Overview

Support UNICEF in humanitarian performance monitoring and evaluation.

You have:

• An Advanced University Degree in social sciences, statistics, planning development, planning or another related field is required.
• A minimum of eight (8) years of progressively responsible work experience in Programme Development & Implementation, Monitoring & Evaluation, Information Management, Humanitarian Performance Monitoring, and/or Reporting is required.
• Prior hands-on experience in emergency programming, including preparedness planning and active involvement in a humanitarian crisis is desirable.
• Knowledge of the Core Commitments for Children in Humanitarian Action framework is desirable.
• Excellent knowledge of MS Excel (pivot tables and functions) is required.
• Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable visualizations and reports is required.
• Experience in a client-orientation and key coordination role with strong analytical, interpersonal and communication skills is required.
• Experience working in developing countries under emergency crisis for UNICEF/UN or NGO organizations is a significant advantage.
• Good understanding of the disaster risk reduction, humanitarian action, and development context in ECAR region is an asset.
• Ability to work independently and in constant communication across multiple teams and partners as well as emergency focal points in the region is required.
• Ability to plan, organize, prioritize, and deliver under pressure is a requisite.
• Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style, and format to match audience.
• Ability and willingness to travel to emergencies countries if necessary.
• Proficiency in English, written and verbal, is required. Working knowledge of another official UN Language (Russian) is an asset.

Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 114,804 USD and 148,016 USD.

Significant escalation of the conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country. As the situation rapidly evolves, the conflict poses an immediate and growing threat to the lives and well-being of the country’s 7.5 million children. UNICEF is rapidly scaling up its multi-sectoral response to the increasing humanitarian needs in Ukraine and among refugees in neighboring countries.

In on-going humanitarian situations, strong performance monitoring is a core accountability and is essential to support effective response. To ensure that effective monitoring of the programme actions are in place, UNICEF Ukraine Office (UCO) seeks support from an experienced professional in the areas of planning, monitoring and evaluation that would provide expertise in Humanitarian Performance Monitoring.

Within the framework of regional Humanitarian Action for Children, the main purpose of the assignment is to ensure support UCO in setting up, and implementing a mechanism for information gathering and processing, management on humanitarian information management tools, procedures and systems, facilitating effective HPM reporting. The incumbent will support UCO to maintain a functional HPM system that meets the monitoring and reporting requirements, working closely with the field offices, the Emergency section, Programme sections and the Planning and Monitoring section.

The incumbent will report to the Senior Emergency Coordinator with a dotted reporting line to the Deputy Representative Programme.

How can you make a difference?

1. Situation Monitoring and Need Assessments: Ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

2. Planning: Ensure that the Country Office use a well-prioritized, realistic and updated Response Plans that will provide the most relevant interventions and information to manage the UNICEF contribution.

3. Programme Performance Monitoring and Reporting: Ensure that the Country Office has quality data and information to assess progress towards expected results. Oversee and manage quality monitoring and reporting of HPM targets and indicators to deliver high quality SitReps and support the HRP and HAC process. In addition, develop and maintain monitoring dashboards and develop data driven products including fact sheets.

4. Evaluation: Support the Evaluation team in designing of evaluation exercises of the humanitarian response and ensure the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning. Support programme teams to analyse data deriving from evaluations to improve quality of the programming.
5. Cluster Accountabilities with special attention to Information Management: Monitor UNICEF COs Cluster / Working Group Accountabilities as Sector Lead Agency and coverage of the Cluster Milestones. Advocate for Information Management capacity (and staff recruitment) in the country proportional to the needs. Support partners, cluster members and UNICEF programme teams to improve data collection, using innovative methods and current Ukrainian data sources, to detect and analyse issues of relevance for children and improve the quality of ongoing humanitarian programing.
6. Planning & Monitoring & Reporting Capacity Building: Ensure that the UNICEF office is effectively linked to wider UNICEF Planning & Monitoring & Reporting developments in a way that both contributes to and benefits from organizational learning on effective planning, monitoring, reporting management plus creates a network of partners ready to deliver services for children in a constantly changing context.

Ensure that the data analytics capacity (monitoring & effective use of data) of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring processes and use of data to improve services for vulnerable children

7. Coordination and Networking: Ensure that the UNICEF office is effectively linked to wider UNICEF Planning & Monitoring & Reporting developments in a way that both contributes to and benefits from organizational learning on effective Planning & Monitoring & Reporting management.
