, the focus of the proposed set of interventions are on (i) rehabilitation of tangible and intangible cultural sites and practices; (ii) culture of peace and non-violence; (iii) environment and sustainable development within the framework of the Man and Biosphere (MAB), and (iv) post-conflict/post-disaster response.

UNESCO's culture sector in Mozambique is operating with only one staff-the Program Officer. In this context, it is intended to recruit a program assistant to assist in the implementation of the Sector's work plan. To that end, the office has developed these terms of reference (ToR) to allow and guide to program assistant opportunities in the CLT sector as per the organizational requirements and procedures. The program assistant will support the sector in the implementation of the two (2) Strategic Objectives 7 and 8: 1) Protecting, promoting and transmitting heritage and 2) Fostering creativity and diversity of cultural expressions. Specifically, the Programme Assistant will provide assistance in Program Planning, Implementing, Monitoring, Evaluation and Reporting at the level of C/5, SDG, UNDAF, amongst other activities.

The Administrative Office Unit will provide the necessary support for services to engage the programme Specialist to assist in the implementation of the culture programme and administrative duties and to extend administrative/logistic supports to the sector in this specific responsibility

Within the delegated authority and under the supervision of the UNESCO Representative for Mozambique and Head of Office in Maputo, the direct supervision of the Programme Officer in charge or his/her designated mandated representative(s), the UN Volunteer in charge of Cultural Heritage and Diversity for Peace and Sustainable Development will:

Support the UNESCO on implementation of the Culture Workplan. The incumbent will also responsible for preparing inputs for the UNESCO Medium-Term Strategy (C/4), the Programme and Budget (C/5) and related work plans, as well as for developing partnerships and fundraising activities, and for UNESCO’s contribution to the ‘Delivering as One’ exercise in the field of Culture in the countries covered by the Office, as well as to emergency/crisis preparedness and response in (post) conflict or (post) disaster countries, in line with the Strategy for the Reinforcement of UNESCO’s Action for the Protection of Culture and the Promotion of Cultural Pluralism in the Event of Armed Conflict and its Action Plan.

Results/expected outcome: As an active UNESCO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNESCO and its beneficiaries in the accomplishment of her/his functions, including: o Design, plan, coordinate, implement and monitor programmes and projects in the field of Culture in line with the Culture Sector’s strategies and priorities. Plan activities across the sub-region, to ensure the culture programme delivery in the countries covered by the Office. Contribute to the overall delivery of the Office’s programme objectives and intersectoral working modalities, as well as to initiatives and actions towards crisis preparedness and response. o Lead the implementation of strategic initiatives in close coordination with UNESCO’s Headquarters, including the coordination with other UN agencies and international and local organizations, partnerships development for project implementation, communication on results, reporting, monitoring and evaluation. o Ensure timely availability of information on emergencies and preparation of related action plans, recommend measures required to mitigate disaster/crisis situations in the field of culture as a whole, coordinate support activities and implement specific response activities for culture, including missions. o Establish, maintain and enhance strong and strategic working relationships with the concerned national/local authorities, cultural institutions, relevant intergovernmental and non-governmental organizations, build and enhance partnerships with UN Agencies, bilateral and multilateral donors, development banks, international and regional organizations, international institutions and the private sector in order to design and implement Culture programmes and projects, including in emergency response and preparedness. o Contribute to resource mobilization by exploring and developing alternative funding mechanisms for the region and individual countries. o Participate in joint programming exercises in the framework of the UN Reform and ‘Delivering as One’, identify entry points for culture in these exercises responding to national priorities and needs in culture; contribute to developing the advocacy and promotion of the role of culture for sustainable development and peace building; develop and implement related joint actions, programmes and activities, including in emergencies. o Assist Member States in their efforts to implement the 2030 Agenda for Sustainable Development while promoting culture-engaged sustainable development, as well as to engage as relevant in crisis preparedness and response in the field of Culture. Provide policy advice and technical assistance, as well as substantive contributions in the field of Culture to relevant stakeholders in view of the development of national, regional and international strategies. Facilitate and develop capacity building and training activities in support of the UNESCO Culture Programme

o Demonstrated ability to translate strategy into priorities and actions, develop and implement strategic projects and initiatives. o Strong analytical and problem-solving skills; ability to identify key strategic issues, objectives, opportunities and risks. o Demonstrated ability to build, develop, and maintain partnerships, and to coordinate, negotiate and deal with partners and networks. o Proven capacity to produce high-quality analytical reports. o Knowledge of the 2030 Agenda for Sustainable Development. o Excellent written and oral communication skills; ability to communicate effectively and persuasively. o Ability to work in a team and to maintain effective working relationships in a multi-cultural environment, and to manage, supervise and motivate staff and teams. o Ability to take initiative and to manage heavy workload; to work under pressure, with capacity for accuracy, paying close attention to detail and quality of work. o Good knowledge of the regional geopolitical context, challenges and priorities. o Good IT skills. o Good knowledge of the Organization and its rules and regulations. o Solid knowledge of the UNESCO Culture Programme, Culture Conventions and strategic programmes. o Strong diplomatic skills.

o A minimum of three (3) years of progressively responsible and relevant professional experience in the field of culture. o A minimum of three (1) years of experience acquired at the international level. o Proven experience in planning, developing, implementing, managing, coordinating and evaluating programmes. o Proven experience in managing large-scale projects. o Experience in fund raising and resource mobilization. o Experience in leading and managing teams of professionals in a multicultural work environment. o Experience in outreach activities

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
