Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s humanitarian engagement is guided by its triple mandate: normative, coordination, and operations. As a core member of Inter-Agency Standing Committee’s (IASC) Gender Reference Group, UN Women hosts the Gender Desk which monitors the IASC’s adherence to its Gender Policy. At regional and country levels, UN Women leads the coordination of Gender in Humanitarian Action Working Groups (GiHA WGs) linked to the Humanitarian Country Teams (HCTs) which serve as the main coordination platforms for advancing gender mainstreaming. In 2020, UN Women contributed to humanitarian and refugee coordination mechanisms in 47 country and regional contexts as members of the HCTs and leads of GiHA WGs. Through its humanitarian programmes, UN Women improved the lives of over 570,000 women, girls and their families in crisis settings by creating empowerment hubs for them to access cash-for-work, services, protection, and support.

The Pakistan floods have creating a humanitarian crisis within existing humanitarian crises, requiring urgent and comprehensive humanitarian response. Climate change continues to disrupt lives and create severe weather events that further exacerbate the conditions on the ground. As floods continued with roads and bridges washed away, humanitarian access to affected communities is affected, further marginalizing vulnerable groups and restricting their access to lifesaving support. Women and girls are disproportionately affected by this crisis, rendering them further vulnerable and reversing gender equality gains made over the past decades. These could have been largely reduced if disaster risk reduction measures had been incorporated into physical, social and economic development.

In the recent flood of 2022, UN Women played a key role in coordinating the Gender, Social Sustainability, and Inclusion cross-cutting sector, as well as supporting the Human Impact Assessment, and providing technical backstopping on numerous additional sectors to ensure a comprehensive and robust gender analysis is included to inform response and recovery efforts in Post Disaster Needs Assessment (PDNA). UN Women, through its role as the Gender Theme Group co-chair, is working with UNFPA, along with UNHCR, WFP, WHO and UNICEF, to conduct a Rapid Gender Analysis, to provide a further comprehensive picture of the needs of the most marginalized groups, including women and girls.

UN Women Pakistan will be implementing the Project titled Women’s Empowerment for Economic Resilience and Disaster Risk Reduction in Pakistan under its Japan Supplementary Budget (JSB) for the year 2023. UN Women’s support is specifically targeting women and girls in the most affected districts through innovative and sustainable approaches in the form of in-kind support for, health and psycho-social support to women and protection for women in girls in the camps and hosting communities. The support will cater to, protection, needs of the targeted communities for residual needs and recovery. The project will adopt a gender transformative approach towards increased engagement of men and boys towards supporting women in all the initiatives proposed under the current project.

Also, effort will be made to develop linkage between activities underscoring humanitarian–development nexus because this increasingly brings forward a solution to humanitarian concerns and allows to manage disasters to rehabilitation. Humanitarian assistance can only be fully effective if it is gender-sensitive and also responds to the development needs of the population.

Reporting to the Deputy Country Representative with guidance from the Portfolio Manager, Women’s Economic Empowerment, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions relating to Humanitarian and Disaster Risk Reduction. The Programme Specialist works in close collaboration with the Women’s Economic Empowerment, Ending Violent against Women and Operations teams at PCO, UN Women Regional Office and HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1. Provide programme development advisory services and develop programmes in the flood affected provinces of Pakistan

  • Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the flood affected provinces in Pakistan.
  • Finalize country strategy documents, programme/ project proposals, briefs, policy dialogue and other documents related to national and provincial level humanitarian work.
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

2. Manage the implementation and management of the humanitarian action and recovery programme at national and provincial level

  • Finalize the annual workplan and budget and manage their implementation;
  • Provide programme advisory support to the Office Management within the Humanitarian work and recovery framework;
  • Manage the technical implementation of the programme/ project; provide technical advice; ensure synergies with other teams;
  • Review the submission of implementing partner financial and narrative reports as required;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Lead Project Steering Committee, project review and/or evaluation meetings.

3. Oversee technical assistance and capacity development to project/programme partners

  • Provide technical advice to partners; oversee the provision of technical guidance by the team
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the Humanitarian action programme; respond to any potential problems;
  • Advocate and identify opportunities for the engagement and meaningful participation of local women’s organizations and platforms in humanitarian coordination mechanisms, particularly at sub national levels
  • Lead specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups, including inclusion and participation of under-represented groups in accordance with Commitments on Accountability to Affected Populations;
  • Promote strategies to deliver humanitarian services equally, continuously and resiliently along with addressing development needs particularly for the most vulnerable including women, children and people with disabilities.
  • Serve as an expert resource to partners on gender integration in humanitarian assistance and recovery framework;
  • Implement and oversee capacity building opportunities and initiatives;
  • Provide partners with advanced technical assistance and capacity development initiatives.

4. Manage the monitoring and reporting of the programme/ project

  • Manage the process of monitoring the programme/ project implementation of activities and finances using results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Produce quality annual, progress and other reports.

5. Manage the people and financial resources of the humanitarian action and recovery programme

  • Manage the programme budget and finalize financial reports;
  • Manage coordination, implementation and operations team working to execute programme activities
  • mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

6. Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

7. Manage inter-agency coordination to achieve a coherent and aligned presence for the humanitarian response and recovery in Pakistan

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts;
  • Prepare substantive inputs to UNSDCF and other documents, as necessary.

8. Lead advocacy, knowledge building and communication efforts

  • Represent UN Women in meetings and policy dialogues on issues related to the humanitarian response and recovery
  • Manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on Humanitarian actions.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in designing and managing humanitarian and recovery and inclusive financing, with a particular focus on gender and protection
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System or Japanese international organizations is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
